هيئة الزكاة والضريبة والجمارك (ZATCA) تعلن عن وظيفة مدير ضمان الجودة في الرياض، حيث سيتولى قيادة الخطط الاستراتيجية والمبادرات والمشاريع الخاصة بضمان الجودة وضمان الإيرادات، وتطوير السياسات والإجراءات، ومراقبة عمليات التفتيش والمراجعات، وإعادة هندسة العمليات بما يتماشى مع أهداف الهيئة ومعايير الجودة.
المهام والمسؤوليات
- المساهمة في تطوير خطة أعمال المراقبة وضمان الجودة بما يضمن التوافق مع استراتيجية الهيئة.
- تطوير الخطة التشغيلية لضمان الجودة وفقاً لخطة أعمال المراقبة وضمان الجودة والخطة الاستراتيجية للعمليات.
- مناقشة متطلبات ميزانية ضمان جودة الخدمة مع الإدارة العليا وتقديم مدخلات لعملية إعداد الميزانية.
- ضمان الاستخدام الفعال لميزانية ضمان الجودة، وتقديم تقارير دقيقة عن التقدم المحرز والتحديات التي تواجهها.
- البحث وقياس أفضل الممارسات لتحسين الوضع الحالي وتعزيزه.
- تطوير وتحديث سياسات وإجراءات وأدلة وخطط تقييم ونماذج ضمان الجودة لضمان التنفيذ الموحد لأهداف الهيئة وأهدافها الاستراتيجية.
- بناء وصيانة عمليات وبروتوكولات وإجراءات الاتصال لتسهيل التفاعل بين ضمان الجودة ووظيفة تطوير العمليات والأطراف المعنية ذات الصلة لتسهيل تنفيذ خطط العمل التصحيحية.
- إجراء دراسات الأثر وتحليل السيناريوهات والمحاكاة بعد التغييرات العالمية والمحلية والإدارية والقانونية لقياس الأثر المالي على إيرادات الهيئة وعملياتها.
- مراقبة عمليات التفتيش المخطط لها وغير المخطط لها وخطط التقييم، وتحليل بيانات الأداء لتحديد التسرب وتحديات التحكم وفرص التغيير المحتملة وتطوير تقارير تسلط الضوء على المخاطر والفجوات المستقبلية.
- مساعدة الإدارة العليا واللجنة المالية في التنبؤ بإيرادات الضرائب والجمارك والميزانيات ذات الصلة، ومراقبة تحصيل الإيرادات عبر مصادر إيرادات الهيئة وتقييم مستوى التحصيل مقابل مؤشرات الأداء الرئيسية المحددة.
- ضمان إعادة هندسة العملية الحالية من خلال توفير أفضل ممارسات الخدمات المؤتمتة.
- توجيه تطوير وتنفيذ ضوابط الرقابة على العمليات والإجراءات التشغيلية لضمان تنفيذ المعايير وحماية إيرادات الهيئة.
- مراجعة تحليل تقارير الأطراف المعنية الداخلية والخارجية (التدقيق الداخلي، المخاطر، الامتثال، نزاهة، الديوان، إلخ) لتسليط الضوء على التفاوتات وضمان التواصل مع وحدات العمليات ذات الصلة.
- مراقبة تقييمات عمليات ضمان الجودة (الفنية والتشغيلية والمتعددة الوظائف، إلخ) لتحديد أوجه القصور الإضافية وتقديم المشورة للتحسينات.
- مراقبة تحليل أسباب الجذور للشكاوى والتحقيقات ذات الصلة والتعاون مع الوظائف الداخلية لتطوير الإجراءات التصحيحية.
- مراجعة وتقييم تقارير الأداء الدورية، وتحديد الفجوات ومجالات التحسين، وإبلاغ الأطراف المعنية ذات الصلة.
- متابعة التحديثات في البيئة التنظيمية والاجتماعية والاقتصادية لتقييم الأثر على إيرادات الهيئة وعملياتها وإرسال الملاحظات والتحليلات إلى الأطراف المعنية ذات الصلة.
- المشاركة في تحديد واستقطاب الكفاءات الرئيسية.
- توجيه وتدريب ودعم التقارير المباشرة لتنفيذ المهام وفقاً للسياسات والعمليات المحددة.
الشروط والمتطلبات
- درجة البكالوريوس في إدارة الأعمال أو ما يعادلها مطلوبة.
- درجة الماجستير في إدارة الأعمال أو ما يعادلها مفضلة.
- خبرة لا تقل عن 8 سنوات في مجال ذي صلة، مع تفضيل 3 سنوات على الأقل في مستوى إداري.

Purpose of Job

Job Resposiblites
- Contribute to the development of Monitoring & QA business plan ensuring alignment with ZATCA strategy
- Develop the operational plan for Quality Assurance in line with Monitoring & QA business plan and Operations strategic plan
- Discuss Service Quality Assurance budgeting requirements with top management and provide input to the budgeting process
- Ensure effective utilization of Quality Assurance budget, and report accurately on progress made and challenges encountered
- Research/ benchmark best practices model to improve and enhance current situation
- Develop and update Quality Assurance Policies, procedures, guidelines, manuals, assessment plans, and forms to ensure uniform implementation of ZATCA’s objectives and strategic goals
- Build and maintain communication processes, protocols, and procedures to facilitate interaction between Quality Assurance and Operations Development function and relevant stakeholders to facilitate corrective action plans’ implementation
- Conduct impact studies, scenario analysis and simulations following global, local managerial, and legal changes to measure financial impact on ZATCA’s revenues and operations
- Monitor scheduled and unscheduled QA inspections and assessment plans, analyze performance data to identify leakage, control challenges, and possible operational change opportunities and develop reports underlining potential future risks and gaps
- Assist senior management and financial committee in forecasting tax and customs revenues and related budgets, monitor revenue collections across ZATCA’s revenue sources and assess the level of collection against defined KPIs
- Ensure the re-engineering of current process by providing best practices of automated services
- Direct the development and implementation of oversight controls on business operations, processes, and procedures to ensure that to ensure adequate implementation of standards and safeguard ZATCA’s revenues
- Review the analysis of internal and external stakeholders’ reports (Internal Audit, Risk, Compliance, Nazaha, Diwan, etc.) to highlight disparities and ensure communication with relevant operations’ units
- Monitor QA operations’ assessments (technical, operational, cross-functional, etc.) to identify additional inefficiencies and provide advice for improvements
- Monitor complaints’ root cause analysis and related investigations and collaborate with internal functions for the development of corrective actions
- Review and evaluate periodical performance reports, identify gaps and improvement areas, and report back to relevant stakeholders
- Follow-up on updates in regulatory, social and economic environment to assess impact on ZATCA’s revenues and operations and dispatch observations and analysis to relevant stakeholders
- Participate in the identification and recruitment of key talent
- Guide, mentor and support direct reports in order to execute duties according to set policies and processes
Communication and Contacs
Education
- Bachelor’s degree in Business Administration, or equivalent is required
- Master’s degree in Business Administration, or equivalent is preferred
- An optimal of 8 years of relevant experience, with a preferred at least 3 years of experience in managerial level
