هيئة الزكاة والضريبة والجمارك (ZATCA) تعلن عن وظيفة "أخصائي قيادة في مكافحة الحرائق" في الرياض، للمتخصصين ذوي الخبرة القادرين على العمل بتوجيه عام، وتطوير حلول للتحديات التي تتطلب تحليلاً لحلها، ومعالجة المشكلات المُسندة من المستويات المبتدئة.
المهام والمسؤوليات
- إجراء أبحاث ودراسات مقارنة لتحديد أحدث الممارسات والاتجاهات في مجال مكافحة الحرائق ورفع معايير وأنظمة مكافحة الحرائق في الهيئة.
- تطوير المبادئ التوجيهية العامة للحماية من الحرائق ومكافحتها وفقاً للمعايير المحلية/الدولية لتوحيد ممارسات مكافحة/الحماية من الحرائق في جميع منشآت الهيئة.
- إجراء دراسات ميدانية لتقييم احتياجات الهيئة من إجراءات مكافحة الحرائق وأنظمة الحماية، وتحديد الإجراءات التصحيحية اللازمة.
- التخطيط لجلسات توعوية وبرامج تدريبية مخصصة لموظفي الهيئة لتعزيز الوعي بمكافحة الحرائق وتقليل الحوادث المحتملة.
- إجراء تقييم للقدرات والموارد الداخلية لتحديد الحاجة إلى مقدمي خدمات خارجيين لضمان تغطية كاملة لأنشطة مكافحة الحرائق.
- بدء تنفيذ برامج مكافحة الحرائق من خلال جدولة جميع الأنشطة ذات الصلة لضمان مشاركة جميع المعنيين.
- إجراء تدريبات ومحاكاة للحرائق وفقاً للجدول المحدد لتقييم فعالية إخلاء الموقع واستجابة الأفراد الأولية لحادث حريق محتمل.
- مراقبة وتحليل حوادث الحرائق، والتحقيق في الأسباب لاتخاذ التدابير الوقائية والتصحيحية.
- تقييم فعالية تنفيذ برامج مكافحة الحرائق في جميع منشآت الهيئة بشكل دوري لضمان التوافق بين التنفيذ وخطة البرنامج.
- مراقبة أداء مقدمي الخدمات الخارجيين لضمان التنفيذ السليم للأنشطة بناءً على المهام والقدرات المطلوبة.
- اتباع جميع السياسات والإجراءات والمعايير التشغيلية ذات الصلة لضمان تنفيذ العمل بطريقة منضبطة ومتسقة.
- المساعدة في حل المشكلات المُسندة وتقديم الدعم اللازم للفريق المبتدئ لضمان سير العمل بكفاءة.
- إحالة المشكلات المعقدة إلى الشخص المعني لضمان إغلاق الحالات/القضايا بشكل صحيح.
- أداء مهام أخرى حسب الطلب.
- تدريب الموظفين المبتدئين على الأنشطة الوظيفية المختلفة لضمان نقل المعرفة عند الاقتضاء.
- توفير توجيه واضح، وتحديد أولويات المهام، وتوزيع المسؤوليات، ومراقبة سير عمل المرؤوسين/الموظفين المبتدئين.
- دعم الموظفين المبتدئين أو المرؤوسين المباشرين لتنفيذ مهامهم وفقاً للسياسات والإجراءات المقررة.
الشروط والمتطلبات
- درجة البكالوريوس في علوم الحرائق أو الصحة العامة أو ما يعادلها.
- خبرة لا تقل عن 4 سنوات في مجال ذي صلة.

They undertake complex operational activities including regular firefighting drills and awareness sessions to all related stakeholders, following up with maintenance schedules, constantly improving firefighting programs and systems to enhance firefighting safety at ZATCA.

Job Details
- Conduct research and benchmark studies to identify latest firefighting best practices and market trends to upgrade ZATCA’s firefighting standards and systems
- Develop Fire Protection and Fire Fighting general guidelines based on local/international standards to consolidate firefighting/protection practices among all ZATCA facilities
- Conduct field studies to assess ZATCA’s needs in firefighting counter measures and protection systems and identify needed corrective actions
- Plan firefighting awareness sessions, training programs tailored for ZATCA employees to enhance firefighting awareness and reduce potential incidents
- Conduct internal capabilities and resource assessment to identify needs for outsourced service providers ensuring a complete coverage of firefighting related activities
- Initiate firefighting programs implementation by scheduling all related activities to ensure that all relevant stakeholders are involved
- Conduct fire drills and simulation activities based on set schedule to evaluate site evacuation effectiveness and personnel first respond reaction to a potential fire incident
- Monitor and analyze fire incidents and accidents, investigate the causes to take preventive and corrective measures
- Assess and evaluate firefighting program implementation effectiveness at all ZATCA’s facilities on a regular basis to ensure alignment between implementation and program plan
- Monitor outsourced service providers performance to guarantee proper implementation of activities based on required capabilities and tasks
- Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
- Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
- Escalate complex problems to the relevant person to ensure cases/issues are closed properly
- Perform other duties as requested
- Train junior staff on the different job activities to ensure transfer of know-how, when applicable
- Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff
- Support junior staff or direct reports in order to execute their duties according to set policies and processes
