نبحث عن مدير عمليات التطبيقات للعمل في هيئة الزكاة والضريبة والجمارك بالرياض، حيث يتولى مسؤولية ضمان الإدارة والتشغيل والصيانة السليمة لتطبيقات تقنية المعلومات لضمان توفرها المستمر وأدائها العالي للمستخدمين النهائيين ضمن معايير الجودة والأطر الزمنية المتفق عليها.
المهام والمسؤوليات
- المساهمة في تطوير خطة أعمال عمليات تقنية المعلومات بما يتوافق مع استراتيجية الهيئة.
- تطوير الخطة التشغيلية لعمليات التطبيقات بما يتوافق مع خطة أعمال عمليات تقنية المعلومات والخطة الاستراتيجية لتقنية المعلومات والرقمنة.
- تنفيذ الخطط وتقديم المدخلات لتحقيق أهداف عمليات التطبيقات الداعمة للخطط الاستراتيجية للهيئة.
- مناقشة متطلبات الميزانية لعمليات التطبيقات مع الإدارة العليا وتقديم المدخلات لعملية إعداد الميزانية.
- ضمان الاستخدام الفعال لميزانية عمليات التطبيقات والإبلاغ الدقيق عن التقدم المحرز والتحديات التي تواجه.
- التحقيق في المبادرات التي تحقق أثراً مالياً إيجابياً لعمليات التطبيقات وتخفف المخاطر المالية والتشغيلية واقتراح تنفيذها.
- تعريف نموذج تشغيل تطبيقات تقنية المعلومات بما يتوافق مع استراتيجية تقنية المعلومات لتلبية متطلبات وأهداف العمل.
- إدارة تشغيل تطبيقات تقنية المعلومات في الهيئة لضمان أداء تشغيلي على أعلى مستوى.
- التأكد من معالجة الحوادث المتعلقة بالتطبيقات بشكل صحيح وترتيبها حس الأهمية، والتوصية بالإجراءات التصحيحية لحل المشكلات بالتنسيق مع الأطراف المعنية ضمن اتفاقيات مستوى الخدمة المتفق عليها.
- إدارة انقطاعات الإنتاج والتصعيد لضمان مشاركة الأطراف المعنية الصحيحة للوصول إلى حل.
- ضمان تنفيذ أنشطة الصيانة الوقائية الاستباقية على تطبيقات تقنية المعلومات لتعزيز توفر الخدمات.
- التأكد من خطة العمل اليويمة لتطبيقات تقنية المعلومات في الهيئة.
- مراجعة طلبات التغيير المتعلقة بتطبيقات تقنية المعلومات وتقديم الدعم أثناء تنفيذ التغييرات.
- مراقبة صحة وأمان وأداء تطبيقات تقنية المعلومات لتقليل أي ضرر محتمل وانقطاعات الخدمة.
- التوصية بتحسينات الأداء والأجهزة وتحسين الموارد لتحقيق أهداف ومؤشرات أداء تطبيقات تقنية المعلومات.
- ضمان التواصل المناسب والإبلاغ عن أداء تطبيقات تقنية المعلومات لجميع أصحاب المصلحة.
- المشاركة في تحديد واستقطاب الكفاءات الرئيسية.
- توجيه ودعم الموظفين المباشرين لتمكينهم من تنفيذ المهام وفق السياسات والإجراءات.
- تطوير أهداف الأداء الفردية وتقديم الدعم اللازم وتقييم الفريق وتقديم ملاحظات منتظمة حول الأداء.
- إنشاء بيئة عمل عالية الأداء وتعزيز قيم الهيئة.
الشروط والمتطلبات
- درجة البكالوريوس في علوم الحاسب أو تقنية المعلومات أو ما يعادلها.
- يفضل درجة الماجستير في إدارة تقنية المعلومات أو علوم الحاسب أو إدارة الأعمال أو ما يعادلها.
- خبرة لا تقل عن 6 سنوات، مع تفضيل 3 سنوات في مستوى إداري.

Job Details
Strategy and Planning
- Contribute to the development of IT Operations business plan ensuring alignment with ZATCA strategy
- Develop the operational plan for Application Operations in line with IT Operations business plan and IT & Digitization strategic plan
- Implement plans and provide input to enable achievement of Application Operations goals that support ZATCA’s overall strategic plans
- Discuss Application Operations budgeting requirements with top management and provide input to the budgeting process
- Ensure effective utilization of Application Operations budget, and report accurately on progress made and challenges encountered
- Investigate and propose implementing initiatives that result in positive financial impact for Application Operations and mitigates financial and operational risks
- Define IT application operations model in line with IT strategy to meet business requirements and objectives
- Manage the operation of ZATCA IT applications ensuring best-in class operational performance
- Ensure received incidents related to applications are properly handled and prioritized based on criticality, and recommend corrective actions to resolve issues in coordination with relevant stakeholders within the agreed SLAs
- Manage production outages and escalations ensuring the correct stakeholders are involved to be able to drive resolution
- Ensure proactive preventive maintenance activities are implemented on IT applications to enhance the availability of services
- Validate the daily working plan of ZATCA IT applications
- Review change requests related to IT applications and provide support during the implementation of the changes
- Monitor IT applications health, safety and performance to minimize any potential damage and service outages
- Recommend performance and hardware improvements, as well as resources optimization to achieve the IT applications objectives and KPIs
- Ensure appropriate communication and reporting of the IT applications performance to all stakeholder
- Participate in the identification and recruitment of key talent
- Guide, mentor and support direct reports in order to execute duties according to set policies and processes
- Develop individual performance objectives, provide necessary support, evaluate/appraise team and provide regular feedback on performance
- Establish a high-performance working environment and promote ZATCA values
- Bachelor’s degree in Computer Science, Information Technology, or equivalent is required
- Master’s degree in Information Technology Management, Computer Science, Business Administration, or equivalent is preferred
