تسعى شركة Parsons Corporation في الخبر، المنطقة الشرقية، السعودية، إلى تعيين مدير عقود (Contracts Manager) لقيادة وإدارة جميع الجوانب التعاقدية والتجارية والمطالبات لمشروع تطوير منتجع فندقي كبير يشمل فنادق وفيلات. ستعمل بمثابة العمود الفقري التجاري للمشروع، تشرف على عقود معقدة وعالية القيمة وتضمن حوكمة تعاقدية متينة وإدارة مخاطر ومواءمة أصحاب المصلحة طوال دورة حياة العقد.
المهام والمسؤوليات
- مراجعة شهادات الدفع للمقاولين (IPC) وإدارة عملية الفوترة الداخلية المقدمة للعميل.
- إدارة دورة حياة العقد بالكامل، بدءاً من طلب تقديم العروض (RFP) ووثائق المناقصة حتى الترسية والتنفيذ والإغلاق.
- قيادة أنشطة ما قبل وما بعد التعاقد، بما فيها دعم المشتريات، وصياغة العقود، والتفاوض، والتعديلات.
- الإشراف على الامتثال التعاقدي، وضمان الالتزام بشروط العقد والإجراءات ومتطلبات التقارير.
- تحديد وإدارة المخاطر التجارية والتعاقدية، وتنفيذ استراتيجيات تخفيف فعالة.
- قيادة تقييم والتفاوض وتسوية التغييرات وأوامر التغيير والمطالبات وتمديدات الوقت.
- الحفاظ على سجلات تعاقدية دقيقة، والإشعارات، والمراسلات، وسجلات تجارية وفقاً لمتطلبات الحوكمة.
- التنسيق مع أقسام التخطيط والهندسة ومراقبة التكاليف والمالية لمحاذاة الالتزامات التعاقدية مع تقدم المشروع والميزانية.
- تقديم استشارات خبيرة بشأن تفسير العقود ودعم تجنب النزاعات، وعند الضرورة، دعم حل النزاعات.
الشروط والمتطلبات
- درجة البكالوريوس في إدارة الإنشاءات أو القانون أو الهندسة أو تخصص ذي صلة.
- خبرة لا تقل عن 10 سنوات متزايدة في إدارة العقود والإدارة على مشاريع إنشائية كبيرة ومتعددة التخصصات، بما في ذلك مشاريع الضيافة والمنتجعات والفنادق.
- خبرة قوية في عقود FIDIC وغيرها من نماذج العقود الدولية المعيارية.
- خبرة مثبتة في إدارة المطالبات والتغييرات وتمديدات الوقت، بما في ذلك تقييم الاستحقاق والتفاوض.
- (مرغوب) اعتماد مهني مثل MRICS أو MCIPS أو MCIOB أو ما يعادلها.
- (مرغوب) خبرة في مشاريع الضيافة البارزة أو المنتجعات أو متعددة الاستخدامات أو التطورات المعقدة المماثلة.
- (مرغوب) الإلمام بأدوات ومنصات إدارة العقود التجارية (مثل Aconex أو ERP أو أنظمة إدارة العقود).

- (مرغوب) قدرة قوية في تجنب النزاعات ودعم عمليات حل النزاعات البديلة.

What You'll Be Doing
- Review contractors IPC & manage internal invoicing process provided to client.
- Manage the full contract lifecycle, from RFP and tender documentation through award, execution, and close-out.
- Lead pre- and post-contract activities including procurement support, contract drafting, negotiations, and amendments.
- Oversee contractual compliance, ensuring adherence to conditions of contract, procedures, and reporting requirements.
- Identify and manage commercial and contractual risks, implementing effective mitigation strategies.
- Lead the evaluation, negotiation, and settlement of variations, change orders, claims, and extensions of time.
- Maintain accurate contract records, notices, correspondence, and commercial logs in line with governance requirements.
- Coordinate with planning, engineering, cost control, and finance to align contract obligations with project progress and budget.
- Provide expert advice on contract interpretation and support dispute avoidance and, when necessary, dispute resolution.
- Bachelor’s degree in, Construction Management, Law, Engineering, or a related discipline.
- Minimum 10 years of progressive experience in contract administration and management on large, multidisciplinary construction projects, including hospitality, resort, and hotel developments.
- Strong experience with FIDIC and other international standard forms of contract.
- Proven expertise in managing claims, variations, and extensions of time, including entitlement assessment and negotiation.
- Strong commercial, analytical, communication, and contract drafting/negotiation skills, with the ability to work effectively in multidisciplinary teams.
- Professional accreditation such as MRICS, MCIPS, MCIOB, or equivalent.
- Experience on high-profile hospitality, resort, mixed-use, or similar complex developments.
- Familiarity with commercial and contract management tools and platforms (e.g., Aconex, ERP or contract administration systems).
- Experience contributing to commercial procedures, templates, and governance frameworks on major projects.
- Strong capability in dispute avoidance and support to alternative dispute resolution processes.
