To monitor daily CCTV inspection and sewer-cleaning activities and ensure that all site work is carried out safely and in compliance with Saudi regulations, National Water Company (NWC) HSE requirements, the approved Project HSE Plan, and company procedures, while promptly identifying hazards and reporting unsafe acts and conditions.
Roles
- Support the QHSE Manager / HSE Focal Point in implementing the Project HSE Plan
- Provide continuous safety coverage for assigned field teams and work locations
- Promote safe work practices and a positive safety culture among employees and subcontractors
- Monitor compliance with company, client, and regulatory HSE requirements
- Identify hazards, unsafe acts, and unsafe conditions and ensure immediate corrective action
- Coordinate daily safety requirements with supervisors, operators, drivers, and field crews
- Report HSE observations, incidents, and repeated violations to the QHSE Manager
Responsibilities
- Implement site safety procedures and instructions issued under the approved Project HSE Plan
- Conduct pre-work and continuous site inspections and immediately report unsafe acts or conditions
- Check that required Risk Assessments, JSA, toolbox talks, and valid Permits to Work are available before work starts
- Ensure correct use of PPE and proper installation of barricades, warning signs, lighting, housekeeping, and traffic-control arrangements
- Monitor high-risk activities including manhole opening, confined-space entry, atmospheric gas testing, lifting of manhole covers, jetting operations, generator use, vehicle movement, and road work
- Conduct daily toolbox talks and participate in project HSE induction and awareness activities
- Inspect tools, equipment, gas detectors, lifting accessories, vehicles, fire extinguishers, first aid kits, and emergency equipment before use
- Ensure confined-space entry requirements, standby arrangements, communication, and rescue provisions are maintained
- Report incidents, near misses, hazards, and environmental observations immediately and assist in investigations when required
- Maintain daily inspection checklists, toolbox- talk records, PTW records, observation reports, and corrective-action follow-up logs
- Follow up corrective actions with the relevant supervisor until satisfactory closure
Authorities
- Stop any activity presenting an immediate danger to personnel, property, or the environment
- Prevent the use of unsafe tools, equipment, vehicles, or work practices
- Require immediate correction of unsafe conditions before work resumes
- Remove personnel from a hazardous area when minimum safety requirements are not met
- Escalate serious or repeated HSE violations to the QHSE Manager / HSE Focal Point and project management
Requirements
Required Qualifications & Experience
- Qualification Minimum educational qualification: Higher Diploma from a recognized institution
- Professional
- Certification International recognized HSE certification ( OSHA or NEBOSHA )
- Experience A minimum of 5 years of general experience in occupational health and safety, with at least 2 years of experience in site safety monitoring and supervision
