تسعى شركة WSP in the Middle East إلى تعيين Associate Director - Senior Project Manager لقيادة تسليم مشاريع البنية التحتية المعقدة ضمن بيئة PMCM في الرياض. سيكون المرشح الناجح مستشاراً موثوقاً للعميل، ويشرف على فرق متعددة التخصصات والاستشاريين والمقاولين عبر دورة حياة المشروع الكاملة.

المهام والمسؤوليات

  • تقديم القيادة التنفيذية لتسليم مشاريع وبرامج البنية التحتية الكبرى.
  • العمل كواجهة رئيسية مع العملاء والجهات الحكومية وأصحاب المصلحة التنفيذيين وشركاء المشروع الرئيسيين.
  • قيادة فرق المشروع متعددة التخصصات وضمان التوافق مع أهداف البرنامج.
  • إنشاء هياكل حوكمة المشروع وضمان عمليات اتخاذ القرار الفعالة.
  • دفع أداء المشروع عبر الجدول الزمني والتكلفة والجودة والمخاطر والسلامة وإدارة أصحاب المصلحة.
  • الإشراف على مراجعة واعتماد خطط المشروع والجداول الزمنية والميزانيات واستراتيجيات الشراء ومنهجيات التسليم.
  • توجيه الاستشاريين والمقاولين وفرق مراقبة المشروع لتحقيق أهداف البرنامج.
  • قيادة التقارير على المستوى التنفيذي وتقديم التوصيات الاستراتيجية لقادة العميل.
  • إدارة الأمور التعاقدية والتجارية، بما في ذلك إدارة التغيير وتجنب المطالبات وحل النزاعات.
  • ضمان الامتثال لمعايير العميل والمتطلبات التعاقدية والالتزامات التنظيمية.
  • تحديد وتخفيف مخاطر المشروع بشكل استباقي مع دفع فرص خلق القيمة.
  • دعم مبادرات تطوير الأعمال والمساهمة في تأمين فرص المشاريع المستقبلية.
  • توجيه وتطوير فرق إدارة المشروع، وتعزيز ثقافة التميز والمساءلة.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة المدنية أو أحد تخصصات الهندسة الإنشائية ذات الصلة.
  • خبرة لا تقل عن 18 عاماً في تسليم مشاريع البنية التحتية.
  • خبرة مثبتة في بيئة إدارة مشاريع البناء (PMCM) أو إدارة البرامج الاستشارية (PMC) أو إدارة المشاريع من جانب العميل.
  • سجل حافل في تسليم مشاريع وبرامج البنية التحتية الكبرى في الشرق الأوسط، ويفضل المملكة العربية السعودية.
  • خلفية قوية في الطرق، المرافق، المجال العام، النقل، السكك الحديدية، المطارات، أو التطورات المختلطة في البنية التحتية.
  • خبرة في إدارة فرق متعددة التخصصات تشمل التصميم والبناء والتجارة ومراقبة المشروع.
  • خبرة قوية في إدارة أصحاب المصلحة مع العملاء والجهات الحكومية والاستشاريين والمقاولين.
  • سجل مثبت في إدارة مشاريع/برامج تزيد قيمتها عن مليار ريال سعودي.
  • معرفة ممتازة بحوكمة المشروع، إدارة العقود، إدارة المخاطر، إدارة التكاليف، ومراقبة المشروع.
  • إقامة قابلة للتحويل (T/F Iqama) - إلزامي.
  • تسجيل ساري المفعول في الهيئة السعودية للمهندسين (SCE) - إلزامي.

Job Description

We are seeking an accomplished Associate Director - Senior Project Manager to lead the delivery of complex infrastructure projects and programmes within a PMCM environment in Riyadh. The successful candidate will provide strategic leadership, acting as the Client's trusted advisor while overseeing multidisciplinary teams, consultants, and contractors across the full project lifecycle.

This is a senior leadership role requiring extensive experience in delivering large-scale infrastructure projects, strong stakeholder management capabilities, and a proven track record of successfully managing complex programmes within the Middle East.

Responsibilities

  • Provide executive leadership for the delivery of major infrastructure projects and programmes.
  • Serve as the primary interface with clients, government authorities, executive stakeholders, and key project partners.
  • Lead multidisciplinary project teams and ensure alignment with programme objectives.
  • Establish project governance structures and ensure effective decision-making processes.
  • Drive project performance across schedule, cost, quality, risk, safety, and stakeholder management.
  • Oversee the review and approval of project plans, schedules, budgets, procurement strategies, and delivery methodologies.
  • Direct consultants, contractors, and project controls teams to achieve programme objectives.
  • Lead executive-level reporting and provide strategic recommendations to client leadership.
  • Manage contractual and commercial matters, including change management, claims avoidance, and dispute resolution.
  • Ensure compliance with client standards, contractual requirements, and regulatory obligations.
  • Proactively identify and mitigate project risks while driving opportunities for value creation.
  • Support business development initiatives and contribute to securing future project opportunities.
  • Mentor and develop project management teams, fostering a culture of excellence and accountability.


Qualifications

  • Bachelor's Degree in Civil Engineering or a related Infrastructure Engineering discipline.
  • Minimum 18+ years of experience in infrastructure project delivery.
  • Proven experience in a PMCM/PMC or Client-side Project Management environment.
  • Demonstrated delivery of large-scale infrastructure projects and programmes in the Middle East , preferably Saudi Arabia.
  • Strong background in roads, utilities, public realm, transportation, rail, airports, or mixed infrastructure developments.
  • Experience managing multidisciplinary teams including design, construction, commercial, and project controls functions.
  • Strong stakeholder management experience with clients, government authorities, consultants, and contractors.
  • Proven track record of managing projects/programmes valued at SAR 1 Billion+.
  • Excellent knowledge of project governance, contract administration, risk management, cost management, and project controls.
  • Transferable Iqama (T/F Iqama) - Mandatory.
  • Valid Saudi Council of Engineers (SCE) Registration - Mandatory.
