هيئة الزكاة والضريبة والجمارك (ZATCA) بالرياض تعلن عن حاجتها إلى أخصائي أول في تحليل البيانات (Data Analytics Senior Specialist) للمساهمة في تعزيز استخدام التحليلات المتقدمة ودعم تحقيق الأهداف الاستراتيجية للهيئة.
المهام والمسؤوليات
- الإشراف على إدارة التحليلات المتقدمة وزيادة تبنيها عبر الهيئة من خلال اقتراح حالات استخدام وأدوات تحسين الكفاءة التشغيلية.
- مراجعة وتعزيز محفظة التحليلات المتقدمة الحالية وتقييم فعالية الحلول التحليلية المستخدمة في الوحدات الأخرى.
- مراجعة البنية التحتية الحالية لتطوير منتجات التحليلات واقتراح منصات تعاون جديدة (مثل Alteryx, SAS, Data Robot) لضمان كفاءة التعاون والأرشفة.
- نشر الوعي بالتحليلات المتقدمة عبر عقد جلسات تثقيفية وتحفيز الإدارات على تحسين العمليات باستخدام التحليلات المتقدمة.
- استكشاف وتحديد أولويات حالات استخدام التحليلات المتقدمة لدعم الأهداف الاستراتيجية للهيئة.
- تطوير حلول تحليلية نموذجية (Proof-of-Concept) للتحقق من فعالية حالات الاستخدام المقترحة.
- بناء نماذج تحليلية معقدة باستخدام تقنيات التعلم الآلي والتعلم العميق لدعم أصحاب المصلحة الداخليين والخارجيين.
- تحديد متطلبات تطوير المنتجات القائمة على التحليلات المتقدمة وإعداد وثائق متطلبات الأعمال (BRDs) واتفاقيات مستوى الخدمة (SLAs) بالتعاون مع الإدارات الأخرى.
- ترجمة وثائق BRDs وSLAs إلى مهام وجدول زمني لتسليم المنتجات وفقاً للمعايير المطلوبة.
- إدارة الطلبات الخارجية وتحسين توزيع عبء العمل والتواصل مع الإدارات لضمان التوافق والتسليم الفعال.
- متابعة رضا أصحاب المصلحة وتنفيذ إجراءات تصحيحية لتحسين جودة التسليم.
- اتباع السياسات والإجراءات التشغيلية القياسية لضمان تناسق العمل والالتزام بالجودة.
- المساعدة في حل المشكلات المعقدة ودعم الفريق المبتدئ، وتصعيد المشكلات المعقدة إلى المسؤول المختص.
- تدريب الموظفين الجدد على الأنشطة الوظيفية المختلفة لضمان نقل المعرفة عند الحاجة.
- توجيه المهام وتحديد الأولويات وتفويض المسؤوليات ومراقبة سير العمل للمرؤوسين/الموظفين المبتدئين.
الشروط والمتطلبات
- درجة البكالوريوس في علوم الحاسب، علوم البيانات أو ما يعادلها (يفضل درجة الماجستير في نفس المجالات أو إدارة الأعمال).
- خبرة لا تقل عن 5 سنوات في مجال ذي صلة.

Advanced Analytics Management
- Grow the adoption of advanced analytics across ZATCA by proactively thinking of use cases and tools that could enhance operational effectiveness
- Review and enhance of the current advanced analytics portfolio
- Assess the utilization and effectiveness of advanced analytics solutions across other business units and potentially improve the effectiveness of these solutions
- Review current infrastructure used to develop and host analytical products and propose new collaboration platforms (Alteryx, SAS, Data Robot, etc.), to ensure efficient collaboration and archiving/utilization of products
- Increase awareness of advanced analytics across ZATCA by running educational session about analytical topics incentivizing various departments to think of ways to improve their operations through AA
- Explore and prioritize advanced analytics use cases to support in achieving ZATCA’s strategic objectives
- Develop Proof-of-Concept analytical solutions to validate the effectiveness and impact of ideated use cases
- Develop complex and impactful analytical models and solutions, leveraging machine learning and/or deep-learning techniques for internal or external stakeholders
- Define and scope the requirements to develop AA enabled products
- Perform complex reactive data analysis or develop analytical models to support external and/or internal stakeholders in answering strategic questions
- Define the BRDs and SLAs for a variety of AA products in collaboration with other departments and stakeholders
- Translate BRDs and SLAs into a set of actions and tasks to deliver products within the required timeframe and quality standards
- Manage external requests and optimize the workload allocation
- Manage communication with other departments and stakeholders to ensure alignment and efficient delivery of requests and AA products
- Align with stakeholders on delivery plan, objectives, and desired outcomes
- Monitor the satisfaction of external stakeholders and implement corrective measures to improve the delivery
- Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
- Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
- Escalate complex problems to the relevant person to ensure cases/issues are closed properly
- Perform other duties as requested
- Train junior staff on the different job activities to ensure transfer of know-how, when applicable
- Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff
- Support junior staff or direct reports in order to execute their duties according to set policies and processes
- Bachelor’s degree in Computer Science, Data Science, or equivalent is required
- Master’s degree in Computer Science, Data Science, Business Administration, or equivalent is preferred
