تعلن شركة Applus+ Asia Middle East and Africa عن توفر وظيفة Safety Officer في أبها، عسير. يهدف المرشح إلى مراقبة أعمال التفتيش اليومي عبر كاميرات CCTV وأنشطة تنظيف المجاري وضمان تنفيذ جميع الأعمال الميدانية بأمان وفقاً للوائح السعودية ومتطلبات الشركة الوطنية للمياه (NWC) وخطط السلامة المعتمدة، مع الإبلاغ الفوري عن المخاطر والممارسات غير الآمنة.

المهام والمسؤوليات

  • دعم مدير QHSE / نقطة الاتصال HSE في تنفيذ خطة HSE الخاصة بالمشروع
  • توفير تغطية سلامة مستمرة للفرق الميدانية ومواقع العمل المخصصة
  • تعزيز ممارسات العمل الآمن وثقافة السلامة الإيجابية بين الموظفين والمقاولين
  • مراقبة الامتثال لمتطلبات HSE الخاصة بالشركة والعميل والجهات التنظيمية
  • تحديد المخاطر والممارسات والظروف غير الآمنة وضمان اتخاذ الإجراءات التصحيحية الفورية
  • التنسيق اليومي لمتطلبات السلامة مع المشرفين والمشغلين والسائقين والفرق الميدانية
  • الإبلاغ عن ملاحظات HSE والحوادث والمخالفات المتكررة إلى مدير QHSE
  • تنفيذ إجراءات السلامة الموقعية الصادرة بموجب خطة HSE المعتمدة للمشروع
  • إجراء التفتيش الموقعي قبل العمل وأثنائه والإبلاغ الفوري عن الممارسات أو الظروف غير الآمنة
  • التحقق من توفر تقييمات المخاطر و JSA والمحادثات التوعوية وتصاريح العمل السارية قبل بدء العمل
  • ضمان الاستخدام الصحيح لمعدات الوقاية الشخصية (PPE) والتركيب السليم للحواجز وعلامات التحذير والإضاءة والنظافة وترتيبات التحكم في المرور
  • مراقبة الأنشطة عالية الخطورة مثل فتح غرف التفتيش، ودخول الأماكن المغلقة، واختبار الغازات الجوية، ورفع أغطية غرف التفتيش، وعمليات النفث، واستخدام المولدات، وحركة المركبات، وأعمال الطرق
  • إجراء المحادثات التوعوية اليومية والمشاركة في أنشطة التوعية والتوجيه الخاصة بـ HSE
  • فحص الأدوات والمعدات وأجهزة كشف الغاز وملحقات الرفع والمركبات وطفايات الحريق وحقائب الإسعافات الأولية ومعدات الطوارئ قبل الاستخدام
  • ضمان متطلبات دخول الأماكن المغلقة وترتيبات الاحتياط والاتصال والإجراءات الإنقاذية
  • الإبلاغ الفوري عن الحوادث والحوادث الوشيكة والمخاطر والملاحظات البيئية والمساعدة في التحقيقات عند الحاجة
  • الحفاظ على قوائم التفتيش اليومية وسجلات المحادثات التوعوية وسجلات تصاريح العمل وتقارير الملاحظات وسجلات متابعة الإجراءات التصحيحية
  • متابعة الإجراءات التصحيحية مع المشرف المعني حتى الإغلاق المرضي
  • إيقاف أي نشاط يشكل خطراً فورياً على الأفراد أو الممتلكات أو البيئة
  • منع استخدام الأدوات أو المعدات أو المركبات أو ممارسات العمل غير الآمنة
  • طلب التصحيح الفوري للظروف غير الآمنة قبل استئناف العمل
  • إزالة الأفراد من المنطقة الخطرة عند عدم توفر الحد الأدنى من متطلبات السلامة
  • رفع المخالفات الخطيرة أو المتكررة لـ HSE إلى مدير QHSE / نقطة الاتصال HSE وإدارة المشروع

الشروط والمتطلبات

  • المؤهل العلمي: دبلوم عالي من مؤسسة تعليمية معترف بها
  • الشهادة المهنية: شهادة HSE معترف بها دولياً (OSHA أو NEBOSH)
  • الخبرة: 5 سنوات خبرة عامة على الأقل في الصحة والسلامة المهنية، مع سنتين على الأقل في مراقبة السلامة الميدانية والإشراف
  • رخصة قيادة سعودية سارية المفعول (مفضلة)

المهارات المطلوبة

  • معرفة إجراءات ومتطلبات HSE
  • التعمق في إصدار ومراجعة والتحكم بجميع أنواع تصاريح العمل (PTW)
  • مهارات تواصل ممتازة
  • القدرة على المراقبة والتخطيط والتنظيم
  • إجادة استخدام تطبيقات الحاسب الأساسية
  • إجادة اللغة الإنجليزية

To monitor daily CCTV inspection and sewer-cleaning activities and ensure that all site work is carried out safely and in compliance with Saudi regulations, National Water Company (NWC) HSE requirements, the approved Project HSE Plan, and company procedures, while promptly identifying hazards and reporting unsafe acts and conditions.

Roles

  • Support the QHSE Manager / HSE Focal Point in implementing the Project HSE Plan
  • Provide continuous safety coverage for assigned field teams and work locations
  • Promote safe work practices and a positive safety culture among employees and subcontractors
  • Monitor compliance with company, client, and regulatory HSE requirements
  • Identify hazards, unsafe acts, and unsafe conditions and ensure immediate corrective action
  • Coordinate daily safety requirements with supervisors, operators, drivers, and field crews
  • Report HSE observations, incidents, and repeated violations to the QHSE Manager

Responsibilities

  • Implement site safety procedures and instructions issued under the approved Project HSE Plan
  • Conduct pre-work and continuous site inspections and immediately report unsafe acts or conditions
  • Check that required Risk Assessments, JSA, toolbox talks, and valid Permits to Work are available before work starts
  • Ensure correct use of PPE and proper installation of barricades, warning signs, lighting, housekeeping, and traffic-control arrangements
  • Monitor high-risk activities including manhole opening, confined-space entry, atmospheric gas testing, lifting of manhole covers, jetting operations, generator use, vehicle movement, and road work
  • Conduct daily toolbox talks and participate in project HSE induction and awareness activities
  • Inspect tools, equipment, gas detectors, lifting accessories, vehicles, fire extinguishers, first aid kits, and emergency equipment before use
  • Ensure confined-space entry requirements, standby arrangements, communication, and rescue provisions are maintained
  • Report incidents, near misses, hazards, and environmental observations immediately and assist in investigations when required
  • Maintain daily inspection checklists, toolbox- talk records, PTW records, observation reports, and corrective-action follow-up logs
  • Follow up corrective actions with the relevant supervisor until satisfactory closure

Authorities

  • Stop any activity presenting an immediate danger to personnel, property, or the environment
  • Prevent the use of unsafe tools, equipment, vehicles, or work practices
  • Require immediate correction of unsafe conditions before work resumes
  • Remove personnel from a hazardous area when minimum safety requirements are not met
  • Escalate serious or repeated HSE violations to the QHSE Manager / HSE Focal Point and project management

Requirements

Required Qualifications & Experience

  • Qualification Minimum educational qualification: Higher Diploma from a recognized institution
  • Professional
  • Certification International recognized HSE certification ( OSHA or NEBOSHA )
  • Experience A minimum of 5 years of general experience in occupational health and safety, with at least 2 years of experience in site safety monitoring and supervision

  • Well-versed in issuing, reviewing and controlling all types of work permits (PTW)
