تسعى شركة Parsons Corporation إلى تعيين مدير تسليم تقني (Technical Delivery Manager) للانضمام إلى فريقها في الرياض، السعودية. في هذا الدور، ستقوم بتنسيق وقيادة تسليم الأنشطة التقنية متعددة التخصصات ضمن برنامج خدمات دعم إدارة المرور RCRC، بما في ذلك التقارير والمواصفات والتحقيقات الميدانية والمبادئ التوجيهية الفنية والإجراءات والتقييمات وأعمال الهندسة المرورية المرتبطة بها.
المهام والمسؤوليات
- تنسيق التخطيط والتسليم اليومي للأنشطة التقنية للمشروع عبر مجالات هندسة المرور، وتخطيط النقل، وأنظمة النقل الذكية (ITS)، وتصميم الطرق، وأنظمة الإشارات، وعمليات مركز التحكم في المرور (TCC)، وإدارة المرور أثناء الإنشاء، وتحليل البيانات، والتخصصات ذات الصلة.
- ترجمة متطلبات المشروع، وتعليمات RCRC، والجداول الزمنية المعتمدة، وأولويات مسارات العمل إلى مهام تقنية محددة بوضوح، ومسؤوليات، ومعالم وسيطة، وتسليمات نهائية.
- تطوير وصيانة خطط تسليم تقنية مفصلة للتقارير والتحقيقات والمواصفات والمبادئ التوجيهية والإجراءات والدراسات ومهام دعم التنفيذ.

- مراقبة التقدم مقابل الجداول الزمنية التقنية المتفق عليها وتحديد التأخيرات الناشئة، وصراعات الموارد، والمدخلات المفقودة، والقرارات غير المحسومة، أو مخاطر الجودة التي تتطلب إجراءً تصحيحيًا.
- عقد اجتماعات تنسيق تقنية منتظمة والحفاظ على سجلات إجراءات واضحة، وتوزيع المسؤوليات، وسجلات القرارات، وأولويات المتابعة.

- إدارة تعليقات مراجعة RCRC وبنود العمل الفنية عن طريق تعيين الردود وتتبع الإغلاق ورفع القضايا غير المحلولة وتنسيق الطلبات المقدمة المنقحة.
- العمل بشكل وثيق مع مدير الوثائق والمحرر الفني لضمان اكتمال المخرجات التقنية وجاهزيتها للتقديم الخاضع للرقابة.
- تنسيق أنشطة دعم التنفيذ، بما في ذلك مراجعات الطلبات المقدمة من المقاولين والتحقق الميداني وحل المشكلات الفنية ومتابعة تحسينات النقل الموصى بها.
- إعداد معلومات موجزة عن حالة التسليم لتقارير المشروع الأسبوعية والشهرية، بما في ذلك الإنجازات والمعالم القادمة والمخاطر والقرارات وإجراءات التعافي.

الشروط والمتطلبات
- درجة البكالوريوس في الهندسة المدنية أو هندسة النقل أو هندسة المرور أو هندسة النظم أو تخصص وثيق الصلة.
- خبرة لا تقل عن 12 عامًا في تقديم مهام هندسية متعددة التخصصات في مجالات النقل وإدارة المرور وأنظمة النقل الذكية (ITS) والطرق أو البنية التحتية.
- خبرة مثبتة في تنسيق مسارات عمل تقنية متعددة وإنتاج تسليمات تقنية معقدة ضمن جداول زمنية صارمة للعملاء.
- فهم قوي لعمليات التسليم الهندسية بما في ذلك التحقيق الميداني والتحليل وتطوير المفهوم والمواصفات ومراجعة التصميم وإعداد التقارير الفنية ومراجعة الجودة وحل التعليقات ودعم التنفيذ.
- معرفة عملية واسعة بهندسة المرور وتخطيط النقل وتصميم الطرق وأنظمة النقل الذكية (ITS) وأنظمة الإشارات المرورية وواجهات الإنشاء بما يكفي لتنسيق التخصصات المختلفة بفعالية.
- قدرة مثبتة على تحديد ملكية المهام بوضوح وإدارة التبعيات وتتبع الإجراءات واستعادة الأنشطة التقنية المتأخرة أو غير المكتملة.
- خبرة في قيادة الاجتماعات التقنية متعددة التخصصات وورش العمل وجلسات التنسيق مع العملاء.
- حكم تقني قوي وقدرة على تحديد المدخلات غير المكتملة والمتطلبات المتضاربة والتوصيات الضعيفة وغيرها من المشكلات قبل أن تؤثر على التسليم النهائي.
- مهارات ممتازة في التواصل الكتابي والشفهي باللغة الإنجليزية، بما في ذلك إعداد ومراجعة التقارير والعروض التقديمية الفنية الرسمية.
- قدرة مثبتة على العمل في بيئة سريعة الخطى وعالية الحجم مع الحفاظ على الجودة التقنية والمساءلة والاستجابة.
المهارات المطلوبة
- خبرة سابقة مع RCRC أو الجهات الحكومية السعودية أو وكالات النقل الحضرية الكبرى في دول مجلس التعاون الخليجي.
- خبرة في برامج إدارة المرور التي تتضمن تقييمات متكررة وتطوير المبادئ التوجيهية ومراجعة التنفيذ ونشر أنظمة النقل الذكية (ITS) والدعم التشغيلي.
- الإلمام بأنظمة التحكم في المشاريع، وإعداد التقارير بالقيمة المكتسبة، وسجلات المخاطر، وأنظمة إدارة الوثائق، وعمليات البوابة الرسمية أو ضمان الجودة.
- التسجيل المهني أو الشهادة مثل PE أو CEng أو PTOE أو PMP أو ما يعادلها يعتبر ميزة.

