هيئة الزكاة والضريبة والجمارك تعلن عن وظيفة مدير تشغيل التطبيقات (Application Operations Director).

المهام والمسؤوليات

  • المساهمة في تطوير خطة أعمال عمليات تقنية المعلومات بما يتوافق مع استراتيجية الهيئة.
  • تطوير الخطة التشغيلية لتشغيل التطبيقات وفقاً لخطة أعمال عمليات تقنية المعلومات والخطة الاستراتيجية للتقنية والتحول الرقمي.
  • تنفيذ الخطط وتقديم المدخلات اللازمة لتحقيق أهداف تشغيل التطبيقات الداعمة للخطط الاستراتيجية للهيئة.
  • مناقشة متطلبات الميزانية الخاصة بتشغيل التطبيقات مع الإدارة العليا وتقديم المدخلات لعملية إعداد الميزانية.
  • ضمان الاستخدام الفعال لميزانية تشغيل التطبيقات، والإبلاغ بدقة عن التقدم المحرز والتحديات التي تواجهها.
  • التحقيق واقتراح تنفيذ مبادرات تؤدي إلى أثر مالي إيجابي لتشغيل التطبيقات وتخفيف المخاطر المالية والتشغيلية.
  • تحديد نموذج تشغيل تطبيقات تقنية المعلومات بما يتماشى مع استراتيجية التقنية لتلبية متطلبات وأهداف الأعمال.
  • إدارة تشغيل تطبيقات الهيئة لضمان أداء تشغيلي على أعلى مستوى.
  • ضمان معالجة البلاغات المتعلقة بالتطبيقات وترتيب أولوياتها بناءً على الأهمية، والتوصية بالإجراءات التصحيحية لحل المشكلات بالتنسيق مع الجهات المعنية ضمن اتفاقيات مستوى الخدمة المتفق عليها.
  • إدارة حالات التوقف والتصعيد الإنتاجي مع ضمان مشاركة الجهات المعنية للوصول إلى حل.
  • ضمان تنفيذ أنشطة الصيانة الوقائية الاستباقية على تطبيقات تقنية المعلومات لتعزيز توفر الخدمات.
  • التحقق من خطة العمل اليومية لتطبيقات تقنية المعلومات في الهيئة.
  • مراجعة طلبات التغيير المتعلقة بتطبيقات تقنية المعلومات وتقديم الدعم أثناء تنفيذ التغييرات.
  • مراقبة صحة وسلامة وأداء تطبيقات تقنية المعلومات لتقليل أي ضرر محتمل وانقطاع الخدمة.
  • التوصية بتحسينات الأداء والأجهزة، وكذلك تحسين الموارد لتحقيق أهداف ومؤشرات أداء تطبيقات تقنية المعلومات.
  • ضمان التواصل المناسب وإعداد التقارير حول أداء تطبيقات تقنية المعلومات لجميع الجهات المعنية.
  • المشاركة في تحديد واستقطاب المواهب الرئيسية.
  • توجيه ودعم و mentoring المرؤوسين المباشرين لتنفيذ المهام وفق السياسات والإجراءات المحددة.
  • وضع أهداف الأداء الفردية، وتقديم الدعم اللازم، وتقييم الفريق، وتقديم ملاحظات منتظمة حول الأداء.
  • بناء بيئة عمل عالية الأداء وتعزيز قيم الهيئة.

الشروط والمتطلبات

  • درجة البكالوريوس في علوم الحاسب، تقنية المعلومات، أو ما يعادلها (شرط أساسي).
  • يفضل درجة الماجستير في إدارة تقنية المعلومات، علوم الحاسب، إدارة الأعمال، أو ما يعادلها.
  • خبرة لا تقل عن 6 سنوات، ويفضل أن تشمل 3 سنوات في مستوى إداري.

Purpose of Job

The job holder is responsible for ensuring the proper management, operation and maintenance of ZATCA’s IT applications 
in order to ensure they are constantly available and high performing for end users within agreed quality and timeframes.

Job Details

Strategy and Planning  

•    Contribute to the development of IT Operations business plan ensuring alignment with ZATCA strategy
•    Develop the operational plan for Application Operations in line with IT Operations business plan and IT & Digitization strategic plan 
•    Implement plans and provide input to enable achievement of Application Operations goals that support ZATCA’s overall strategic plans

Budget Management  

•    Discuss Application Operations budgeting requirements with top management and provide input to the budgeting process
•    Ensure effective utilization of Application Operations budget, and report accurately on progress made and challenges encountered
•    Investigate and propose implementing initiatives that result in positive financial impact for Application Operations and mitigates financial and operational risks

Application Operations Management  

•    Define IT application operations model in line with IT strategy to meet business requirements and objectives
•    Manage the operation of ZATCA IT applications ensuring best-in class operational performance
•    Ensure received incidents related to applications are properly handled and prioritized based on criticality, and recommend corrective actions to resolve issues in coordination with relevant stakeholders within the agreed SLAs
•    Manage production outages and escalations ensuring the correct stakeholders are involved to be able to drive resolution
•    Ensure proactive preventive maintenance activities are implemented on IT applications to enhance the availability of services
•    Validate the daily working plan of ZATCA IT applications
•    Review change requests related to IT applications and provide support during the implementation of the changes
•    Monitor IT applications health, safety and performance to minimize any potential damage and service outages
•    Recommend performance and hardware improvements, as well as resources optimization to achieve the IT applications objectives and KPIs
•    Ensure appropriate communication and reporting of the IT applications performance to all stakeholder

People Management  

•    Participate in the identification and recruitment of key talent
•    Guide, mentor and support direct reports in order to execute duties according to set policies and processes
•    Develop individual performance objectives, provide necessary support, evaluate/appraise team and provide regular feedback on performance
•    Establish a high-performance working environment and promote ZATCA values

Education

•  Bachelor’s degree in Computer Science, Information Technology, or equivalent is required 
•  Master’s degree in Information Technology Management, Computer Science, Business Administration, or equivalent is preferred

Experience

A minimum of 6 years of experience , with a preferred 3 years of experience in managerial level
