نبذة عن الوظيفة
تبحث الشركة عن مدير مشروع ذي خبرة في إدارة مشاريع البناء وفي مجال النقل والتنقل، لقيادة تنفيذ برنامج استثماري بارز من البداية إلى النهاية. يتولى مدير المشروع إدارة عقد الشراكة بين القطاعين العام والخاص (PPP) لتطوير محطات الحافلات ومرافق الركن والركوب (Park & Ride) في مكة المكرمة، ويشمل ذلك مرحلة الشراء ومراحل التصميم والإنشاء، مع إدارة العقد وتنسيق أصحاب المصلحة ومتابعة الأداء والالتزام بالتزامات العقد. كما يقود فرق متعددة التخصصات، ويضمن تحقيق المشروع لمتطلبات العقد ومستهدفات الأداء والمنافع المتوقعة، وإنجازه في الوقت المحدد وضمن الميزانية. وتقدم الشركة خدماتها في أكثر من 80 دولة، وتدعم عملاءها في التحول الرقمي والبيئي والطاقي لابتكار تنقل الغد.
المهام والمسؤوليات
- تقديم قيادة استشارية شاملة عبر مراحل المشروع كافة، بدءاً من مراجعة التصميم والدعم التجاري وصولاً إلى متابعة التنفيذ، لبرامج الحافلات ونظام النقل السريع بالحافلات (BRT)
- إدارة عقد الشراكة بين القطاعين العام والخاص، وضمان الالتزام بالالتزامات التعاقدية ونطاق العمل وتوزيع المخاطر ومتطلبات الأداء والمراحل الرئيسية والمخرجات طوال مرحلتي التصميم والإنشاء
- التواصل المباشر مع الجهات العامة والمشغلين والاستشاريين وأصحاب المصلحة من المجتمع، وتسهيل الحوكمة والاعتمادات والتواصل العام
- إدارة ضوابط البرنامج، بما في ذلك الجدول الزمني والتكاليف والمخاطر والجودة، وإنشاء هياكل مكتب إدارة المشاريع (PMO) ومؤشرات الأداء الرئيسية ومراحل الاعتماد ولوحات المتابعة والتقارير
- مراجعة واعتماد تصاميم البنية التحتية للطرق (الممرات والمحطات ومواقف الحافلات)، وأنظمة ITS وتحصيل الأجرة، وإجراءات أولوية الحافلات، مع التنسيق بين هندسة المرور والتصميم الحضري والمرافق والسلامة
- قيادة تخطيط الجاهزية التشغيلية (ORAT) وإدارة التغيير في الخدمات والانتقال إلى التشغيل، بما يشمل أنظمة إدارة السلامة والاستجابة للحوادث
- تعزيز تجربة المستخدم وإمكانية الوصول والعدالة والموثوقية من خلال إدارة أداء الخدمة المعتمدة على البيانات
- دمج مخرجات الاستدامة والمرونة (خفض الانبعاثات، وكفاءة الطاقة، والتكيف مع المناخ) بما يتوافق مع سياسات ESG ومستهدفات العميل
- توجيه الفرق وبناء علاقات العملاء وتحديد فرص تطوير الأعمال والمقترحات والمساهمة الفكرية
الشروط والمتطلبات
- خبرة عامة لا تقل عن 20 عاماً، وخبرة ذات صلة لا تقل عن 15 عاماً في مجالات إدارة المشاريع الإنشائية وتطوير العقارات
- خبرة في تشغيل وصيانة قطاع النقل والتنقل ميزة إضافية
- خبرة سابقة في المملكة العربية السعودية (شرط أساسي)
- خبرة مثبتة في قيادة برامج تنقل حضرية كبيرة ومعقدة ضمن أدوار استشارية أو من جهة العميل، تشمل إعداد مكتب إدارة المشاريع (PMO) والحوكمة
- خبرة في التنفيذ على أراضٍ جديدة (Greenfield)، وتصميم واجهات المحطات والمواقف، وأنظمة ITS وأنظمة الدفع للحافلات
- إثبات قيادة فرق متعددة التخصصات وتحقيق النتائج ضمن بيئات حوكمة معقدة
- بكالوريوس في الهندسة أو تخطيط النقل أو التخطيط العمراني أو تخصص ذي صلة، والماجستير مفضل
- شهادة مهنية معتمدة مثل PMP أو PRINCE2 أو PE/CEng أو PTP/CMILT (مفضلة بشدة)
المهارات المطلوبة
- إدارة أصحاب المصلحة على المستويات العليا، بما في ذلك المسؤولون المنتخبون وجهات النقل والمشغلون ومجموعات المجتمع

We seek a Project Manager tomanage the PPP contract for the development of bus stations and Park & Ride (P&R) facilities in Makkah, covering the procurement process, design and construction stages, including contract administration, stakeholder coordination, performance monitoring, and compliance with contractual obligations. Missions/Main Duties
- Provide end-to-end advisory leadership across the project lifecycle, from, design review, commercial support, and implementation monitoring for bus and BRT programs.
- Manage PPP contract, ensuring compliance with contractual obligations, scope of work, risk allocation, performance requirements, key milestones and deliverables throughout the design and construction stages.
- Direct interface with public authorities, operators, consultants, and community stakeholders; facilitate governance, approvals, and public communications.
- Manage program controls: schedule, cost, risk, and quality; establish PMO structures, KPIs, stage-gates, and reporting dashboards.
- Review and assure designs for Road infrastructure (corridors, stations, depots), ITS, fare collection, and priority measures, coordinating across traffic engineering, urban design, utilities, and safety.
- Drive operational readiness planning (ORAT), service change management, and transition to operations, including safety management systems and incident response.
- Champion user experience, accessibility, equity, and reliability through data-driven service performance management.
- Integrate sustainability and resilience outcomes (emissions reduction, energy efficiency, climate adaptation) and align with ESG and client policy targets.
- Mentor teams, build client relationships, and identify business development opportunities, proposals, and thought leadership.
- 20+ years of overall experience
- 15+ years of relevant experience: Construction management, Real estate development, Transport and Mobility O&M experience is a plus
- KSA Experience is a must.
- Proven leadership delivering large, complex urban mobility programs in advisory or client-side roles, including PMO setup and governance.
- Demonstrated experience in greenfield implementation, bus priority measures, station/stop design interfaces, and ITS/fare systems for bus.
- Stakeholder management at senior levels, including elected officials, transport agencies, operators, and community groups.
- Excellent communication skills with the ability to synthesize complex technical inputs into clear recommendations and executive reports.
- Understanding of ITS/SCADA, AVL/RTPI, AFC, and data governance.
- Familiarity with safety standards, accessibility guidelines, and design codes relevant to urban bus/BRT systems.
- Proficiency in MS Office, Power BI/Tableau; desirable exposure to GIS and modeling platforms.
- Bachelor’s degree in engineering, Transport Planning, Urban Planning, or related field; master’s degree preferred.
- Professional accreditation (e.g., PMP, PRINCE2, PE/CEng, PTP/CMILT) strongly preferred.
- Evidence of leading multidisciplinary teams and delivering outcomes within complex governance environments.