What You’ll Be Doing
- Coordinate the planning and day-to-day delivery of technical project activities across traffic engineering, transportation planning, ITS, roadway design, signal systems, TCC operations, construction traffic management, data analysis, and related disciplines.
- Translate project requirements, RCRC instructions, approved schedules, and workstream priorities into clearly defined technical tasks, responsibilities, intermediate milestones, and final deliverables.
- Develop and maintain detailed technical delivery plans for reports, investigations, specifications, guidelines, procedures, studies, and implementation-support assignments.
- Coordinate field investigations, data requirements, technical analyses, engineering reviews, workshops, and document-production activities so that dependencies are identified and managed early.
- Manage interfaces between discipline leads and subject-matter experts, ensuring technical inputs are complete, compatible, and available when required.
- Monitor progress against agreed technical schedules and identify emerging delays, resource conflicts, missing inputs, unresolved decisions, or quality risks requiring corrective action.
- Conduct regular technical coordination meetings and maintain clear action logs, responsibility assignments, decision records, and follow-up priorities.
- Support preparation and review of technical reports, specifications, drawings, procedures, guidelines, assessment outputs, presentations, and supporting calculations.
- Ensure technical work is developed in accordance with approved methodologies, project procedures, applicable standards, RCRC expectations, and defined quality requirements.
- Coordinate internal technical review and quality-assurance activities before formal document submission.
- Manage RCRC review comments and technical action items by assigning responses, tracking closure, escalating unresolved issues, and coordinating revised submissions.
- Work closely with the Document Manager and Technical Editor to ensure technical outputs are complete and ready for controlled submission.
- Coordinate implementation-support activities, including contractor submittal reviews, field verification, technical issue resolution, and follow-up of recommended transportation improvements.
- Prepare concise delivery-status information for weekly and monthly project reporting, including accomplishments, upcoming milestones, risks, decisions, and recovery actions.
- Support resource planning by forecasting discipline needs and identifying where specialist support, additional reviews, or schedule adjustments are required.
- Promote integration between assessment findings, technical guidelines, design recommendations, operational procedures, and implementation activities so that project outputs remain consistent and practical.
- Bachelor’s degree in Civil Engineering, Transportation Engineering, Traffic Engineering, Systems Engineering, or a closely related discipline.
- 12+ years of progressive experience delivering multidisciplinary transportation, traffic management, ITS, roadway, or infrastructure engineering assignments.
- Demonstrated experience coordinating multiple technical workstreams and producing complex technical deliverables under demanding client schedules.
- Strong understanding of engineering delivery processes including field investigation, analysis, concept development, specifications, design review, technical reporting, quality review, comment resolution, and implementation support.
- Broad working knowledge of traffic engineering, transportation planning, roadway design, ITS, traffic signal systems, and construction interfaces sufficient to coordinate specialist disciplines effectively.
- Proven ability to establish clear task ownership, manage dependencies, track actions, and recover delayed or incomplete technical activities.
- Experience leading multidisciplinary technical meetings, workshops, and client coordination sessions.
- Strong technical judgment and ability to identify incomplete inputs, conflicting requirements, weak recommendations, and other issues before they affect final delivery.
- Excellent written and verbal communication skills in English, including preparation and review of formal technical reports and presentations.
- Demonstrated ability to work in a fast-paced, high-volume environment while maintaining technical quality, accountability, and responsiveness.
- Prior experience with RCRC, Saudi government entities, or major metropolitan transportation agencies in the GCC.
- Experience on traffic-management programs involving recurring assessments, guidelines development, implementation review, ITS deployment, and operational support.
- Familiarity with project controls, earned-value reporting, risk registers, document-management systems, and formal stage-gate or quality-assurance processes.
- Professional registration or certification such as PE, CEng, PTOE, PMP, or similar is an advantage.
- Experience coordinating bilingual English-Arabic technical deliverables is desirable.
- Arabic language skills are desirable but not required.
