تعلن شركة Hill International, Inc. عن توفر وظيفة Master Planning Monitoring & Reporting Engineer في الرياض، السعودية، للعمل على تخطيط ومراقبة أنظمة البنية التحتية للمياه والصرف الصحي في المناطق الحضرية.
المهام والمسؤوليات
- تصميم وإدارة أنظمة إمدادات المياه والصرف الصحي في المناطق الحضرية، بما في ذلك شبكات توزيع المياه ومجموعات الصرف الصحي ومعالجتها وإدارة مياه الأمطار والموارد المائية لضمان إمدادات مياه آمنة وفعالة واستدامة بيئية.
- تحليل الظروف الحالية، وتقييم الاحتياجات والمتطلبات، وتطوير حلول هندسية تُحسّن الوظيفية والاستدامة.
- إجراء دراسات الجدوى لتقييم جدوى وعملية مشاريع التنمية الحضرية، وتقييم الأثر البيئي والجدوى الاقتصادية والقيود الفنية وعوامل الامتثال التنظيمي، للمساعدة في اتخاذ القرارات وضمان توافق المشاريع المقترحة مع أهداف التخطيط العمراني.
- تقييم الأثر البيئي المحتمل لمشاريع التنمية الحضرية، بما في ذلك تلوث الهواء والماء واضطراب الموائل واستهلاك الطاقة، ووضع استراتيجيات وتوصيات للتقليل من الآثار السلبية وتعزيز ممارسات التنمية المستدامة.
- تحليل وتخطيط توزيع وترتيب أنظمة البنية التحتية الرطبة داخل المناطق الحضرية مع مراعاة الكثافة السكانية وأنماط استخدام الأراضي ومتطلبات النقل لتحديد الموضع الأمثل وتصميم عناصر البنية التحتية، بما في ذلك التنسيق مع شبكات الطرق والنقل العام وأنظمة المرافق والخدمات الأساسية الأخرى.
- ضمان الامتثال للوائح ذات الصلة وقوانين البناء والمعايير من خلال مراجعة تصاميم المشاريع والمواصفات وخطط البناء للتأكد من استيفائها للمعايير المطلوبة للسلامة وإمكانية الوصول والأثر البيئي، والعمل بشكل وثيق مع الجهات التنظيمية للحصول على التصاريح والموافقات اللازمة.
- التعاون مع مختلف الجهات المعنية بما في ذلك المخططون الحضريون والمهندسون المعماريون والمطورون والجهات الحكومية وأفراد المجتمع لتطوير حلول متكاملة تلبي احتياجات المجتمعات الحضرية، وتقديم الخبرات الفنية والمساهمة في تنسيق تنفيذ المشاريع وضمان التواصل الفعال والتعاون بين جميع الأطراف.
- استخدام تحليل البيانات وتقنيات النمذجة لتقييم والتنبؤ بأداء أنظمة البنية التحتية الحضرية، وتحليل البيانات المتعلقة بالنمو السكاني وأنماط المرور واستهلاك الطاقة وغيرها من العوامل ذات الصلة لإبلاغ قرارات التخطيط وتحسين تصميم وتشغيل أنظمة البنية التحتية.
- الإلمام بسياسات الجودة والبيئة والسلامة والصحة المهنية ذات الصلة في Hill International وضمان الامتثال المستمر لهذه المتطلبات أثناء العمل.
- أداء المهام الأخرى التي يكلف بها المشرف المباشر.
الشروط والمتطلبات
- درجة البكالوريوس أو الماجستير في الهندسة أو التخطيط العمراني من جامعة معتمدة.
- خبرة لا تقل عن 10 سنوات في مجال ذي صلة.
- خبرة في التخطيط الرئيسي لخدمات المياه والصرف الصحي.
المهارات المطلوبة
- القدرة على جمع بيانات المخططات الرئيسية وإعداد التقارير المتعلقة بها.
- القدرة على تطوير مؤشرات الأداء الرئيسية (KPIs) المتعلقة بالتخطيط الاستراتيجي ومراقبة أداء المجموعات الإقليمية بناءً على هذه المؤشرات.
- خبرة في إعداد تقارير أداء عالية الجودة.
- القدرة على التواصل بطلاقة باللغتين العربية والإنجليزية.
- مهارات تواصل شفهي وكتابي ممتازة.

Responsibilities
- Designing and managing water supply and wastewater systems in urban areas. Develop plans for water distribution networks, sewage collection and treatment systems, stormwater management, and water resource management to ensure safe and efficient water supply and environmental sustainability.
- Analyze existing conditions, assess needs and demands, and develop engineering solutions that optimize functionality and sustainability.
- Conduct feasibility studies to assess the viability and practicality of urban development projects.
- Evaluate environmental impact, economic feasibility, technical constraints, and regulatory compliance factors.
- Perform feasibility studies to help inform decision-making and ensure that proposed projects align with urban planning goals and requirements.
- Assess the potential environmental impact of urban development projects.
- Evaluate air and water pollution, habitat disruption, and energy consumption. They develop strategies and recommendations to minimize negative environmental effects and promote sustainable development practices based on their findings.
- Analyze and plan the layout and distribution of wet infrastructure systems within urban areas. They consider factors such as population density, land use patterns, and transportation demands to determine the optimal placement and design of infrastructure elements. This includes coordination with road networks, public transportation, utility systems, and other essential services.
- Ensure compliance with relevant regulations, building codes, and standards.
- Review project designs, specifications, and construction plans to ensure they meet the required standards for safety, accessibility, and environmental impact.
- They work closely with regulatory authorities to obtain necessary permits and approvals for urban development projects.
- Collaborate with various stakeholders, including urban planners, architects, developers, government agencies, and community members. Work together to develop integrated solutions that meet the needs and aspirations of urban communities.
- Provide technical expertise and contribute to the coordination of project implementation, ensuring effective communication and collaboration among all parties involved.
- Use data analysis and modelling techniques to assess and predict the performance of urban infrastructure systems.
- Analyze data related to population growth, traffic patterns, energy consumption, and other relevant factors to inform planning decisions and optimize the design and operation of infrastructure systems.
- Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within Hill International and ensures continued compliance with these requirements while employed by Hill.
- Perform other duties as assigned by the line manager/supervisor.
- Bachelor / master's degree in engineering or urban planning from an accredited university.
- Minimum 10 years’ experience in related field.
- Experience in the master planning of water and wastewater services.
- Ability to collect master plans data and produce related reports
- Ability to develop KPIs in relation to the strategic planning and monitor the performance of the regional clusters based on these KPIs.
- Experience with preparing high-quality performance reports
- Capable to fluently communicate in Arabic and English
- Excellent Verbal and written communication skills.
