Availability and Sharing Data Lead Specialist

نبحث عن أخصائي أول متخصص في توفر البيانات والمشاركة للانضمام إلى هيئة الزكاة والضريبة والجمارك في الرياض.
نبذة عن الوظيفة
يشغل هذه الوظيفة محترفون ذوو خبرة قادرون على أداء العمل بتوجيهات عامة. ويركزون بشكل أساسي على تطوير حلول للتحديات التي تتطلب بعض التحليل لفهمها وحلها، ومعالجة المشكلات التي يتم رفعها من المستويات المبتدئة. كما يقومون بأنشطة تشغيلية معقدة تشمل دعم تطوير سياسات توفر البيانات والمشاركة، واقتراح خطط لتحسين توفر البيانات ومشاركتها للهيئة، والتوصية ببرنامج توعوي لتوفر البيانات ومشاركتها، وإدارة تنفيذ الخطط المعتمدة ومراجعة القضايا المحددة للتوصية بمشاريع تحسين جديدة.
المهام والمسؤوليات
- إعداد وتنفيذ برنامج البيانات المفتوحة ومشاركة البيانات.
- إعداد خارطة طريق لتنفيذ هذه البرامج، بما في ذلك تحديد متطلبات الهيئة.
- تصميم وتنفيذ خطط وإجراءات وضوابط لتعريف ونشر البيانات المفتوحة.
- التحكم في الوصول وممارسات الوصول إلى البيانات من خلال تحديد ضوابطها وإجراءاتها.
- رفع المشكلات المعقدة إلى الشخص المعني لضمان إغلاق الحالات/القضايا بشكل صحيح.
الشروط والمتطلبات
- درجة البكالوريوس في علوم البيانات، علوم الحاسب أو ما يعادلها.
- خبرة لا تقل عن 4 سنوات في مجال ذي صلة.

Purpose of Job
Jobholders at this level are experienced professionals capable of conducting work with general directions. They are primarily concerned with developing solutions to challenges which require some analysis to understand and resolve, and addressing issues escalated from junior levels.
They undertake complex operational activities including supporting the development of data availability and sharing policies, proposing plans to improve data availability and sharing for the Authority, recommending a data availability and sharing outreach program, managing the implementation of approved plans and reviewing specific issues to recommend new improvement projects accordingly.

- Preparing and implementing the Open Data and Data Sharing Program.
- Prepare the roadmap for the implementation of these programs, including defining the requirements of the Authority.
- Design and implement plans, procedures, and controls for the definition and dissemination of open data.
- Controlling access and data access practices by defining its controls and procedures.
- Escalate complex problems to the relevant person to ensure cases/issues are closed properly
