شركة Jacobs تبحث عن مهندس كهربائي أول (Senior Electrical Engineer) للانضمام إلى فريقها في مشروع NEOM بمنطقة الرياض، لتقديم القيادة الفنية خلال مرحلة الإغلاق والتسليم لبرنامج بنية تحتية مائية رئيسي.

نبذة عن الوظيفة

سيتولى المهندس الكهربائي الأول قيادة إنجاز واختبار وتشغيل وإغلاق وتسليم النطاق الكهربائي عبر أصول البنية التحتية المائية الرئيسية. سيركز الدور على التحقق من أن التركيبات الكهربائية قد أُنجزت واختُبرت ووثّقت وسُلّمت وفقاً للتصاميم المعتمدة ومواصفات المشروع ومتطلبات السلامة وتوقعات العميل. سيعمل المختار مع المقاولين والاستشاريين وفرق التشغيل والتخصصات الهندسية الأخرى لحل القضايا الفنية المعلقة، وإغلاق العيوب وعدم المطابقات، والتحقق من سجلات المشروع، ودعم النقل الآمن والفعال للأصول المكتملة إلى مرحلة التشغيل.

المهام والمسؤوليات

  • قيادة إنجاز واختبار وتشغيل وإغلاق وتسليم الأنظمة الكهربائية المرتبطة ببنية نقل المياه ومحطات الضخ ومرافق المعالجة والمحطات الفرعية والأصول ذات الصلة.
  • مراجعة حالة الأعمال الكهربائية المعلقة، وتحديد فجوات الإنجاز والمخاطر، وتنسيق إجراءات التعافي لتحقيق معالم إغلاق المشروع.
  • التحقق من أن التركيبات الكهربائية تتوافق مع التصاميم المعتمدة ومواصفات المشروع والرموز والمعايير السارية ومتطلبات الجودة وإجراءات السلامة الكهربائية.
  • مراجعة وإغلاق الاستفسارات الفنية المعلقة وعناصر قائمة التصحيحات وتقارير عدم المطابقة وتغييرات التصميم والتنازلات وإجراءات المقاول.
  • تنسيق إنجاز اختبارات القبول في المصنع والموقع، وتشغيل الأنظمة، والاختبارات الوظيفية، واختبارات الأنظمة المتكاملة، واختبارات الموثوقية، وعروض الأداء.
  • مراجعة سجلات التشغيل ونتائج الاختبار ووثائق السلامة الكهربائية وإجراءات التشغيل وإعدادات الحماية وتقارير الفحص وأدلة القبول النهائي.
  • تنسيق الواجهات الكهربائية مع فرق الميكانيكا والعمليات والمدنية والإنشائية والأجهزة والتحكم و SCADA والاتصالات والتشغيل للتأكد من أن الأنظمة متكاملة بالكامل وجاهزة للتشغيل.
  • مراجعة والتحقق من وثائق الإغلاق بما في ذلك الرسومات حسب البناء وتغييرات التصميم المعتمدة وأدلة التشغيل والصيانة وسجلات الأصول وسجلات قطع الغيار والضمانات وسجلات التدريب وشهادات المعدات.
  • دعم عمليات التفتيش النهائي وقبول الأصول وإنهاء تعاقد المقاول والجاهزية التشغيلية والنقل الرسمي للأنظمة الكهربائية إلى العميل وفرق التشغيل.
  • تقديم القيادة الفنية وحل المشكلات الكهربائية المعقدة وتوجيه المهندسين المبتدئين والحفاظ على تواصل فعال مع المقاولين والاستشاريين والموردين ومزودي الخدمات وممثلي العميل وأصحاب المصلحة.
  • العمل في الموقع بدوام كامل وفقاً لمتطلبات طبيعة الدور.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة الكهربائية أو هندسة الطاقة الكهربائية أو تخصص ذي صلة (يُفضَّل).
  • التسجيل المهني في الهندسة أو الزمالة أو العضوية في مؤسسة هندسية معترف بها (ميزة إضافية).
  • خبرة لا تقل عن 10 سنوات في الهندسة الكهربائية ذات الصلة تشمل إنجاز البناء والاختبار والتشغيل والإغلاق والتسليم لمشاريع البنية التحتية الكبرى.
  • خبرة في البنية التحتية المائية أو محطات الضخ أو مرافق المعالجة أو المرافق أو الأصول الصناعية، مدعومة بمعرفة قوية بأنظمة الجهد العالي والمتوسط والمنخفض والمحطات الفرعية والمحولات والمفاتيح الكهربائية ومراكز التحكم بالمحركات ومحركات التردد المتغير والمولدات والمحركات وأنظمة الحماية والكابلات والتأريض والتوزيع الكهربائي.
  • خبرة مثبتة في إدارة قوائم التصحيحات وعدم المطابقات والاستفسارات الفنية واختبارات القبول والتشغيل وسجلات التشغيل ووثائق حسب البناء وأدلة التشغيل والصيانة وبيانات الأصول والجاهزية التشغيلية والتسليم النهائي.

