تعلن هيئة الزكاة والضريبة والجمارك عن حاجتها لشغل وظيفة "مشرف إطفاء الحرائق" في مدينة الرياض.
نبذة عن الوظيفة
شاغلو الوظائف في هذا المستوى مسؤولون عن قيادة أنشطة العمل والعمل بشكل مستقل مع توجيه بسيط نحو أهداف طويلة الأجل محددة مسبقًا. يشرفون على تنفيذ الخطط التشغيلية وتقديم تحسينات كبيرة للسياسات والإجراءات والمعايير والتقارير المحددة. يشمل دورهم التشغيلي الرئيسي التعاون مع مقدمي خدمات الإطفاء، ومراقبة برامج الإطفاء، وتنفيذ أنشطة التوعية والتدريبات والتمارين لضمان الجاهزية والاستعداد والتدخل السريع في حال وقوع أي حادث.
المهام والمسؤوليات
- إجراء دراسات بحثية ودراسات معيارية لتحديد أفضل الممارسات والاتجاهات الحديثة في مجال إطفاء الحرائق لتطوير معايير وأنظمة ZATCA في هذا المجال.
- تطوير إرشادات عامة للحماية من الحرائق وإطفائها بناءً على المعايير المحلية/الدولية لتوحيد ممارسات الإطفاء/الحماية في جميع منشآت ZATCA.
- إجراء دراسات ميدانية لتقييم احتياجات ZATCA من إجراءات مكافحة الحرائق وأنظمة الحماية وتحديد الإجراءات التصحيحية اللازمة.
- التخطيط لجلسات التوعية وبرامج التدريب المصممة لموظفي ZATCA لتعزيز الوعي بمكافحة الحرائق وتقليل الحوادث المحتملة.
- إجراء تقييم للقدرات والموارد الداخلية لتحديد الحاجة إلى مقدمي خدمات خارجيين لضمان تغطية كاملة للأنشطة المتعلقة بالإطفاء.
- بدء تنفيذ برامج الإطفاء من خلال جدولة جميع الأنشطة ذات الصلة لضمان مشاركة جميع الأطراف المعنية.
- إجراء تدريبات ومحاكاة للحرائق وفق جدول زمني محدد لتقييم فعالية إخلاء الموقع واستجابة الموظفين الأولية لحادث حريق محتمل.
- مراقبة وتحليل حوادث الحرائق والتحقيق في أسبابها لاتخاذ الإجراءات الوقائية والتصحيحية.
- تقييم فعالية تنفيذ برامج الإطفاء في جميع منشآت ZATCA بشكل دوري لضمان التوافق بين التنفيذ وخطة البرنامج.
- مراقبة أداء مقدمي الخدمات الخارجيين لضمان التنفيذ السليم للأنشطة وفقًا للقدرات والمهام المطلوبة.
- اتباع جميع السياسات والعمليات وإجراءات التشغيل القياسية ذات الصلة لضمان تنفيذ العمل بطريقة محكومة ومتسقة.
- المساعدة في حل المشكلات المُصعّدة وتقديم الدعم اللازم للفريق الأصغر لضمان تنفيذ العمل بكفاءة.
- رفع المشكلات المعقدة إلى الشخص المعني لضمان إغلاق الحالات/القضايا بشكل صحيح.
- أداء مهام أخرى حسب الطلب.
- تدريب الموظفين الأصغر سنًا على أنشطة العمل المختلفة لضمان نقل المعرفة عند الحاجة.
- تقديم توجيه واضح، وتحديد أولويات المهام، وتفويض المسؤوليات، ومراقبة سير عمل المرؤوسين / الموظفين الأصغر سنًا.
- دعم الموظفين الأصغر سنًا أو التقارير المباشرة لتنفيذ مهامهم وفقًا للسياسات والعمليات المحددة.
الشروط والمتطلبات
- درجة البكالوريوس في علوم الحرائق أو الصحة العامة أو ما يعادلها (إلزامي).
- درجة الماجستير في الصحة المهنية، أو إدارة الأعمال، أو ما يعادلها (مفضلة).
- خبرة لا تقل عن 8 سنوات في مجال ذي صلة، مع تفضيل 3 سنوات منها على مستوى إداري.

- Conduct research and benchmark studies to identify latest firefighting best practices and market trends to upgrade ZATCA’s firefighting standards and systems
- Develop Fire Protection and Fire Fighting general guidelines based on local/international standards to consolidate firefighting/protection practices among all ZATCA facilities
- Conduct field studies to assess ZATCA’s needs in firefighting counter measures and protection systems and identify needed corrective actions
- Plan firefighting awareness sessions, training programs tailored for ZATCA employees to enhance firefighting awareness and reduce potential incidents
- Conduct internal capabilities and resource assessment to identify needs for outsourced service providers ensuring a complete coverage of firefighting related activities
- Initiate firefighting programs implementation by scheduling all related activities to ensure that all relevant stakeholders are involved
- Conduct fire drills and simulation activities based on set schedule to evaluate site evacuation effectiveness and personnel first respond reaction to a potential fire incident
- Monitor and analyze fire incidents and accidents, investigate the causes to take preventive and corrective measures
- Assess and evaluate firefighting program implementation effectiveness at all ZATCA’s facilities on a regular basis to ensure alignment between implementation and program plan
- Monitor outsourced service providers performance to guarantee proper implementation of activities based on required capabilities and tasks
- Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
- Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
- Escalate complex problems to the relevant person to ensure cases/issues are closed properly
- Perform other duties as requested
- Train junior staff on the different job activities to ensure transfer of know-how, when applicable
- Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff
- Support junior staff or direct reports in order to execute their duties according to set policies and processes
Education
- Bachelor’s degree in fire science or public health or equivalent is required
- Master’s degree in occupational health, or business administration or equivalent is preferred
An optimal of 8 years of relevant experience, with a preferred 3 years of experience in managerial level
