هيئة الزكاة والضريبة والجمارك تعلن عن وظيفة مشرف تحليلات المخاطر (Risk Analytics Supervisor) في السعودية.
نبذة عن الوظيفة
يشغل شاغلو هذه الوظيفة مسؤولية قيادة أنشطة العمل والعمل باستقلالية مع توجيه بسيط نحو أهداف طويلة الأجل محددة مسبقًا. يشرفون على تنفيذ الخطط التشغيلية وتقديم تحسينات جوهرية على السياسات والإجراءات والمعايير والتقارير الموضوعة. يتضمن دورهم التشغيلي الرئيسي إدارة التكامل مع أنظمة الهيئة الأخرى، وتوجيه حل مشكلات أنظمة تحليلات المخاطر، وتوجيه إعداد وثائق البنية المطلوبة، ومراقبة أنشطة البنية للتوصية بالتعديلات والإجراءات التحسينية اللازمة.
المهام والمسؤوليات
- إعداد تقارير دورية لوحدات الهيئة الداخلية والجهات الحكومية الخارجية لتوصيل تقييم المخاطر.
- تطوير تقارير مخصصة تسلط الضوء على المكلفين والمسافرين والمستوردين والمصدرين والوسطاء ذوي المخاطر المحتملة، والتواصل مع أصحاب المصلحة الداخليين بشأن النتائج.
- تطوير ومشاركة التقارير مع أصحاب المصلحة المعنيين لكشف السلوكيات الخطرة للمكلفين والمسافرين والمستوردين والمصدرين والوسطاء.
- تطوير تقارير ولوحات معلوماتية لتسهيل الرقابة المستقبلية والمتابعة.
- دراسة المخاطر والامتثال فيما يتعلق بمؤشرات الأداء الرئيسية ذات الصلة، واقتراح مؤشرات إضافية لضمان دعم فعال في تقييم أداء المخاطر.
- تقييم أساليب وتقنيات تقييم المخاطر لضمان تقييم فعال للمخاطر المكتشفة وتقليل المخاطر من خلال التوصية بإجراءات رقابية.
- تطوير مؤشرات أداء رئيسية مناسبة لدعم اكتشاف التناقضات.
- تسهيل اكتشاف المخاطر من خلال تقديم الدعم والتقارير اللازمة لفرق المخاطر ذات الصلة.
- متابعة أداء الامتثال للعملاء عبر تقييم التقارير ولوحات المعلومات التفاعلية، والتوصية بإجراءات تحسينية عند الحاجة.
- إجراء تقييم لأداء الأنظمة والنماذج المطورة لضمان تحقيق أهداف المخاطر وضمان التحديث المستمر لتعكس التغيرات في بيئة الأعمال والتنظيم.
- جمع ودمج ملاحظات المستفيدين والتقنيات الرياضية والإحصائية لضمان التحسين المستمر والتطوير لتقارير المخاطر.
- اتباع جميع السياسات والعمليات ذات الصلة وإجراءات التشغيل القياسية لضمان تنفيذ العمل بطريقة محكومة ومتسقة.
- المساعدة في حل المشكلات المُصعدة وتقديم الدعم اللازم للفريق الأصغر لضمان تنفيذ العمل بكفاءة.
- تصعيد المشكلات المعقدة إلى الشخص المعني لضمان إغلاق الحالات/القضايا بشكل صحيح.
- أداء مهام أخرى حسب الطلب.
- تدريب الموظفين الأصغر على أنشطة العمل المختلفة لضمان نقل المعرفة عند الاقتضاء.
- تقديم توجيه واضح، وتحديد أولويات المهام، وتعيين المهام وتفويض المسؤولية، ومراقبة سير العمل للمرؤوسين/الموظفين الأصغر.
- دعم الموظفين الأصغر أو المرؤوسين المباشرين لتنفيذ مهامهم وفقًا للسياسات والعمليات المحددة.
الشروط والمتطلبات
- درجة البكالوريوس في علوم الحاسب، الإحصاء، الرياضيات، هندسة الحاسب، أو ما يعادلها (مطلوب).
- درجة الماجستير في أحد التخصصات المذكورة أو ما يعادلها (مفضلة).
- خبرة لا تقل عن 5 سنوات في مجال ذي صلة.

- Prepare periodical reports for both internal ZATCA units and external governmental entities to communicate risk evaluation
- Develop customized reports highlighting potentially risky taxpayers, passengers, importers, exporters, brokers, etc. and communicate findings with internal stakeholders
- Develop and share reports with relevant stakeholders to detect risk behaviour of taxpayers, passengers, importers, exporters and brokers
- Develop reports and insights dashboards to facilitate future oversight and follow-up
- Study risk and compliance to related KPIs and suggest accordingly additional metrics to secure effective support in risk performance assessment
- Evaluate risk assessment approaches and techniques to secure effective evaluation of detected risks and minimize risk facing through recommending control measures
- Develop appropriate KPIs to support the detection of discrepancies
- Facilitate risk detection providing needed support, reports and help to related risk teams
- Follow-up on customer compliance performance assessing reports and interactive dashboard to recommend improvement actions when needed
- Conduct assessment on developed systems and models’ performance to ensure achievement of risk targets and safeguard continuous update to reflect changes in the business and regulatory environment
- Collect and integrate recipients’ feedback, mathematical and statistical techniques to ensure continuous enhancement and improvement of risk reports
- Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
- Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
- Escalate complex problems to the relevant person to ensure cases/issues are closed properly
- Perform other duties as requested
- Train junior staff on the different job activities to ensure transfer of know-how, when applicable
- Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff
- Support junior staff or direct reports in order to execute their duties according to set policies and processes
Education
- Bachelor’s degree in Computer Science, Statistics, Mathematics, Computer Engineering, or equivalent is required
- Master’s degree in Computer Science, Statistics, Mathematics, Computer Engineering, or equivalent is preferred
