شركة Bureau Veritas تعلن عن وظيفة مشرف سلامة مرورية (Traffic Safety Supervisor) في منطقة الرياض، ضمن قطاع المباني والبنية التحتية، وتحت إشراف مدير المشروع/مدير العمليات.
المهام والمسؤوليات
- ضمان تنفيذ جميع الأعمال وفقًا لمعايير وأنظمة السلامة المرورية.
- اتباع إرشادات الدليل الموحد لأجهزة التحكم المروري (MUTCD) وضمان التطبيق السليم.
- الإشراف على بروتوكولات السلامة المرورية وتطبيقها لتقليل المخاطر وضمان الامتثال للوائح.
- مراجعة واعتماد خطط الصيانة وإدارة المرور للمقاول أثناء أنشطة البناء.
- تنفيذ خطط إدارة المرور والإشراف على التنسيق الآمن للمركبات والمعدات والأفراد في الموقع.
- إجراء مسوحات وتحليلات للميزات الأرضية لدعم تخطيط النقل والبنية التحتية.
- تصميم وتنفيذ برامج السلامة على الطرق لتقليل الحوادث المرورية.
- التعاون مع فريق المشروع لمناقشة واعتماد خطط تحويل المرور (TDPs) قصيرة ومتوسطة وطويلة المدى.
- التنسيق مع مهندس المرور لتنفيذ التغييرات المطلوبة في خطط إدارة وتحويل المرور (TTMD) قبل التقديم، ومتابعة الجهات المعنية لضمان الموافقة في الوقت المناسب.
- الإشراف والتنسيق مع مشرفي إدارة المرور في الموقع لتنفيذ وصيانة وإزالة خطط تحويل المرور وفقًا للخطط المعتمدة.
- ترتيب أجهزة التحكم المروري (TCD) اللازمة لخطط تحويل المرور بالتعاون مع مديري المشروع والبناء.
- تنظيم وتسليم تقارير إغلاق الملاحظات الأسبوعية والشهرية.
- ضمان المراقبة المستمرة وإعداد التقارير حول السلامة المرورية وتنفيذ التحسينات حسب الحاجة.
- عقد اجتماعات أسبوعية وشهرية مع المشغلين لتحسين مهاراتهم وضمان الالتزام ببروتوكولات السلامة المرورية.
- تطوير وتقديم برامج تدريبية للتوعية بالسلامة المرورية والتميز التشغيلي.
- تقديم إرشادات فنية لفرق المشروع، وضمان الالتزام بمعايير السلامة المرورية ومواصفات المشروع.
- إعداد تقارير احترافية وملاحظات اجتماعية وعروض تقديمية فنية لأصحاب المصلحة والإدارة.
- الحفاظ على توثيق دقيق لأنشطة السلامة المرورية وتقييمات المخاطر والإجراءات التصحيحية.
- مسؤوليات السلامة على الطرق: التحكم في حركة المرور في الموقع الأساسي، وإدارة مواقف السيارات، والحفاظ على خلو طرق النقل من الازدحام في جميع الأوقات.
- التأكد من الحصول على تصريح الإخطار اللوجستي والتصريح بالمتابعة (ATP) للأحمال غير الطبيعية، وإغلاق الطرق، وأنشطة الرفع، وتغطية أي تأثير على القطع المجاورة.
- الدورية في الموقع الأساسي وضمان الالتزام بحدود السرعة وإجراءات السلامة المرورية، والتدخل في حالات عدم الامتثال، والإبلاغ عن جميع المخالفات المرورية.