المهارات المطلوبة

  • معرفة قوية بمعايير IEC و IEEE و NFPA و NEC و ISO والمتطلبات المحلية ومتطلبات السلامة الكهربائية السارية.
  • خبرة في استخدام برامج التصميم والتحليل الكهربائي مثل ETAP أو DIgSILENT PowerFactory أو ما يعادلها، ومنصات مثل AutoCAD أو Revit أو BIM أو Autodesk Construction Cloud.

About Opportunity

The Senior Electrical Engineer will lead the completion, commissioning, closeout, and handover of the electrical engineering scope across major water infrastructure assets. The role will focus on verifying that electrical installations have been completed, tested, documented, and handed over in accordance with approved designs, project specifications, safety requirements, and client expectations.

The successful candidate will coordinate with contractors, consultants, commissioning teams, operations representatives, and other engineering disciplines to resolve outstanding technical issues, close defects and non-conformances, verify project records, and support the safe and effective transfer of completed assets into operation.

Key Responsibilities

  • Lead the completion, testing, commissioning, closeout, and handover of electrical systems associated with water transmission infrastructure, pumping stations, treatment facilities, substations, and related assets.
  • Review the status of outstanding electrical works, identify completion gaps and risks, and coordinate recovery actions to achieve project closeout milestones.
  • Verify that electrical installations comply with approved designs, project specifications, applicable codes and standards, quality requirements, and electrical safety procedures.
  • Review and close outstanding technical queries, punch-list items, non-conformance reports, design changes, concessions, and contractor action items.
  • Coordinate the completion of factory and site acceptance testing, system energization, functional testing, integrated systems testing, reliability testing, and performance demonstrations.
  • Review commissioning records, test results, electrical safety documentation, energization procedures, protection settings, inspection reports, and final acceptance evidence.
  • Coordinate electrical interfaces with mechanical, process, civil, structural, instrumentation, control, SCADA, telecommunications, and operations teams to confirm that systems are fully integrated and ready for operation.
  • Review and verify closeout documentation, including as-built drawings, approved design changes, operation and maintenance manuals, asset registers, spare-parts records, warranties, training records, and equipment certificates.
  • Support final inspections, asset acceptance, contractor demobilization, operational readiness, and the formal transfer of electrical systems to the client and operations teams.
  • Provide technical leadership, resolve complex electrical issues, mentor junior engineers, and maintain effective communication with contractors, consultants, vendors, utility providers, client representatives, and project stakeholders.


Here's what you'll need

  • Education A bachelor’s degree in electrical engineering, Electrical Power Engineering, or related discipline is preferred. Professional engineering registration, chartership, or membership of a recognized engineering institution would be advantageous.
  • Experience Minimum 10 years of relevant electrical engineering experience, including construction completion, testing, commissioning, closeout, and handover of major infrastructure projects.
  • Sector and Technical Expertise Experience with water infrastructure, pumping stations, treatment facilities, utilities, or industrial assets, supported by strong knowledge of high-voltage, medium-voltage, and low-voltage systems, substations, transformers, switchgear, motor control centers, variable frequency drives, generators, motors, protection systems, cabling, earthing, and electrical distribution.
  • Closeout and Commissioning Demonstrated experience managing punch lists, non-conformances, technical queries, acceptance testing, energization, commissioning records, as-built documentation, operation and maintenance manuals, asset data, operational readiness, and final handover.
  • Engineering Standards and Digital Capability Strong knowledge of applicable IEC, IEEE, NFPA, NEC, ISO, local authority, and electrical safety requirements, with experience using electrical design and analysis software such as ETAP, DIgSILENT PowerFactory, or equivalent, and platforms such as AutoCAD, Revit, BIM, or Autodesk Construction Cloud.
  • Leadership and Communication Strong technical leadership, analytical thinking, problem-solving, professional judgement, stakeholder management, multidisciplinary coordination, communication, documentation review, and mentoring skills.
