تعلن شركة جسارة لإدارة البرامج (JASARA PMC) - وهي مشروع مشترك بين صندوق الاستثمارات العامة وجاكوبس وأرامكو السعودية - عن توفر وظيفة مدير للطرق والمواقف في الرياض، للعمل كخبير موضوعي (SME) مسؤول عن التخطيط الاستراتيجي والضمان والحوكمة وأداء ومراقبة الجاهزية التشغيلية وإدارة دورة حياة أصول الطرق والأنفاق والمواقف.
المهام والمسؤوليات
- تطوير وتنفيذ الاستراتيجية طويلة المدى لأصول الطرق والأنفاق والمواقف.
- وضع أطر إدارة الأصول والمعايير والسياسات والإجراءات المتوافقة مع أفضل الممارسات الدولية.
- دعم القيادة التنفيذية في تحديد أولويات الاستثمار في البنية التحتية وتخطيط رأس المال.
- العمل كسلطة فنية وخبير موضوعي (SME) في جميع شؤون البنية التحتية للطرق والأنفاق والمواقف.
- قيادة أنشطة إدارة دورة حياة الأصول بما في ذلك التخطيط والمراجعة التصميمية والتشغيل والصيانة والتجديد والاستبدال.
- إعداد وصيانة خطط إدارة الأصول وتقييمات حالتها وبرامج الاستثمار طويلة المدى.
- ضمان تحقيق الأصول لمستويات الخدمة المطلوبة مع تحسين التكلفة الإجمالية لدورة الحياة.
- الإشراف على تقييمات الأهمية النسبية للأصول وأساليب الصيانة القائمة على المخاطر.

- تقديم التوجيه الفني في هندسة الطرق والأنظمة النفقية والصرف ومرافق المواقف وإدارة المرور.
- مراقبة الأداء التشغيلي لأصول الطرق والأنفاق والمواقف وضمان تنفيذ استراتيجيات الصيانة بفعالية.
- قيادة مبادرات التحسين المستمر لزيادة الكفاءة ومستويات الخدمة ودعم الجاهزية التشغيلية والانتقال من تسليم المشروع إلى التشغيل.
- تحديد مخاطر البنية التحتية وتطوير استراتيجيات التخفيف وضمان الامتثال للوائح المحلية والمعايير الدولية والصحة والسلامة.
- الإشراف على خطط الاستجابة للطوارئ ومرونة الأعمال واستمرارية الخدمة للأصول الحيوية.
- مراقبة متطلبات الأداء البيئي والاستدامة.
- التعاون مع أصحاب المصلحة الداخليين والخارجيين (فرق المشروع، المشغلين، الاستشاريين، المقاولين، الجهات الرقابية والسلطات الحكومية).
- تمثيل المنظمة في اللجان الفنية والمنتديات الصناعية وتقديم تقارير عالية المستوى ونصائح فنية للقيادة العليا.
- تطوير مؤشرات الأداء الرئيسية (KPIs) المتعلقة بأداء الأصول وحالتها وتوفرها وموثوقيتها وتكلفة دورة الحياة، وإنشاء لوحات تقارير وعمليات مراجعة أداء واتخاذ قرارات مبنية على البيانات.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة المدنية أو تخصص ذي صلة (يفضّل درجة الماجستير في الهندسة أو إدارة البنية التحتية أو إدارة الأصول أو مجال ذي صلة).
- الشهادات المهنية المفضلة: مهندس معتمد (CEng أو PE أو ما يعادلها)، مُقيِّم معتمد لإدارة الأصول (CAMA)، شهادة/دبلوم IAM أو مؤهل مكافئ في إدارة الأصول، شهادة PMP أو PRINCE2 أو ما يعادلها في إدارة المشاريع، وشهادات ذات صلة في النقل أو الأنفاق أو البنية التحتية.
- خبرة لا تقل عن 20 عامًا في مجال النقل أو البنية التحتية أو إدارة أصول الطرق والأنفاق والمواقف.
- خبرة لا تقل عن 8 سنوات في منصب قيادي أو إداري كبير.
- خبرة مثبتة في برامج البنية التحتية الضخمة أو المدن الذكية أو البلديات أو المشاريع العملاقة أو هيئات النقل.

The Director - Roads and Car Parks serves as the Subject Matter Expert (SME) responsible for the strategic planning, assurance, governance, performance monitoring, operational readiness, asset management, and lifecycle optimization of roads, tunnels, and car park infrastructure. The role provides technical leadership and oversight across the full asset lifecycle, ensuring infrastructure assets are safe, reliable, sustainable, compliant, and aligned with organizational objectives and industry best practices.
Key Responsibilities
Strategic Leadership
- Develop and implement the long-term strategy for roads, tunnels, and car park assets
- Establish asset management frameworks, standards, policies, and procedures aligned with international best practices
- Support executive leadership in defining infrastructure investment priorities and capital planning strategies
- Act as the technical authority and SME for all roads, tunnels, and parking-related infrastructure matters
- Lead asset lifecycle management activities including planning, design review, operation, maintenance, renewal, and replacement strategies
- Develop and maintain asset management plans, asset condition assessments, and long-term investment programs
- Ensure infrastructure assets achieve required levels of service while optimizing whole-life costs
- Oversee asset criticality assessments and risk-based maintenance approaches
- Lead Stage Gate Assurance reviews for roads, tunnels, and car park projects
- Review project deliverables and provide technical recommendations for Go/No-Go decisions
- Ensure compliance with organizational governance requirements, industry standards, and regulatory obligations
- Conduct technical audits, performance reviews, and assurance assessments
- Review and approve engineering designs, specifications, standards, and technical submissions
- Ensure designs meet operational, safety, sustainability, accessibility, and maintainability requirements
- Evaluate innovative technologies, smart mobility solutions, and industry developments
- Provide expert technical guidance on road geometry, pavement systems, tunnel systems, drainage, parking facilities, traffic management, and associated infrastructure
- Monitor operational performance of road, tunnel, and parking assets
- Ensure maintenance strategies are effectively implemented to maximize asset performance and reliability
- Drive continuous improvement initiatives to increase efficiency and service levels
- Support operational readiness and transition from project delivery to operations
- Identify infrastructure risks and develop mitigation strategies
- Ensure compliance with local regulations, international standards, and health and safety requirements
- Oversee emergency response, resilience planning, and business continuity considerations for critical infrastructure
- Monitor environmental and sustainability performance requirements
- Collaborate with internal and external stakeholders, including project teams, operators, consultants, contractors, regulators, and government authorities
- Represent the organization in technical committees and industry forums

Education
- Bachelor's degree in Civil Engineering or related discipline
- Master's degree in Engineering, Infrastructure Management, Asset Management, or a related field preferred
- Chartered Engineer (CEng), PE, or equivalent
- Certified Asset Management Assessor (CAMA)
- IAM Certificate/Diploma or equivalent Asset Management qualification
- PMP, PRINCE2, or equivalent project management certification
- Relevant transportation, tunnel, or infrastructure certifications
- 20+ years of experience in transportation, infrastructure, roads, tunnels, or parking asset management
- Minimum 8 years in a senior leadership or management role
- Proven experience in large-scale infrastructure programs, smart cities, municipalities, giga projects, or transportation authorities
- Strong background in asset management, operations, maintenance, and infrastructure lifecycle planning
- Experience leading technical assurance and stage-gate reviews
