تعلن شركة Parsons Corporation عن فرصة عمل في الرياض لكبير مهندسي التسليم والتشغيل (Senior Handover & Commissioning Engineer) للانضمام إلى فريق إدارة البرامج (PMO).
نبذة عن الوظيفة
يقود ويدير عملية التسليم والتشغيل الشاملة لمشاريع البنية التحتية الكبيرة ضمن بيئة PMO، مع التركيز على الإشراف على أنظمة MEP المرتبطة بالطرق والأنفاق والبنية التحتية المساندة. يضمن استيفاء جميع المتطلبات التعاقدية والفنية والجهات المعنية قبل الإنجاز الكامل والتسليم النهائي، ويتطلب ذلك إدارة واجهات قوية مع فرق PMCM والمقاولين والجهات المستقبلة.
المهام والمسؤوليات
- قيادة وتطوير استراتيجيات وإجراءات وقوائم تسليم وتشغيل على مستوى المشروع بما يتوافق مع معايير PMO.
- الإشراف والتحقق من أنشطة الاختبار والتشغيل (T&C) لضمان أداء الأنظمة وتكاملها وامتثالها للمواصفات.
- مراجعة وضمان اكتمال جميع مخرجات التسليم، بما في ذلك: المخططات حسب البناء، كتيبات التشغيل والصيانة ووثائق التدريب، الضمانات والكفالات وقطع الغيار، تقارير الاختبار والتشغيل، سجلات الأصول وإرساليات نظم المعلومات الجغرافية (حيثما ينطبق).
- إدارة وتتبع متطلبات الإنجاز الكامل (Substantial Completion)، بما في ذلك البنود المرتبطة بالموافقات مثل: اختبارات قبول الإنشاء، قوائم العيوب المغلقة، كتيبات التشغيل والصيانة، تقييمات السلامة المرورية وأدلة الجاهزية التشغيلية.
- التنسيق مع الجهات والسلطات المختصة (كالبلدية، مزودي الخدمات، جهات التحكم المروري) للحصول على موافقات التسليم والتصاريح والتخليصات.
- ضمان إدارة الواجهات بين الأنظمة (مثل إمداد الطاقة لأنظمة النقل الذكية، تكامل الصرف، عمليات الإشارات المرورية).
- مراجعة إرساليات المقاولين بما في ذلك منهجيات العمل، خطط الاختبار والتشغيل، خطط التفتيش والاختبار، ووثائق الإغلاق.
- مراقبة أداء المقاولين وفرق PMCM فيما يخص الجاهزية للتسليم، وتسليط الضوء على المخاطر وفرض الإجراءات التصحيحية.
- دعم تعريف وتنفيذ استراتيجيات فترة المسؤولية عن العيوب (DLP) وشروط التسليم.
- تقديم المشورة لقادة PMO حول مخاطر التسليم والانتهاءات الجزئية والجاهزية التشغيلية.
- تقديم القيادة الفنية والتوجيه في مسائل التشغيل والتسليم عبر جميع التخصصات.
- أداء المهام الأخرى المرتبطة بهذا المنصب حسب الاقتضاء.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة (مدنية، ميكانيكية، كهربائية أو تخصص ذي صلة).
- عضوية الهيئة السعودية للمهندسين.
- خبرة لا تقل عن 10 سنوات، مع تعرض كبير لمشاريع البنية التحتية ومراحل التسليم والتشغيل في المملكة العربية السعودية.
- يفضل خبرة في أدوار PMO أو جهة المالك على مشاريع كبيرة أو ضخمة.
- الإلمام باللوائح السعودية المحلية والجهات وعمليات التسليم أمر مرغوب فيه بشكل كبير.
المهارات المطلوبة
- معرفة قوية بعمليات الاختبار والتشغيل (T&C) عبر أنظمة البنية التحتية متعددة التخصصات.
- خبرة مثبتة في إدارة التسليم ووثائق الإغلاق والتنسيق مع الجهات.
- القدرة على إدارة الواجهات المعقدة بين المرافق وأنظمة النقل الذكية والبنية التحتية المدنية.
- الإلمام بأنظمة إدارة الأصول/نظم المعلومات الجغرافية ومتطلبات التسليم الرقمي.
- مهارات تحليلية وإعداد تقارير وحل مشكلات ممتازة.
- قدرات اتصال قوية وإدارة الجهات.
- كفاءة في أنظمة PMO ومنصات إدارة الوثائق (مثل Aconex، PMWeb، Unifier).
- القدرة على العمل تحت الضغط وإدارة أولويات متعددة في بيئة برنامجية.

The Senior Handover & Commissioning Engineer is a fully qualified professional with deep expertise in Testing & Commissioning (T&C), construction close-out, and asset handover across multi-disciplinary infrastructure systems including roads, structures, utilities, landscape, power, and Intelligent Transport Systems (ITS).

What You'll Be Doing
- Leads the development and implementation of project-wide handover and commissioning strategies, procedures, and checklists aligned with PMO standards.
- Oversees and validates Testing & Commissioning (T&C) activities, ensuring system functionality, integration, and compliance with specifications.
- Reviews and ensures completeness of all handover deliverables, including:
- As-Built Drawings
- O&M Manuals and Training Documentation
- Warranties, Guarantees, and Spare Parts
- Testing & Commissioning Reports
- Asset Registers and GIS submissions (where applicable)
- Manages and tracks Substantial Completion requirements, including approval-gated items such as:
- Construction Acceptance Tests
- Closed Snag Lists
- Operation & Maintenance Manuals
- Road Safety Audits and operational readiness evidence
- Coordinates with stakeholders and authorities (e.g., municipality, utility providers, traffic control entities) to secure handover approvals, permits, and clearances.
- Ensures proper interface management between systems (e.g., power supply to ITS, drainage integration, traffic signal operations).
- Reviews contractor submissions including method statements, T&C plans, ITPs, and close-out documentation.
- Monitors contractor and PMCM performance on handover readiness, highlighting risks and enforcing corrective actions.
- Supports the definition and implementation of Defect Liability Period (DLP) strategies and handover conditions.
- Advises PMO leadership on handover risks, partial completions, and operational readiness.
- Provides technical leadership and guidance on commissioning and handover matters across all disciplines.
- Performs other responsibilities associated with this position as appropriate.
- Bachelor’s Degree in Engineering (Civil, Mechanical, Electrical, or related discipline).
- Member of Saudi Council of Engineers
- Typically 10+ years of experience, with significant exposure to infrastructure projects and handover/commissioning phases in Saudi Arabia
- Experience in PMO or client-side roles on large-scale or megaprojects is preferred.
- Familiarity with local Saudi regulations, authorities, and handover processes is highly desirable.
- Strong knowledge of Testing & Commissioning processes across multi-disciplinary infrastructure systems.
- Proven experience in handover management, close-out documentation, and stakeholder coordination.
- Ability to manage complex interfaces between utilities, ITS, and civil infrastructure.
- Familiarity with GIS/asset management systems and digital handover requirements.
- Excellent analytical, reporting, and problem-solving skills.
- Strong communication and stakeholder management capabilities.
- Proficiency in PMO systems and document control platforms (e.g., Aconex, PMWeb, Unifier).
- Ability to work under pressure and manage multiple priorities across a program environment.
