المهام والمسؤوليات
- دعم تطوير وتنفيذ وصيانة أنظمة إدارة الجودة على مستوى المشروع وفقاً لمتطلبات ISO 9001 ومتطلبات بارسونز والعملاء.
- تطوير ومراجعة وتحديث خطط الجودة والإجراءات وتعليمات العمل وخطط التفتيش والاختبار والنماذج والوثائق المتعلقة بالجودة.
- مراقبة أنشطة المشروع للتحقق من الامتثال لإجراءات الجودة المعتمدة والمواصفات الفنية والمعايير ومتطلبات العقد.
- إجراء ودعم عمليات التدقيق الداخلي للمشروع والموردين والمقاولين من الباطن وأنشطة المراقبة.
- إعداد تقارير التدقيق وتوثيق النتائج وتتبع الإجراءات التصحيحية والتحقق من إغلاق المشكلات بفعالية.
- الحفاظ على سجلات الجودة بما في ذلك تقارير عدم المطابقة وطلبات الإجراءات التصحيحية ونتائج التدقيق وسجلات التفتيش والملاحظات ومؤشرات الأداء.
- مراجعة وتقييم تقارير عدم المطابقة ودعم الفرق في تحليل الأسباب الجذرية وتطوير الإجراءات التصحيحية والوقائية.
- مراجعة خطط الجودة والإجراءات وخطط التفتيش وبيانات الطرق والإرساليات الفنية للمقاولين والمقاولين من الباطن.
- مراقبة أداء الجودة للمقاولين والموردين والإبلاغ عن حالات عدم الامتثال أو مخاطر الجودة لإدارة المشروع.
- تنسيق الأنشطة المتعلقة بالجودة مع أقسام الهندسة والإنشاءات والمشتريات والسلامة والعقود ومراقبة المشروع.
- المشاركة في اجتماعات المشروع وتقديم إرشادات فنية حول متطلبات الجودة والإجراءات والمخاطر والامتثال.
- إعداد تقارير الجودة المنتظمة ولوحات المعلومات وتحليلات الاتجاهات والعروض التقديمية ومدخلات مراجعة الإدارة.
- دعم مراجعات إدارة الجودة والمساعدة في تحديد أهداف الجودة ومؤشرات الأداء ومبادرات التحسين.
- تحديد اتجاهات الجودة والمشكلات المتكررة والتوصية بإجراءات عملية لتحسين أداء المشروع.
- دعم إعداد وتقديم التدريب على التوعية بالجودة والإجراءات الخاصة للموظفين.
- تقديم إرشادات ودعم فني للموظفين حول متطلبات نظام إدارة الجودة وأفضل الممارسات.
- التحقق من أن المنتجات والمواد والخدمات والأعمال المنجزة تتوافق مع متطلبات الجودة المعتمدة.
- التنسيق مع العملاء والمقاولين والاستشاريين والموردين والإدارات الداخلية بشأن المسائل المتعلقة بالجودة.
- دعم عمليات التدقيق من قبل العملاء والأطراف الثالثة والمساعدة في إعداد وتنسيق وإغلاق متطلبات التدقيق.
- دعم التحسين المستمر لنظام إدارة الجودة في بارسونز وأداء الجودة للمشروع.
- أداء المهام والمسؤوليات الأخرى المتعلقة بالجودة حسب التكليف.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة من جامعة معترف بها.
- خبرة لا تقل عن 17 عامًا في مجال ذي صلة مثل هندسة الجودة أو ضمان الجودة أو مراقبة الجودة أو إدارة الجودة في مشاريع الهندسة أو الإنشاءات أو البنية التحتية أو بيئة مشابهة.
- شهادة جودة معتمدة مثل شهادة مدقق داخلي أو مدقق رئيسي معتمدة من IRCA وفقاً لـ ISO 9001، أو شهادة مهندس جودة معتمد من ASQ (CQE)، أو شهادة جودة معادلة معترف بها.
- إتقان اللغة العربية كتابةً وتحدثاً.
المهارات المطلوبة
- معرفة واسعة وعملية بأنظمة إدارة الجودة ISO 9001 ومبادئ ضمان الجودة وعمليات مراقبة الجودة.
- خبرة مثبتة في تنفيذ وصيانة أنظمة إدارة الجودة على مستوى المشروع.
- خبرة واسعة في إجراء التدقيق الداخلي للمشروع والموردين والمقاولين من الباطن وأنشطة المراقبة.
- خبرة في إدارة تقارير عدم المطابقة وطلبات الإجراءات التصحيحة ونتائج التدقيق وتحليل الأسباب الجذرية والإجراءات التصحيحية والوقائية.
- معرفة قوية بالمعايير والمواصفات ذات الصلة مثل ISO وASME وANSI وASTM ومتطلبات العملاء.
- خبرة في مراجعة خطط الجودة والإجراءات وخطط التفتيش والاختبار وبيانات الطرق والمواصفات الفنية والرسومات وسجلات التفتيش.
- القدرة على تقييم وثائق الجودة للمقاولين والموردين ومراقبة أدائهم.
