هيئة الزكاة والضريبة والجمارك (ZATCA) تعلن عن وظيفة أخصائي أول في التقاضي (Litigation Senior Specialist) في الرياض، السعودية. يشغل شاغلو هذه الوظيفة مهامًا تحت إشراف بسيط، ويعملون ضمن إجراءات محددة لإعداد تقارير متخصصة ومعقدة في مجال التقاضي، والمساهمة في تحقيق أهداف الوحدة.
المهام والمسؤوليات
- استلام قضايا التقاضي من فريق الاعتراضات وتقديم الدعم لتحديد أولويات القضايا بناءً على معايير محددة.
- البحث وتحليل القوانين واللوائح والسياسات حسب كل قضية لإجراء التحليل المناسب.
- جمع وفرز قضايا الاعتراضات والتنسيق مع القطاعات والإدارات لتحديد جميع المتطلبات والآثار.
- جمع الوثائق ذات الصلة وترتيب الاجتماعات مع الجهات المعنية عند الحاجة لتحديد المخالفات المرتكبة وإعداد المذكرة القانونية المناسبة.
- صياغة لوائح الدعوى، ولوائح الدفاع، والإنذارات، والردود على المسائل القانونية للحفاظ على حقوق الهيئة وسمعتها.
- المساعدة في إجراء الدراسات اللازمة للحد من المخالفات المتكررة، وصياغة قائمة بجميع الإجراءات الوقائية المحتملة عند الحاجة.
- إجراء البحوث القانونية باستخدام مصادر متنوعة واختيار المواد ذات الصلة لتحليل المعلومات القانونية.
- المساعدة في مراجعة المواد القانونية وأي وثائق أخرى ذات صلة لتحديد أهم القضايا التي تحتاج إلى معالجة على أساس الأولوية.
الشروط والمتطلبات
- درجة البكالوريوس في الدراسات القانونية أو ما يعادلها.
- خبرة لا تقل عن سنتين في مجال ذي صلة.

Purpose of Job
Jobholders at this level are capable of operating with minimal supervision. They work within guidelines and procedures in order to prepare more complex, specialized or ad hoc reports to their related field. They undertake operational activities including assisting in the development of ZATCA’s litigation strategy through consolidating and analysing historical data from previous cases. The job holder not only collects and assesses complex legal cases but also contributes to the completion of milestones or operational targets within the assigned functional area.

Job Resposiblites
- Receive litigation cases from objections team and provide support to prioritize cases for analysis based on pre-defined criteria
- Research and analyze laws, regulations and policies depending on each case for proper analysis
- Collect and sort objections cases and arrange coordination with sectors and divisions to identify all requirements and implications
- Collect relevant documentation and arrange meetings with concerned entities when needed in order to identify committed infringements and prepare proper legal accommodation
- Draft statements of claim, counterstatements, warning letters and responses on legal matters in order to maintain ZATCA’s legal rights and reputation
- Assist in conducting necessary studies for the mitigation of recurrent infringements and formulate a list of all potential preventive actions to be taken when needed
- Conduct legal research by utilizing various resources and selecting the relevant material to analyze the legal information
- Assist in reviewing the legal material and any other relevant documents to identify the most important issues that need to be sorted out on a priority basis
Education
Bachelor’s degree in Law Studies, or equivalent is required
