Construction Manager - MEP (PMC Background)

نحن في AtkinsRéalis نبحث عن مدير إنشاءات MEP ذي خلفية قوية في إدارة المشاريع الاستشارية (PMC) للإشراف على تخطيط وتنسيق وتنفيذ وتسليم جميع أعمال الميكانيكا والكهرباء والصحة العامة (MEP) في مشروع بنية تحتية ضخم في الرياض، المملكة العربية السعودية. سيمثل المرشح الناجح فريق العميل/PMC ويكون مسؤولاً عن ضمان تنفيذ جميع أنشطة إنشاءات MEP بأمان ووفق الجدول الزمني والميزانية ومطابقة لمواصفات المشروع والمعايير الدولية ومتطلبات الجهات المحلية.
المهام والمسؤوليات
- قيادة وإدارة جميع أنشطة إنشاءات MEP طوال دورة حياة المشروع.
- مراقبة أداء المقاولين والتقدم والإنتاجية والامتثال للالتزامات التعاقدية.
- ضمان تنفيذ أعمال MEP وفق المخططات المعتمدة والمواصفات الفنية ومعايير الجودة والمراحل الزمنية للمشروع.
- تنسيق الواجهات بين أنظمة MEP والأعمال المدنية والهياكل والمرافق والتخصصات الأخرى.
- مراجعة والتحقق من منهجيات الإنشاء وتسلسل العمل وخطط التركيب.
- العمل كممثل للعميل في جميع الأمور المتعلقة بـ MEP وتقديم التوجيه الفني والتوصيات لمدير المشروع والإدارة العليا.
- مراجعة واعتماد تقديمات المقاولين والمخططات التنفيذية وكمرات المواد وبيانات الطريقة وإجراءات الاختبار.
- المشاركة في المناقشات التجارية والتعاقدية والفنية مع المقاولين وأصحاب المصلحة، ودعم تقييم المطالبات ومراجعة التغييرات وحل النزاعات.
- ضمان الامتثال للقوانين الدولية المعمول بها واللوائح السعودية ومواصفات المشروع ومتطلبات الصحة والسلامة والبيئة (HSE).
- قيادة عمليات التفتيش والتدقيق ومراجعات الجودة خلال مرحلتي الإنشاء والتشغيل التجريبي، وتحديد مخاطر الإنشاء وتنفيذ استراتيجيات التخفيف.
- التنسيق مع ممثلي العميل والاستشاريين والمقاولين ومزودي الخدمات والجهات الحكومية، وقيادة اجتماعات تقدم MES وورش تنسيق الواجهات.
- إعداد تقارير تنفيذية وعروض تقديمية تبرز التقدم والمخاطر الرئيسية وخطط التخفيف.
- الإشراف على اختبار أنظمة MEP والتشغيل التجريبي والاختبار المتكامل للأنظمة وأنشطة التسليم النهائي، وضمان تحديد العيوب وتتبعها وحلها قبل إتمام المشروع.
- مراجعة أدلة التشغيل والصيانة وبرامج التدريب ووثائق تسليم الأصول.
- تعزيز ثقافة السلامة القوية عبر جميع أنشطة المشروع ومراقبة امتثال المقاولين لسياسات HSE ومتطلبات السلامة، ودعم تحقيقات الحوادث وتنفيذ الإجراءات التصحيحية.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة الميكانيكية أو الهندسة الكهربائية أو هندسة خدمات المباني أو أي تخصص ذي صلة. يفضل درجة الماجستير.
- التسجيل المهني الهندسي أو الزمالة (Chartered) يُفضل.
- خبرة لا تقل عن 15 سنة إجمالاً في إنشاءات MEP وإدارة المشاريع.
- خبرة لا تقل عن 8 سنوات في دور استشاري/PMC في مشاريع تطويرية ضخمة كبرى.
- خبرة مثبتة في إدارة مقاولين متعددي التخصصات في مشاريع تتجاوز قيمتها 500 مليون دولار أمريكي.
- خبرة سابقة داخل المملكة العربية السعودية إلزامية.
المهارات المطلوبة
- معرفة قوية بأنظمة HVAC وأنظمة توزيع الطاقة والمحطات الفرعية والبنية التحتية الكهربائية.
- معرفة بأنظمة ELV وأنظمة الحماية من الحرائق والإنذار وأنظمة إمدادات المياه والصرف الصحي ومحطات الضخ وشبكات المرافق.
- معرفة بأنظمة SCADA وأنظمة إدارة المباني (BMS) وتنسيق مرافق البنية التحتية.
- الإلمام بكود البناء السعودي (SBC) ومتطلبات الشركة السعودية للكهرباء (SEC) ولوائح الدفاع المدني والمعايير الرئيسية للبنية التحتية السعودية.
- خبرة في استخدام Primavera P6 وAconex ومنصات BIM وأنظمة إدارة الإنشاءات الرقمية.
- مهارات قوية في إدارة أصحاب المصلحة والتواصل.
- قدرات قيادية ممتازة وإدارة فرق.
- القدرة على دفع أداء المقاولين وتسليم المشروع.
- مهارات قوية في حل المشكلات واتخاذ القرارات.
- الوعي التجاري والتعاقدي ضمن عقود أساسها FIDIC.
- خبرة في العمل في بيئات مشاريع متعددة الثقافات وسريعة الوتيرة.

Your role
Construction Management
- Lead and manage all MEP construction activities throughout the project lifecycle.
- Monitor contractor performance, progress, productivity, and compliance with contractual obligations.
- Ensure execution of MEP works aligns with approved drawings, technical specifications, quality standards, and project milestones.
- Coordinate interfaces between MEP systems, civil works, structures, utilities, and other project disciplines.
- Review and validate construction methodologies, work sequences, and installation plans.
- Act as the Client's representative in all MEP-related matters.
- Provide technical guidance and recommendations to the Project Director and senior leadership team.
- Review and approve contractor submissions, shop drawings, material submittals, method statements, and testing procedures.
- Participate in commercial, contractual, and technical discussions with contractors and stakeholders.
- Support claims evaluation, variation reviews, and dispute resolution related to MEP works.
- Ensure compliance with applicable international codes, Saudi regulations, project specifications, and HSE requirements.
- Lead inspections, audits, and quality reviews throughout construction and commissioning phases.
- Identify construction risks and implement mitigation strategies to maintain project objectives.
- Ensure all installation and testing activities meet approved quality standards.
- Coordinate with client representatives, consultants, contractors, utility providers, and government authorities.
- Lead MEP progress meetings and interface coordination workshops.
- Prepare executive reports and presentations highlighting progress, key risks, and mitigation plans.
- Oversee MEP testing, commissioning, integrated systems testing, and final handover activities.
- Ensure defects are identified, tracked, and resolved before project completion.
- Review operation and maintenance manuals, training programs, and asset handover documentation.
- Promote a strong safety culture across all project activities.
- Monitor contractor compliance with HSE policies and project safety requirements.
- Support incident investigations and implementation of corrective actions where required.
Education
- Bachelor's Degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or related discipline.
- Master's Degree is desirable.
- Professional engineering registration or chartership preferred.
- Minimum 15+ years of overall experience in MEP construction and project management.
- Minimum 8+ years in a PMC/Consultancy role on major infrastructure giga-project developments.
- Proven experience managing large multidisciplinary contractors on projects valued in excess of USD 500 million.
- Prior experience in within Saudi Arabia is mandatory.
