تعلن شركة Parsons Corporation عن توفر وظيفة مهندس مرور أول (Senior Traffic Engineer) في الخبر، المنطقة الشرقية، السعودية.
المهام والمسؤوليات
- إعداد تقارير المرور بما في ذلك دراسات تأثير المرور، تقييمات تأثير المرور، تقارير المسح المروري، تقارير المنهجية، وغيرها.
- تطوير نمذجة الطلب على السفر باستخدام برامج PTV VISUM وEMME وغيرها من الحزم البرمجية.
- إجراء تحليل حركة المرور التشغيلية لشبكة الطرق باستخدام برامج مثل Sidra وSynchro وHCS وPTV VISSIM.
- إجراء دراسات مواقف السيارات من حيث الطلب والعرض، تصميم المواقف داخل المباني، تدفق المرور الداخلي، وتحديد عدد نقاط الدخول/الخروج.
- المعرفة الشاملة بدليل سعة الطرق السريعة (HCM) ودليل أجهزة التحكم المرورية الموحدة (MUTCD) في المملكة.
- الخبرة في أجهزة التنقل الصغيرة مثل الدراجات والدراجات الكهربائية والدراجات البخارية الكهربائية التي توفر وسائل نقل مريحة للاتصال من أول ميل إلى آخر ميل.
- إعداد مخططات اللوحات الإرشادية وعلامات الطرق.
- إعداد خطط التحكم المروري المؤقتة (TTCP).
- الحفاظ على ضمان الجودة من المستوى الأول للتأكد من أن جميع الأعمال ضمن تخصصه تتم وفقًا لمعايير صناعة المرور والنقل.
- التعاون مع فرق متعددة التخصصات لتنفيذ المشاريع من المفهوم إلى الاكتمال.
- دعم مديري المشاريع والموظفين الكبار من خلال المشاركة في اجتماعات العملاء لمناقشة متطلبات المشروع والتسليمات وغيرها.
- العمل ضمن فرق المشاريع القائمة لتقديم مهام التخطيط والتصميم وتحليل التقاطعات.
- التواصل مع الجهات المحلية مثل RCRC وRCMC والبلديات ووزارة النقل وغيرها من الجهات الرسمية في المملكة حسب الحاجة.
- الإشراف على إعداد وتقديم وثائق المشروع بما يتوافق مع الجهات المحلية المختصة.
- أداء المهام الأخرى ذات الصلة بناءً على متطلبات المنظمة.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة المدنية أو هندسة النقل من مؤسسة معترف بها.
- خبرة لا تقل عن 8 سنوات، منها 5 سنوات على الأقل في مشاريع الطرق/النقل الرئيسية داخل دول مجلس التعاون الخليجي.
- خبرة في التخطيط الرئيسي على نطاق واسع، المشاريع الضخمة، والتطويرات متعددة الاستخدامات.
- خبرة في إدارة مواقف السيارات، تحليل الطلب والعرض، تصميم المواقف داخل المباني، تدفق المرور الداخلي، وتحديد عدد نقاط الدخول/الخروج.
- معرفة معمقة بمعايير وإرشادات النقل الدولية ذات الصلة بما في ذلك دليل سعة الطرق السريعة (HCM).
- معرفة المعايير والإرشادات المحلية في المملكة بما في ذلك SHC وRCRC وRTGM وRCMC وغيرها من الإرشادات والإجراءات المطبقة لدراسات النقل.
- إجادة اللغة الإنجليزية كتابةً وتحدثًا.
- مهارات قوية في كتابة التقارير وإعداد العروض التقديمية الفنية للعملاء وأصحاب المصلحة.
- القدرة على فهم أهداف العمل وترجمتها إلى متطلبات فنية وخطط مشاريع.
- القدرة على العمل تحت الضغط مع اهتمام قوي بالتفاصيل واتخاذ قرارات حاسمة.
