يسعى مشروع القدية إلى تعيين مدير لوجستيات للمنطقة (Director - Logistics) لقيادة تطوير وتنفيذ استراتيجية اللوجستيات الخاصة بالإنشاءات في مدينة الرياض.
المهام والمسؤوليات
- قيادة تطوير وتنفيذ استراتيجية اللوجستيات للإنشاءات على مستوى المنطقة المخصصة.
- وضع نموذج التشغيل اللوجستي للمنطقة، وأولوياته، وترتيبات الحوكمة، ومتطلبات الأداء.
- ترجمة متطلبات اللوجستيات على مستوى المدينة إلى خطط وإجراءات منسقة للمنطقة.
- تقديم المشورة اللوجستية الاستراتيجية لفريق قيادة المنطقة وفرق المشروع وشركاء التنفيذ.
- إدارة وتطوير فريق اللوجستيات بالمنطقة، مع تحديد المسؤوليات بوضوح وقنوات التصعيد وصلاحيات اتخاذ القرار.
- الإشراف على إعداد ومراجعة وتنفيذ خطط اللوجستيات للمنطقة وخطط الإدارة المرتبطة بها.
- دمج متطلبات اللوجستيات مع المخططات الرئيسية وبرامج التطوير واستراتيجيات المشتريات وحزم الإنشاءات.
- الإشراف على طرق الوصول للإنشاءات، وطرق نقل المواد، وإدارة المرور، والمرافق المؤقتة، ومناطق التجميع والمرافق اللوجستية.
- توجيه تخطيط السيناريوهات ودراسة البدائل عند وجود قيود على الوصول أو اللوجستيات قد تؤثر على تسليم البرنامج.

- حل النزاعات اللوجستية الكبيرة وتمثيل متطلبات اللوجستيات في اجتماعات الحوكمة ومراحل البوابات.
- وضع ترتيبات المراقبة والضمان وإعداد التقارير لأداء اللوجستيات في المنطقة.
- ضمان تنفيذ خطط اللوجستيات للمقاولين وفقاً للمتطلبات المعتمدة.
- توجيه الإجراءات التصحيحية في حال عدم الامتثال أو وجود قصور تشغيلي.
- ضمان الإدارة الفعالة للمخاطر اللوجستية والطوارئ والسلامة والأمن والبيئة والتصاريح والمتطلبات التنظيمية.
- الإشراف على تخطيط اللوجستيات لمراحل الاختبار والتشغيل وتفعيل المنشآت والتسليم المرحلي للأصول.
- تنسيق انتقال أو إزالة أو تحويل الترتيبات اللوجستية المؤقتة عند تحول الأصول إلى التشغيل.
- وضع الأهداف ومؤشرات الأداء الرئيسية ومتطلبات التقارير التنفيذية.
- دفع التحسين المستمر عبر تحليل الأداء والدروس المستفادة وأدوات إعداد التقارير الرقمية.
الشروط والمتطلبات
- درجة البكالوريوس في إدارة الإنشاءات أو الهندسة المدنية أو اللوجستيات أو تخطيط النقل أو تخصص ذي صلة.
- خبرة مهنية لا تقل عن 18 عاماً، تتضمن خبرة قيادية كبيرة في مجال لوجستيات الإنشاءات.
- خبرة مثبتة في قيادة استراتيجية اللوجستيات وتنفيذها في مشاريع تطوير كبيرة ومعقدة أو متعددة الحزم.
- خبرة قوية في التخطيط الرئيسي للوجستيات، وإدارة مرور الإنشاءات، وتخطيط الوصول، وتنسيق طرق النقل.
- قدرة مثبتة على قيادة فرق متعددة التخصصات وتنسيق أعمال مقاولين وأطراف معنية متعددة.

The District Logistics Director leads the development, governance and implementation of the construction logistics strategy across an assigned district or portfolio of districts. The role provides strategic leadership for district logistics planning, construction access, traffic management, haul routes, temporary land use, contractor interfaces and operational readiness, ensuring that logistics requirements are integrated with district development programs, infrastructure delivery, venue activation and asset handover.

- Lead the development and implementation of the district construction logistics strategy
- Establish the district logistics operating model, priorities, governance arrangements and performance requirements
- Translate city-wide logistics requirements into coordinated district plans and delivery actions
- Provide strategic logistics advice to district leadership, project teams and delivery partners
- Lead, manage and develop the district logistics team, with clear accountabilities, escalation routes and decision authorities
- Direct the preparation, review and implementation of District Logistics Plans and associated management plans
- Integrate logistics requirements with master plans, development programs, procurement strategies and construction packages
- Oversee construction access, haul routes, traffic management, temporary facilities, staging areas and logistics compounds
- Direct scenario planning and optioneering where access or logistics constraints could affect program delivery
- Act as the senior district point of contact for construction logistics matters
- Lead coordination with contractors, consultants, district teams, infrastructure teams, operators and authorities
- Chair district logistics meetings and ensure actions, risks and decisions are recorded and closed
- Resolve significant logistics conflicts and represent logistics requirements at governance and stage-gate meetings
- Establish monitoring, assurance and reporting arrangements for district logistics performance
- Ensure contractor logistics plans are implemented in accordance with approved requirements
- Direct corrective action for non-compliance or operational deficiencies
- Ensure logistics risks, contingencies, safety, security, environmental, permitting and regulatory requirements are effectively managed
- Oversee logistics planning for testing, commissioning, venue activation and phased asset handover
- Coordinate the transition, removal or conversion of temporary logistics arrangements as assets become operational
- Establish objectives, key performance indicators and executive reporting requirements
- Drive continuous improvement through performance analysis, lessons learned and digital reporting tools
- Bachelor's degree in Construction Management, Civil Engineering, Logistics, Transport Planning or a related discipline
- Minimum 18 years of relevant professional experience, including significant leadership experience in construction logistics
- Proven experience leading logistics strategy and delivery on large-scale, complex or multi-package developments
- Strong experience in logistics master planning, construction traffic management, access planning and haul-route coordination
- Proven ability to lead multidisciplinary teams and coordinate multiple contractors and stakeholders
- Strong understanding of construction sequencing, infrastructure interfaces and phased development programs
- Demonstrated experience in risk management, operational readiness and phased asset handover
- Excellent leadership, communication, negotiation, reporting and problem-solving skills
