KBR تعلن عن وظيفة مخطط مجتمع (Community Planner) للعمل في قاعدة الأمير سلطان الجوية (PSAB) بالمملكة العربية السعودية، ضمن برنامج AFCAP V.
نبذة عن الوظيفة
توفير التخطيط المجتمعي وإدارة الأنشطة المتعلقة بالجوانب البشرية والمادية للمجتمع، والتخطيط الإقليمي والحضري والشامل واستخدامات الأراضي لدعم القاعدة. تسهيل تطوير وصيانة خطة تطوير المنشأة (IDP) ودراسات التخطيط الشامل الأخرى التي تُستخدم كأساس لقرارات تخطيط القاعدة وتطوير الأراضي واستثمار المنشآت.
المهام والمسؤوليات
- ضمان تخطيط الاستخدام المتوافق بين تطوير المنشآت والبنية التحتية داخل القاعدة وخارجها، وتطوير منظور إقليمي ومحلي للظروف المحيطة بالقاعدة.
- التخطيط والبرمجة والميزانية وتنفيذ المشاريع المطلوبة لدعم البرامج المسندة، باستخدام أدوات تقدير التكاليف لإنتاج تقديرات حكومية وبرمجة المشاريع.
- جمع البيانات وتقييم العوامل المؤثرة على التطوير المادي والصيانة وإدارة أصول البنية التحتية للقاعدة.
- إعداد دراسات تخطيطية وتطبيق الأدوات وتحليل البيانات الكمية والنوعية.
- العمل كعضو فريق متكامل، والتعاون مع القوات الأمريكية المنتشرة والمملكة العربية السعودية، ومشاركة المعلومات مع أعضاء الفريق الآخرين حسب الحاجة.
- ضمان تحقيق جميع أهداف الأداء التعاقدي وتقديم التسليمات التعاقدية للحكومة.
- العمل مع قوى عاملة متنوعة ودولية ومتعددة المهارات.
- التوفر خلال ساعتين من الإشعار للاجتماع مع موظفي الحكومة داخل القاعدة عند الحاجة.
- ضمان تقديم الخدمات بنجاح لـ 4,000 فرد (زائد أو ناقص 10%) في جميع الأوقات.
- المسؤولية عن الاستخدام السليم والمحاسبة والحفاظ على جميع الممتلكات المقدمة من الحكومة والمقاول (بما في ذلك المرافق الحكومية والمعدات والأدوات والمعلومات والبيانات).
- ضمان الامتثال لجميع القوانين الأمريكية وقانون العمل السعودي ومعايير الحكم النهائية (FGS) ووثيقة التوجيه البيئي الأساسي الخارجية (OEBGD) وتعليمات القوات الجوية (AFI) والمعايير المحلية.
- أداء مهام أخرى تُسند إليه.
الشروط والمتطلبات
- درجة البكالوريوس في التخطيط المجتمعي أو الهندسة المعمارية أو الهندسة، أو خبرة في التخطيط المجتمعي قد تغني عن شرط البكالوريوس.
- خبرة عمل لا تقل عن 4 سنوات في مشاريع مماثلة.
- أن يكون مواطناً أمريكياً مع رخصة قيادة أمريكية سارية.
- امتلاك جواز سفر أمريكي (كتاب جواز سفر وليس بطاقة) بصلاحية متبقية لا تقل عن 13 شهراً و6 صفحات فارغة للتأشيرات/الأختام.
- الحصول على تصريح أمني سري أمريكي (U.S. SECRET Security Clearance) ساري المفعول والحفاظ عليه.
- إجادة القراءة والكتابة والتحدث والفهم باللغة الإنجليزية بطلاقة.
- استيفاء متطلبات CENTCOM MOD-15 للمسرح.
المهارات المطلوبة
- حضور دورة AFIT WENG 519 (مبادئ تخطيط المنشآت الجوية) مرغوب بشدة.
- خبرة في إنشاء القواعد الجوية العارية (Bare Bases) التابعة لوزارة الدفاع/القوات الجوية، بالإضافة إلى إدارة التغيير والنمو.

