نبذة عن الوظيفة
المشروع عبارة عن برنامج بنية تحتية رئيسي لمشروع تطوير متعدد الاستخدامات يهدف إلى أن يكون معلماً عالمياً معترفاً به لرؤيته الفريدة وموقعه كوجهة أصيلة في الرياض. ستوفر KBR خدمات إدارة المشاريع والحوكمة على مستوى المؤسسة والضمان والتكامل والإشراف على الأداء عبر جميع المشاريع والبرامج. يعمل المُشرف على المقاولات الكبير تحت إشراف مستشار الإدارة التجارية الأول، ويكون مسؤولاً عن التنسيق مع شركات إدارة المشاريع (PMCs) لإدارة التقارير والرقابة التجارية التنفيذية، واقتراح الاستراتيجية التجارية المناسبة، وإدارة العقود قبل وبعد التوقيع، وتقديم تقارير حالة دقيقة تتيح اتخاذ القرارات في الوقت المناسب لمنع التأخير وتجاوز التكاليف، وإعداد تقارير إغلاق المشاريع.
المهام والمسؤوليات
- المساعدة في تطوير وتنفيذ صيغ التقارير التجارية والتكلفة الموحدة لاستخدام شركات إدارة المشاريع.
- العمل مع شركات إدارة المشاريع لمراقبة تقدم البناء عبر قياس وتقييم الكميات المثبتة مقابل المخطط لها.
- التنسيق مع شركات إدارة المشاريع لتجميع والتحقق من البيانات التجارية التحليلية.
- توفير بيانات تحليلية لإعداد التقارير التنفيذية عن المخاطر.
- المساعدة في تطوير تقرير تكلفة المشروع (PCR) والتقرير التجاري التنفيذي والتدفقات النقدية ضمن Unifier ودمجها مع المنصات الأخرى لضمان اتساق البيانات.
- مراجعة إرشادات المشتريات الحالية لجدول الكميات ووثائق المناقصات لتطوير معايير لشركات إدارة المشاريع.
- المساعدة في إعداد تقارير التكلفة الموحدة بما يتوافق مع متطلبات الإبلاغ المتفق عليها.
- المساعدة في تجميع الميزانيات السنوية على مستوى البرنامج وإعداد تقارير التدفقات النقدية الشهرية لتقديمها للعميل للمراجعة والموافقة.
- المساعدة في إعداد وتطوير تقارير قياس التكلفة لمؤشر أسعار المناقصات، ومؤشر قياس الرسوم المهنية، ومؤشر قياس تكلفة الإنشاء للأصول فوق الأرض والبنية التحتية، ومؤشرات الكفاءة بما في ذلك إجمالي مساحة الطابق/المساحة الصالحة للاستخدام، والأرضيات/الأسقف، وتحليل أسعار المدخلات الرئيسية شهرياً في المملكة العربية السعودية، وتقرير رؤية السوق الربع سنوي في المملكة.
- إعداد قوالب قياس التكلفة ونموذج خطة التكلفة حسب العنصر والمعلومات المطلوبة لشركات إدارة المشاريع.
- المشاركة في تطوير وتنفيذ إجراءات التحكم في التغيير على مستوى البرنامج.
- المساعدة في إعداد تقارير التدفقات النقدية للمشروع.
- إعداد تقارير تكلفة المشروع بما في ذلك تحليل الاتجاهات وتقارير التغيير.
- مراجعة مخاطر التكلفة وفرصها.
- إعداد تقارير تربط بين هيكل تحليل التكلفة وهيكل تحليل الأعمال لربط التكلفة والجدول الزمني بما في ذلك القيمة المكتسبة.
- إعداد تحديثات للتغييرات في الميزانية الأساسية للبرنامج لدعم ممارسة خطة العمل.
- دعم اجتماعات متابعة تقدم المشروع الأسبوعية والشهرية والربع سنوية.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة أو الكميات المساحية (Quantity Surveying).
- خبرة لا تقل عن 15 عاماً بعد التخرج.
- الحصول على شهادة MRICS أو CIOB أو ما يعادلها (ميزة إضافية).
- معرفة متعمقة بالجوانب التجارية للمشاريع المدنية والبنية التحتية الكبيرة بما في ذلك التطويرات الحضرية والمباني الشاهقة والطرق والجسور والمرافق.
- خبرة في آليات التعاقد الدولية بما في ذلك FIDIC و NEC.
- إجادة اللغة الإنجليزية كتابةً وتحدثاً.

Project Description
The project is a major infrastructure programme for a mixed-use development aiming to be a global landmark recognized for its unique vision and position as an authentic destination in Riyadh. The community will be a distinct, self-sustaining hub for Riyadh offering several iconic assets. KBR will provide PMO services, enterprise - level governance, assurance, integration and performance oversight across all projects and programs.
THE ROLE
Reporting to the Senior Commercial Manager - Lead, the Senior Quantity Surveyor is responsible for coordinating with PMCs for management of executive commercial reporting, control, recommending the most appropriate commercial strategy, pre and post contract management, provision of accurate status reports that allow timely decisions to be made to prevent schedule slippage and cost overruns, and production of close out reports for each project.
Main Responsibilities
- Assist with the development and implementation of standard cost and commercial reporting formats for use by the PMCs.
- Work with PCMs to monitor construction progress by measuring and evaluating installed quantities against planned quantities.
- Coordinates with PMCs to compile and validate analytical commercial data.
- Provide analytical date for executive risk reporting.
- Assist with develop of Project Cost Report (PCR), Commercial Executive Report and Cashflows within Unifier and integrate with other platforms for consistency of data.
- Review of existing procurement guidelines for BoQ and tender documents for development of standards for the PMCs.
- Assist with the preparation of consolidated cost reports consistent with the agreed reporting requirements.
- Assist to collate annual programme wide budgets and prepare monthly cashflow reports for submission to the client for review and approval.
- Assist with preparation and development of cost benchmark reports for Tender Price Index, Professional Fees Benchmark, Construction Cost Benchmark for above ground Assets and Infrastructure, efficiency benchmarks including GFA/ BUA, Floor/ Ceilings, KSA Key Input Market Price Analysis (monthly), and KSA Market Insight (quarterly).
- Prepare cost benchmarking templates, elemental cost plan format and required information to the PMCs.
- Participate in the development and implementation of programme change control
- Assist with the preparation of project Cash Flow Reports,
- Prepare project cost reports, including trend analysis and change reporting.
- Review cost risks and opportunities.
- Reporting seamlessly between Cost Break Down Structure and Work Brown Structure linking Cost and Schedule including Earned Value.
- Prepare updates for changes on the Programme baseline budget supporting the Business Plan exercise.
- Support the weekly, monthly, and quarterly project progress meetings.
- Bachelor’s degree in engineering or quantity surveying
- Minimum 15 years post-graduation experience
- Certified as MRICS, CIOB, or equivalent is an advantage
- Sound knowledge of commercial aspects of major civil & infrastructure projects including urban developments, high-rise buildings, roads, bridges, and utilities
- Experienced user of MS Office and cost estimating software
- Experience in international contracting mechanisms including FIDIC and NEC
- Fluency in English language both written and spoken