الشروط والمتطلبات
- درجة البكالوريوس أو ما يعادلها.
- خبرة لا تقل عن 7 سنوات في إدارة حركة المرور المؤقتة في مشاريع الطرق السريعة والطرق المحلية.
- خبرة في تطوير وتنفيذ خطط إدارة المرور (TMPs) لضمان تدفق مروري آمن وفعال حول مواقع العمل.
- مهارة في إعداد والإشراف على أجهزة التحكم المروري بما في ذلك اللوحات والحواجز وعمليات التوجيه بالعلم.
- معرفة بإجراءات التحكم المروري المؤقت وممارسات السلامة في مناطق العمل.
- طاقة عالية وكفاءة في العمل.
المهارات المطلوبة
- خبرة في أنظمة مراقبة المرور، وتتبع GPS، وحلول إدارة المرور المتقدمة.
- معرفة بمعدات السلامة ومعدات الحماية الشخصية (PPE) الخاصة بعمليات التحكم المروري.
- مهارات إعداد التقارير والتواصل والعرض التقديمي.

- MINIMUM REQUIRED QUALIFICATIONS
- Expertise in developing and implementing traffic management plans (TMPs) to ensure safe and efficient traffic flow around work sites.
- Skilled in setting up and supervising traffic control devices, including signs, barricades, and flagging operations.
- Knowledge of temporary traffic control measures and work zone safety practices.
2.4. Technical Knowledge: Highly energetic and efficient engineer with experience in temporary traffic management in highway and local road projects.

Role and Responsibilities:
- Ensure all work is carried out in accordance with traffic safety standards and regulations.
- Follow the guidelines of the Manual on Uniform Traffic Control Devices (MUTCD) and ensure proper implementation.
- Supervise and enforce traffic safety protocols to minimize risks and ensure compliance with safety regulations.
- Review and approve the contractor’s Maintenance and Traffic Management Plans during construction activities.
- Implement traffic management plans and oversee the safe coordination of vehicles, equipment, and personnel on-site.
- Conduct surveys and analyses of land features to support transportation and infrastructure planning.
- Design and implement road safety programs to reduce traffic-related incidents.
- Collaborate with the project team to discuss and finalize short, medium, and long-term Traffic Diversion Plans (TDPs).
- Coordinate with the Traffic Engineer to implement the required changes in Traffic Management and Diversion Plans (TTMD) before submission. Follow up with stakeholders to ensure timely approval of TDPs.
- Supervise and coordinate with Site Traffic Management Supervisors for the implementation, maintenance, and decommissioning of TDPs as per approved plans.
- Arrange the necessary Traffic Control Devices (TCD) for TDPs in collaboration with the Project and Construction Managers.
- Organize and submit weekly and monthly observation closeout reports.
- Ensure continuous monitoring and reporting on traffic safety and implement improvements as needed.
- Conduct weekly and monthly meetings with operators to improve their skills and ensure adherence to traffic safety protocols.
- Develop and deliver training programs for traffic safety awareness and operational excellence.
- Provide technical guidance to project teams, ensuring adherence to traffic safety standards and project specifications.
- Prepare professional reports, meeting notes, and technical presentations for stakeholders and management.
- Maintain accurate documentation of traffic safety activities, risk assessments, and corrective actions.
- Resort Core site traffic control, parking management, and keeping haul roads free from traffic congestion at all times.
- Inspect and ensure that Logistics Notification and Authority to Proceed (ATP) is obtained and in place for abnormal load, road blocking, and lifting activities, covering any impact on neighboring plots.
- Patrol the Resort Core site and ensure adherence to speed limits and traffic safety measures. Intervene in cases of non-compliance and report all traffic violations.
- Monitor and report road conditions, tracking all submitted "Road Notification Reports."
- Follow up with the appropriate maintenance contractor to ensure resolution and closure of Road Notification Reports.
- Monitor all excavation areas, confirming there are sufficient signage and safety barriers to prevent accidental falls.
- Monitor all sub-district and sub-plot evacuation strategies and report any areas of excess water flow, stagnant water, or damage following heavy rain.
- Monitor all road signage and wayfinding, reporting any concerns to the Construction Services Consultant and Road Safety Manager, while reviewing to ensure actions to resolve issues have been completed.
3.3. Technical Expertise
- Traffic monitoring systems, GPS tracking, and advanced traffic management solutions.
- Knowledge of safety equipment and personal protective equipment (PPE) specific to traffic control operations.