Program Summary
The KBR PSAB Program provides comprehensive BASE OPERATING SUPPORT-INSTALLATION (BOS-I) services at Prince Sultan Air Base (PSAB) in the Kingdom of Saudi Arabia (KSA). These services are delivered to support the 378 Air Expeditionary Wing (AEW), mission partners, and tenant units, encompassing a diverse range of personnel including transient, temporary duty (TDY), permanent party, and rotational personnel. Additionally, the program extends its services to encompass five (5) remote Army sites within PSAB. This program ensures the seamless functioning of operations, maintenance, and support activities essential for the sustained mission readiness and operational effectiveness of PSAB and its associated units.
Job Summary
The Prince Sultan Air Base (PSAB) Base Community Planner shall provide community planning, and the management of activities related to human as well as physical aspects of community, regional, urban, comprehensive, and land use plans in support of an installation. Facilitates the development and maintenance of the Installation Development Plan (IDP) and other comprehensive planning studies used as the basis for installation planning, land use development, and installation investment planning decisions.
Roles And Responsibilities
- Ensures compatible use planning between on and off installation facility and infrastructure development and land use and develops a regional and local vicinity perspective of conditions off the installation
- Plans, programs, budgets, and executes required projects in support of assigned programs. Uses cost estimating tools to produce government estimates, and program projects.
- Collects data and evaluates factors which affect the physical development, maintenance, and management of installation infrastructure assets.
- Prepares planning studies, applies tools, and analyzes quantitative and qualitative data.
- This position shall function as an integral team member, cooperating with and supporting U.S. deployed forces, Kingdom of Saudi Arabia (KSA) and shall share information with other integral team members as required.
- Ensure all contractual performance objectives are met and contractual submittals are provided to the government.
- Work with a diverse, international, and multi-skill workforce
- As required, be available within two (2) hours of notification to meet on the installation with Government personnel.
- Ensure the successful delivery of services to 4,000 personnel, plus or minus 10%, at all times.
- Responsible for proper utilization, accounting, and safeguarding of all government and contractor provided property (e.g., to include government facilities, equipment tools, information and Data).
- Ensure compliance with all US laws, Saudi Labor Law, Final Governing Standards (FGS), Overseas Environmental Baseline Guidance Document (OEBGD), Air Force Instruction (AFI) and local standards
- Performs other duties as assigned.
- May be exposed to potentially hazardous conditions that require wear of hard hats, gloves, steel toed boots, hearing protection, safety glasses and other personal protection equipment (PPE); may be required to push, pull, and lift heavy equipment.
- Use of Land Mobile Radios, cell phones, laptops, and other devices to maintain contact and accountability of work activities.
- Work will be indoors and outdoors.
- Exposure to heat, cold, dust, noise, chemicals may occur.
- Overtime and shift work may be required depending on contractual needs as well as occasional to frequent travel.
- Employees must comply with all Federal, State and Local regulations and published Company work rules as well as written instructions.
- Task specific work environment training may be provided.
- Must be prepared to function in a wartime or contingency environment to support U.S. interests.
- Physical requirements include lifting up to 35lb, team lifting up to 50lbs, climbing, extended sitting, or standing, stooping, stretching, and bending.
- Work may require using and wearing personal protective equipment such as, hearing and eye protection, hard hat and steel-toed boots as well as Individual Protective Equipment (IPE) which may include but not limited to Level III plus/IV Individual Body Armor with both front and back ballistic plates, ACH helmet, clothing (undergarments, shirts and pants and/or coveralls), reflective vests/belts, sound suppression devices, etc.
- Day-to-day physical requirements may involve standard office activities including sitting/standing for extended periods of time, attending meetings, use of keyboard and mouse repetitively, lifting and carrying less than 20 lbs. frequently, etc.
- Work requires moderate to heavy physical exertion including walking to operating areas and walking up stairs.
- Bachelor’s Degree in Community Planning, Architecture, or Engineering
- Community Planning Experience above minimum may waive requirement for a bachelor’s degree
- Minimum 4 years’ work experience with similar project.
- Must be a U.S. Citizen with a current U. S. Driver's License.
- Must possess passport book (not passport card) with at least 13 months of remaining validity AND 6 blank visa/stamp pages remaining
- Must have and maintain a valid U. S. SECRET Security Clearance
- Must be able to read, write, speak and understand English fluently
- Candidates must also meet CENTCOM MOD-15 theater requirements.
- Attendance at the AFIT WENG 519, Air Force Installation Planning Principles course, highly desired.
- Experience setting up DOD/USAF Bare Bases as well as performing change and growth management.
