تعلن شركة بارسونز (Parsons Corporation) عن فرصة وظيفية شاغرة بمسمى مدير تخطيط أول (Senior Planning Manager) في مدينة الرياض، المملكة العربية السعودية.
المهام والمسؤوليات
- تطوير وصيانة والتحكم بالجدول الزمني الرئيسي للمشروع.
- تنسيق الجداول التفصيلية لجميع أنشطة البناء وحزم العمل والواجهات والمعالم الرئيسية.
- مراجعة واعتماد جداول المقاولين والمقاولين من الباطن والتحديثات وخطط التعافي.
- مراقبة التقدم المخطط مقابل الفعلي والتحقق من التقدم المُبلغ مقارنةً بأنشطة الموقع.
- تحليل المسارات الحرجة والفائض (Float) والقيود والمنطق واتجاهات الجدول الزمني.
- تحديد التأخيرات المحتملة وتقديم الإنذارات المبكرة لإدارة المشروع.
- تقييم أثر تغييرات التصميم والتغييرات (Variations) وقيود الوصول وتأخيرات المشتريات والموافقات والقضايا الإنشائية.
- تطوير خطط التعافي والتخفيف لحماية معالم المشروع وتواريخ الإنجاز.
- قيادة اجتماعات مراجعة الجدول الأسبوعية والشهرية مع المقاولين وفرق المشروع.
- إعداد تقارير الجدول ولوحات متابعة التقدم وتقارير المعالم والعروض التقديمية التنفيذية.
- التنسيق مع فرق مراقبة التكاليف والتجارية لمواءمة تقدم الجدول مع التكاليف والتوقعات.
- دعم تقييم مطالبات تمديد الوقت والطلبات المتعلقة بالتأخير.
- ضمان دمج التغييرات المعتمدة في الجدول الزمني للمشروع والخط الأساسي (Baseline).
- مراقبة أداء المقاولين مقابل الجداول التعاقدية والمعالم المتفق عليها.
- تنسيق الواجهات بين تخصصات البناء والمقاولين والجهات الرسمية والمرافق وأصحاب المصلحة الآخرين.
- تعزيز إجراءات التخطيط الفعالة ومعايير إعداد التقارير وممارسات التحكم بالجدول عبر المشروع.
- تقديم التوجيه والقيادة لمهندسي التخطيط وموظفي مراقبة المشروع.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة أو إدارة البناء أو إدارة المشاريع أو تخصص ذي صلة.
- خبرة لا تقل عن 15 عامًا في تخطيط البناء ومراقبة المشاريع.
- خبرة مثبتة في إدارة أنشطة التخطيط خلال مرحلة البناء لمشاريع كبيرة ومعقدة.
- خبرة قوية في المشاريع الكبرى للبنية التحتية أو المباني أو النقل أو المرافق أو التطويرات متعددة الاستخدامات.
- معرفة متقدمة ببرنامجي Primavera P6 وMicrosoft Excel.
- خبرة في تحليل المسار الحرج وقياس التقدم وتحليل التأخير وجدولة التعافي وإدارة مخاطر الجدول.
- خبرة في مراجعة جداول المقاولين وتحديثات التقدم والمطالبات وطلبات تمديد الوقت.
- معرفة قوية بأساليب البناء وعمليات تسليم المشاريع والعقود وإدارة التغيير.
- مهارات ممتازة في القيادة والتواصل والتنسيق وحل المشكلات.

The role will be responsible for ensuring that construction activities are properly sequenced, monitored, and delivered in accordance with the approved program, budget, quality requirements, and contractual obligations.
The Senior Planning Manager will work closely with the project director, construction managers, contractors, consultants, project controls, commercial, procurement, design, and client teams. The position will provide senior-level guidance on schedule development, progress monitoring, delay management, recovery planning, and project reporting.

- Develop, maintain, and control the master construction schedule.
- Coordinate detailed schedules for all construction activities, work packages, interfaces, and key milestones.
- Review and approve contractor and subcontractor schedules, updates, and recovery plans.
- Monitor planned versus actual progress and verify reported progress against site activities.
- Analyze critical paths, float, constraints, logic, and schedule trends.
- Identify potential delays and provide early warnings to project management.
- Assess the impact of design changes, variations, access restrictions, procurement delays, approvals, and construction issues.
- Develop recovery and mitigation plans to protect project milestones and completion dates.
- Lead weekly and monthly schedule review meetings with contractors and project teams.
- Prepare schedule reports, progress dashboards, milestone reports, and executive presentations.
- Coordinate with cost-control and commercial teams to align schedule progress with project costs and forecasts.
- Support the evaluation of extension-of-time claims and delay-related submissions.
- Ensure that approved changes are incorporated into the project schedule and baseline.
- Monitor the performance of contractors against contractual schedules and agreed milestones.
- Coordinate interfaces between construction disciplines, contractors, authorities, utilities, and other stakeholders.
- Promote effective planning procedures, reporting standards, and schedule-control practices across the project.
- Provide guidance and leadership to planning engineers and project controls staff.
- Bachelor’s degree in engineering, construction management, project management, or a related discipline.
- Minimum 15 years of experience in construction planning and project controls.
- Proven experience managing planning activities during the construction phase of large, complex projects.
- Strong experience with major infrastructure, buildings, transportation, utilities, or mixed-use developments.
- Advanced knowledge of Primavera P6 and Microsoft Excel.
- Experience in critical-path analysis, progress measurement, delay analysis, recovery scheduling, and schedule risk management.
- Experience reviewing contractor schedules, progress updates, claims, and extension-of-time submissions.
- Strong knowledge of construction methods, project delivery processes, contracts, and change management.
- Excellent leadership, communication, coordination, and problem-solving skills.
