نبذة عن الوظيفة
سيتولى Senior Project Manager - Urban Realm قيادة التخطيط والتنسيق التصميمي والمشتريات والتسليم لمشاريع النطاق الحضري والمساحات العامة واسعة النطاق. سيكون مسؤولاً عن إدارة فرق متعددة التخصصات والاستشاريين والمقاولين وأصحاب المصلحة لتقديم بيئات عامة عالية الجودة تشمل الشوارع والساحات والحدائق والواجهات البحرية وشبكات المشاة والمساحات المدنية والتطورات الحضرية المختلطة الاستخدامات بما يتماشى مع أهداف العميل والميزانية والجدول الزمني وأهداف الاستدامة وأفضل الممارسات الدولية. سيوفر المرشح الناجح قيادة استراتيجية طوال دورة حياة المشروع، مع ضمان التميز في حوكمة المشروع وإدارة المخاطر وتكامل التصميم والتسليم الإنشائي والمشاركة مع أصحاب المصلحة.
المهام والمسؤوليات
- قيادة التسليم الكامل لمشاريع النطاق الحضري من التصميم المفاهيمي حتى البناء والتسليم والإغلاق.
- تطوير وتنفيذ خطط تنفيذ المشاريع واستراتيجيات التسليم وأطر الحوكمة.
- إدارة فرق متعددة التخصصات تضم مصممين حضريين ومهندسي مناظر طبيعية ومهندسين مدنيين ومهندسي مرافق ومتخصصي نقل ومقاولين.
- ضمان تسليم المشاريع بأمان ووفق الجدول الزمني وضمن الميزانية وبمعايير الجودة المطلوبة.
- تقديم القيادة الاستراتيجية والتوجيه الفني خلال جميع مراحل المشروع.
- الإشراف على تطوير التصميم والتنسيق عبر التخصصات المتعددة.
- ضمان توافق تصاميم النطاق الحضري مع المخططات الرئيسية والمتطلبات التنظيمية وأهداف الاستدامة وتوقعات العميل.
- دفع مبادرات الهندسة القيمية وتحسين التصميم.
- مراجعة مخرجات التصميم والتوصية بالتحسينات المتعلقة بقابلية التنفيذ والوظائف والأداء طوال دورة الحياة.
- مراقبة تقدم البناء وأداء المقاولين.
- قيادة أنشطة مراقبة المشروع بما في ذلك إدارة الجدول الزمني ومراقبة التكاليف والتنبؤ وإعداد التقارير.
- حل التحديات الفنية والتجارية والتسليمية التي تؤثر على أهداف المشروع.
- إدارة عمليات الاختبار والتشغيل والتسليم وتصحيح العيوب.
- العمل كنقطة اتصال رئيسية للعملاء وأصحاب المصلحة الرئيسيين.
- بناء والحفاظ على علاقات قوية مع الجهات الحكومية ووكالات المرافق والمطورين والمشغلين.

- تحديد مخاطر المشروع وتطوير استراتيجيات التخفيف.
- ضمان الامتثال لإجراءات إدارة المشاريع وأطر الحوكمة والمتطلبات التعاقدية.
- دعم أنشطة المشتريات بما في ذلك تقييم الاستشاريين والمقاولين.
- تعزيز مبادئ التنمية الحضرية المستدامة والمرنة.
- ضمان دمج الأهداف البيئية والاجتماعية وحوكمة الشركات (ESG) في تسليم المشروع.
- التمسك بأعلى معايير إدارة الجودة والامتثال للصحة والسلامة والبيئة.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة المدنية أو الهندسة المعمارية أو هندسة المناظر الطبيعية أو التخطيط الحضري أو إدارة الإنشاءات أو تخصص ذي صلة.
- يفضل درجة الماجستير في التصميم الحضري أو إدارة المشاريع أو الهندسة الإدارية أو مجال ذي صلة.
- خبرة لا تقل عن 15 عاماً في إدارة المشاريع ضمن استشارات هندسية أو شركات إدارة مشاريع أو مطورين كبار.
- خبرة مثبتة في قيادة مشاريع النطاق الحضري والمساحات العامة والشوارع والمناظر الطبيعية والواجهات البحرية أو مشاريع تطوير المدن واسعة النطاق.