المهارات المطلوبة
- خبرة في التعامل مع أدوات تحليل المرور مثل SYNCHRO وPTV VISUM وPTV VISSIM وHCS وSidra وغيرها من برامج نمذجة هندسة المرور.
- خبرة مثبتة في دراسات تأثير المرور والتحليل التشغيلي للمرور.
- إجادة ممتازة في التواصل الكتابي والشفوي باللغة الإنجليزية مع القدرة على إنتاج تقارير فنية واضحة وعروض تقديمية.
- يفضل خبرة سابقة في استخدام EMME.
- يفضل خبرة سابقة في العمل في المملكة العربية السعودية.
- مهارات تحليلية وحل مشكلات متقدمة.

Job Description

In this role, you will deliver traffic and transport studies for major infrastructure and development projects, including traffic impact assessments, operational analyses, and transport modelling for roads, intersections, and corridors. You will work closely with multidisciplinary design teams and clients to develop practical, data-driven solutions that improve network performance, safety, and mobility.
What You'll Be Doing
- As Traffic Engineer, the ideal candidate will develop traffic reports including traffic impact studies, traffic impact assessments, traffic survey report, methodology report etc.
- Develop travel demand modeling using PTV VISUM, EMME and other software packages.
- Perform traffic operational analysis for road network using software’s such as Sidra, Synchro, HCS and PTV VISSIM.
- Conducting parking studies in terms of parking demand and supply, parking design within buildings, traffic circulation, determining the number of accesses/egresses.
- Comprehensive knowledge of Highway Capacity Manual (HCM) and Manual on Uniform Traffic Control Devices (MUTCD) KSA.
- Experienced with Micro-Mobility devices like bicycles, e-bicycles, and e-scooters, which offer convenient transportation for first and last-mile connectivity.
- Prepare traffic signage and road marking plans.
- Prepare Temporary Traffic Control Plans (TTCP).
- Maintains first level quality assurance to confirm perform all work within his/her discipline in accordance with the traffic and transportation industry standards.
- Collaborate with cross-disciplinary teams to bring projects from concept to completion.
- Supporting project managers and senior staff by participating in client meetings to discuss project requirements and deliverables, etc.
- Working within established project teams to deliver planning, design and junction analysis tasks.
- Liaises with RCRC, RCMC, Municipalities, MOT and other KSA local authorities’ officials, where required.
- Oversee the preparation and submission of project documentation compliance with relevant local authorities.
- Perform other related duties based on the requirements of the organization.
- Bachelor's Degree in Civil or Transportation engineering from a recognized institution.
- Minimum 8+ years of experience and a minimum of 5 years of major roads/transportation projects within the GCC.
- Experience on large scale master planning, mega projects, and mixed-use developments.
- Experience in parking management, parking demand and supply analysis, parking design within buildings, internal traffic circulation, and determining the number of accesses/egresses.
- Must have thorough working knowledge with traffic analysis tools such as SYNCHRO, PTV VISUM, PTV VISSIM, HCS, Sidra and other traffic engineering - modeling software.
- Proven experience with Traffic Impact Studies and traffic operational analysis.
- Familiarity with relevant international traffic and transport standards and guidelines, including the Highway Capacity Manual (HCM).
- Knowledge of KSA local standards and guidelines, including SHC, RCRC, RTGM, RCMC and other applicable guidelines and procedures for transport studies.
- English language written and oral communications skills.
- Strong report writing skills and experience preparing technical presentations for clients and stakeholders.
- Ability to understand business goals and translate them into technical requirements and project plans.
- Ability to work well under pressure with strong attention to detail, making decisive decisions.
- Excellent written and oral communication skills in English, with the ability to produce clear technical reports and presentations.
- Experience with EMME will be an added advantage.
- Prior experience working in Saudi Arabia is preferable.
- Advanced analytical and problem-solving skills.
- Demonstrated team leader experience and skills.
