تعلن شركة Parsons Corporation عن توفر وظيفة Senior Contracts Manager في تبوك، المملكة العربية السعودية، للإشراف على الإدارة التجارية والتعاقدية لمشاريع البنية التحتية والإنشاءات الرئيسية ضمن أحد المشاريع التنموية البارزة.

المهام والمسؤوليات

  • الإشراف على جميع جوانب الإدارة التجارية والتعاقدية قبل وبعد التعاقد، مع ضمان الامتثال الكامل لاتفاقيات العقد الرئيسي وحدود المشروع المشترك.
  • إدارة وتقييم والتفاوض بشأن أوامر التغيير المعقدة، وطلبات تمديد الوقت (EOT)، والمطالبات التجارية عالية القيمة.
  • تقديم استشارات تعاقدية حاسمة واستراتيجيات تخفيف المخاطر لمدير المشروع والإدارة العليا وممثلي العميل.
  • قيادة عملية تسوية المنازعات بالتعاون مع الفرق القانونية والتنفيذية لحل النزاعات بشكل ودي وفعّال.
  • الإشراف على مراجعة واعتماد المدفوعات الشهرية، والحسابات الختامية، وإغلاق عقود المقاولين الرئيسية.
  • إنشاء إجراءات قوية لإدارة العقود والحفاظ عليها، مع ضمان توثيق جميع المراسلات والمستندات لحماية مصالح الشركة.
  • توجيه وإدارة فريق من مساحي الكميات ومديري العقود ومتخصصي التكاليف.

الشروط والمتطلبات

  • درجة البكالوريوس في مسح الكميات أو القانون أو الهندسة المدنية أو إدارة الإنشاءات.
  • يفضل بشدة الحصول على الزمالة المهنية (مثل MRICS أو MCIArb).
  • خبرة لا تقل عن 15 عاماً بعد التخرج في إدارة العقود والإدارة التجارية لمشاريع ضخمة دولية واسعة النطاق.

المهارات المطلوبة

  • خبرة سابقة في مشاريع NEOM أو غيرها من المشاريع العملاقة التابعة لصندوق الاستثمارات العامة (PIF) في المملكة العربية السعودية أو منطقة الخليج (مفضلة بشدة).
  • خبرة عميقة في نماذج العقود الدولية القياسية (خاصة FIDIC Blue/Red/Yellow) وقوانين المشتريات السعودية ومنهجيات تحليل المطالبات الصارمة.
  • إتقان تام للغة الإنجليزية كتابةً وتحدثاً، وتعد اللغة العربية ميزة إضافية.
  • مهارات استثنائية في التفاوض والقيادة والتحليل، مع القدرة على التعامل الفعّال مع أصحاب المصلحة من كبار العملاء والمجالس التنفيذية.

Job Description

Parsons is seeking a seasoned and highly strategic Senior Contracts Manager to lead the commercial and contractual administration of major infrastructure and construction packages on the landmark development in Tabuk, KSA. In this senior role, you will be responsible for safeguarding Parsons’ and the client’s contractual positions, managing large-scale variations, resolving complex disputes, and overseeing the financial close-out of mega-project contracts.

This position demands an industry expert with extensive experience navigating FIDIC or bespoke mega-project contracts, capable of driving commercial excellence in a fast-paced, high-stakes environment.

What You’ll Be Doing

  • Oversee all pre and post-contract commercial and contractual administration, ensuring full compliance with main contract agreements and joint venture parameters.
  • Manage, evaluate, and negotiate complex variation orders, extension of time (EOT) requests, and high-value commercial claims.
  • Provide definitive contractual advice and risk mitigation strategies to the Project Director, senior management, and client representatives.
  • Lead the dispute resolution process, working closely with legal and executive teams to resolve conflicts amicably and efficiently.
  • Supervise the review and approval of monthly progress payments, final accounts, and the close-out of major contractor packages.
  • Establish and maintain robust contract management procedures, ensuring all correspondence and documentation are meticulously logged to protect company interests.
  • Mentor and manage a team of quantity surveyors, contract administrators, and cost specialists.


What Required Skills You’ll Bring

  • Education: Bachelor’s degree in Quantity Surveying, Law, Civil Engineering, or Construction Management. Professional chartership (e.g., MRICS, MCIArb) is highly desirable.
  • Experience: Minimum of 15 years of post-qualification experience in contract administration and commercial management on large-scale international mega-projects.


What Desired Skills You’ll Bring

  • Sector Experience: Prior experience working on NEOM or other Public Investment Fund (PIF) giga-projects within Saudi Arabia/the GCC region is strongly preferred.
  • Technical Skills: Deep expertise in standard international contract forms (especially FIDIC Blue/Red/Yellow books), Saudi procurement laws, and rigorous claims analysis methodologies.
  • Languages: Full professional proficiency in written and spoken English. Arabic fluency is an asset.
  • Soft Skills: Exceptional negotiation, leadership, and analytical skills, with the gravitas to interface effectively with senior client stakeholders and executive boards.