- خبرة قوية في تسليم المشاريع في منطقة الشرق الأوسط، ويفضل السعودية أو الإمارات أو قطر أو أسواق دول مجلس التعاون الخليجي الأخرى.
- خبرة في العمل على المشاريع الضخمة أو التطورات متعددة الاستخدامات أو المدن الذكية أو التطورات القائمة على البنية التحتية مرغوبة للغاية.
- نجاح مثبت في إدارة فرق متعددة التخصصات من الاستشاريين والمقاولين.
المهارات المطلوبة
- فهم قوي لتصميم النطاق الحضري والمساحات العامة، وهندسة المناظر الطبيعية وتطوير الشوارع، وتكامل البنية التحتية وتنسيق المرافق، وإدارة الإنشاءات وإدارة العقود، ومراقبة المشاريع والجدولة وإدارة التكاليف، وإدارة المخاطر وأصحاب المصلحة، ومبادئ الاستدامة والتشكيل المكاني.
- إلمام قوي بعقود FIDIC، والمعايير الدولية للتصميم الحضري، وإرشادات تصميم المساحات العامة، واللوائح المحلية وعمليات الموافقة، ومتطلبات الصحة والسلامة والبيئة.

Overview
The Senior Project Manager - Urban Realm will lead the planning, design coordination, procurement, and delivery of large-scale urban realm and public space projects. The role is responsible for managing multidisciplinary teams, consultants, contractors, and stakeholders to successfully deliver high-quality public realm environments including streetscapes, plazas, parks, waterfronts, pedestrian networks, civic spaces, and mixed-use urban developments in line with client objectives, budget, schedule, sustainability goals, and international best practices. Your role
Project Leadership & Delivery
- Lead end-to-end delivery of urban realm projects from concept design through construction, handover, and closeout.
- Develop and implement project execution plans, delivery strategies, and governance frameworks.
- Manage multidisciplinary teams comprising urban designers, landscape architects, civil engineers, utilities engineers, transportation specialists, and contractors.
- Ensure projects are delivered safely, on schedule, within budget, and to the required quality standards.
- Provide strategic leadership and technical guidance throughout all project phases.
- Oversee design development and coordination across multiple disciplines.
- Ensure urban realm designs align with master plans, regulatory requirements, sustainability objectives, and client expectations.
- Drive value engineering initiatives and design optimization.
- Review design submissions and recommend improvements related to constructability, functionality, and lifecycle performance.
- Monitor construction progress and contractor performance.
- Lead project controls activities including schedule management, cost control, forecasting, and reporting.
- Resolve technical, commercial, and delivery challenges impacting project objectives.
- Manage testing, commissioning, handover, and defect rectification processes.
- Serve as the primary point of contact for clients and key stakeholders.
- Build and maintain strong relationships with government authorities, utility agencies, developers, and operators.
- Lead project meetings, steering committees, workshops, and progress reviews.
- Prepare executive-level reports and presentations.
- Manage project budgets, change control, claims, and contractual obligations.
- Identify project risks and develop mitigation strategies.
- Ensure compliance with PMC procedures, project governance frameworks, and contractual requirements.
- Support procurement activities including consultant and contractor evaluations.
- Promote sustainable and resilient urban development principles.
- Ensure incorporation of environmental, social, and ESG objectives into project delivery.
- Uphold the highest standards of quality management and HSE compliance.
Education
- Bachelor's Degree in Civil Engineering, Architecture, Landscape Architecture, Urban Planning, Construction Management, or related discipline.
- Master's Degree in Urban Design, Project Management, Engineering Management, or relevant field preferred.
- 15+ years of experience in project management within engineering consultancy, PMC, or major developer organizations.
- Proven experience leading large-scale urban realm, public realm, streetscape, landscape, waterfront, or city development projects.
- Strong experience delivering projects within the Middle East, preferably Saudi Arabia, UAE, Qatar, or other GCC markets.
- Experience working on mega projects, mixed-use developments, smart cities, or infrastructure-led developments is highly desirable.
- Demonstrated success managing multidisciplinary consultant and contractor teams.