- مهارات تحليلية قوية وحل المشكلات وتحليل الأسباب الجذرية وتقييم المخاطر.
- القدرة على تحديد اتجاهات الجودة وتقييم المخاطر والتوصية بإجراءات تصحيحية وتحسين فعالة.
- مهارات كتابية وشفهية ممتازة بما في ذلك إعداد تقارير فنية واضحة ومراسلات رسمية.
- القدرة على التواصل والتنسيق بفعالية مع العملاء والمقاولين والاستشاريين والموردين وفرق المشروع متعددة التخصصات.
- القدرة على إجراء الاجتماعات وتقديم العروض وتوفير التدريب المتعلق بالجودة.
- إتقان استخدام تطبيقات Microsoft Office بما في ذلك Word وExcel وPowerPoint وSharePoint وVisio.

Parsons is looking for an amazingly talented Senior Quality Specialist to join our team!
What You'll Be Doing
- Supports the development, implementation, and maintenance of project-level Quality Management Systems in accordance with ISO 9001, Parsons’ requirements, and applicable client and contractual requirements.
- Develops, reviews, and updates project quality plans, procedures, work instructions, inspection and test plans, forms, and related quality documentation.
- Monitors project activities to verify compliance with approved quality procedures, technical specifications, applicable standards, and contract requirements.
- Conducts and supports internal, project, supplier, and subcontractor quality audits and surveillance activities.
- Prepares audit reports, documents findings, tracks corrective actions, and verifies the effective and timely closeout of identified issues.
- Maintains project quality records, including Non-Conformance Reports, Corrective Action Requests, audit findings, inspection records, quality observations, and performance metrics.
- Reviews and evaluates Non-Conformance Reports and supports project teams in conducting root-cause analyses and developing appropriate corrective and preventive actions.
- Reviews contractors’ and subcontractors’ quality plans, procedures, inspection and test plans, method statements, material submittals, and other quality-related documentation.
- Monitors contractor and supplier quality performance and reports areas of noncompliance or potential quality risk to project management.
- Coordinates quality-related activities with engineering, construction, procurement, safety, contracts, project controls, and other project functions.
- Participates in project meetings and provides technical guidance regarding quality requirements, procedures, risks, and compliance matters.
- Prepares regular quality reports, dashboards, trend analyses, presentations, and management review inputs.
- Supports quality management reviews and assists in establishing quality objectives, performance indicators, and improvement initiatives.
- Identifies quality trends and recurring issues and recommends practical actions to improve project performance.
- Supports the preparation and delivery of quality awareness and procedure-specific training to project personnel.
- Provides guidance and technical support to project personnel regarding Quality Management System requirements and quality best practices.
- Verifies that products, materials, services, and completed work comply with approved quality requirements.
- Coordinates with clients, contractors, consultants, suppliers, and internal departments on quality-related matters.
- Supports client and third-party audits and assists with the preparation, coordination, and closeout of audit requirements.
- Supports the continual improvement of Parsons’ Quality Management System and project quality performance.
- Performs other quality-related duties and responsibilities as assigned.
- Bachelor’s degree in Engineering from a recognized university.
- Minimum of 17 years of related experience in quality engineering, quality assurance, quality control, or quality management within engineering, construction, infrastructure, or a similar project environment.
- Quality certification such as an IRCA-approved ISO 9001 Internal Auditor or Lead Auditor certification, ASQ Certified Quality Engineer (CQE), or an equivalent recognized quality certification.
- Proficiency in Arabic, both written and spoken.
- Extensive working knowledge of ISO 9001 Quality Management Systems, quality assurance principles, and quality control processes.
- Demonstrated experience implementing and maintaining project-level Quality Management Systems.
- Extensive experience conducting internal, project, supplier, and subcontractor audits and surveillance activities.
- Experience managing Non-Conformance Reports, Corrective Action Requests, audit findings, root-cause analyses, and corrective and preventive actions.
- Strong knowledge of applicable quality standards and specifications, including relevant ISO, ASME, ANSI, ASTM, and client requirements.
- Experience reviewing project quality plans, procedures, inspection and test plans, method statements, technical specifications, drawings, and inspection records.
- Ability to evaluate contractor and supplier quality documentation and monitor quality performance.
- Strong analytical, problem-solving, root-cause analysis, and risk-assessment skills.
- Ability to identify quality trends, assess risks, and recommend effective corrective and improvement actions.
- Excellent written and verbal communication skills, including the ability to prepare clear technical reports and formal project correspondence.
- Ability to communicate and coordinate effectively with clients, contractors, consultants, suppliers, and multidisciplinary project teams.
- Ability to conduct meetings, deliver presentations, and provide quality-related training.
- Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, SharePoint, and Visio.
- Strong planning and organizational skills, with the ability to manage multiple priorities and meet project deadlines.
- Strong attention to detail and a consistent commitment to quality and compliance.
- Ability to work independently and contribute effectively within a multidisciplinary project team.
- Ability to provide technical guidance and support to quality personnel and other project team members.
- Willingness and ability to travel to project sites as required.
