Senior ICT Engineer

تعلن شركة Parsons Corporation عن توفر وظيفة Senior ICT Engineer في تبوك، المملكة العربية السعودية، للعمل على مشاريع البنية التحتية للمياء. سيكون المرشح مسؤولاً عن الضمان الفني والاختبار والتشغيل والتسليم لأنظمة ICT والاتصالات والقياس عن بُعد في محطات الضخ وخطوط نقل المياه ومحطات معالجة وإعادة تدوير المياه.
المهام والمسؤوليات
- مراجعة تصاميم ICT والاتصالات والشبكات للتأكد من مطابقتها للمعايير، وررع الملاحةظات الفنية وحل مشاكل الواجهات مع مصممي المقاولين.
- قيادة طلبات التفتيش (RFIs) لتركيبات ICT بما في ذلك كابلات الألياف البصرية والنحاسية، والغرف، والخزائن، والمعدات، والتحق من مطابقتها لرسومات IFC.
- مراجعة المستندات المقدمة للمود وخطط التفتيش والاختبار (ITPs) وطرق العمل وشتهادات اختبار المصنع لأنظمة ICT.
- ررع ومتاعة تقارير عدم المطابقة (NCRs) لأعمال ICT والتأكد من الأسباب الجذرية والإجراءات التصحيحية حتى الإغلاق.
- مراجعة إجراءات الاختبار والتشغيل وحضور اختبارات القبول في المصنع والموقع (FAT/SAT) لأنظمة ICT.
- الإشراف على اختبارات الألياف البصرية (OTDR) واعتماد كابلات الشبكات المهيكلة واختبار أداء الشبكة.
- قيادة تشغيل البنية التحتية الرقمية بما في ذلك شابكات LAN/WAN واللاسلكية والراديو وشبكات القياس عن بُعد.
- التنسيق لاختبار القياس عن بُعد والاتصالات مع أنظمة PLC وSCADA مع فرق الأجهزة والتحكم ومتكاملي الأنظمة.
- التحقق من تكامل أنظمة الأمن (CCTV، التحكم في الوصول) والامتثال لمتطبات الأمن السيبراني OT.
- قيادة استكشاف الأخطاء وحل مشاكل التشغيل مع المقراولين والموردين.
- فرض قواعد السلامة في الموقع وإجراءات التصريح بالعمل و LOTO أثناء أنشطة الاختبار.
- إدارة القائمة الرئسية للعيو (master punch list) لأعمال ICT حتى الإغلاق.
- مراجعة والتحقق من الرسمات حسب البناء وسجلات الاختبار وإعدادات الشبكة وجداول IP وأدل التشغيل والصيانة قبل التسليم، ودعم تدريب المشغلين لشركة ENOWA.
- العمل كنقطة اتصال تقنية ICT للحزم المخصصة، وحضور اجتماعات التنسيق وتقديم تقارير التقدم والمخاطر والمشكلات إلى مدير الهندسة.
- تقديم التوجيه الفني والإرشاد للمهندسين والمفتشين المبتدئين.
الشروط والمتطلبات
- خبرة لا تقل عن 10 سنوات في هندسة ICT/الاتصالات، منها 5 سنوات على الأقل في QA/QC والاختبار والتشغيل على مشاريع البنية التحتية أو المرافق أو المشاريع الصناعية.
- خبرة مثبتة في شابكات الألياف البصرية، الكابلات المهيكلة، الشبكات IP (LAN/WAN)، الأنظمة اللاسلكية وأنظمة القياس عن بُعد.
- معرفة عملية بالتكامل بين ICT وأنظمة PLC وSCADA والأجهزة، ويفضل في أصول المياه أو المرافق.
- معرفة عملية بكود ابناء السعودي (SBC) وإرشادات MEWA والمعايير الدولية ذات الصلة (مثل TIA/EIA, ISO/IEC, IEC 62443).
- مهارات قوية في التنسيق وإعداد التقارير وحل المشكلات، مع القدرة على إدارة حزم ICT بشكل مستقل.
- الدور يعتمد على التواجد في الموقع (site based).
- درجة البكالوريوس في الاتصالات أو الهندسة الكهربائية أو الإلكترونيات أو هندسة الحاسوب.
- التسجيل في الهيئة السعودية للمهندسين.

Education/Experience
Job Description:
- 10+ years of experience in ICT / telecommunications engineering, including at least 5 years in QA/QC and Testing & Commissioning on infrastructure, utilities or industrial projects.
- Proven experience with fibre optic networks, structured cabling, IP networking (LAN/WAN), wireless and telemetry systems.
- Working knowledge of ICT integration with PLC, SCADA and instrumentation systems, ideally within water or utility assets.
- Working knowledge of the Saudi Building Code (SBC), MEWA guidelines and relevant international standards (e.g. TIA/EIA, ISO/IEC, IEC 62443).
- Strong coordination, reporting and problem-solving skills, with the ability to manage assigned ICT packages independently.
- Role is site based
- Bachelor’s degree in Telecommunications, Electrical, Electronics or Computer Engineering.
- Saudi Council of Engineers registration and industry certifications (e.g. BICSI RCDD, CCNA/CCNP) desirable.
ICT Design Review & Construction Quality Assurance (QA/QC)
- Review ICT, telecommunications and network designs, drawings and specifications for compliance with NEOM standards, raising technical comments and resolving interface issues with Contractors’ Designers.
- Lead Requests for Inspection (RFIs) for ICT installations, including fibre optic and copper cabling, containment, telecom rooms, cabinets and network equipment, verifying compliance with IFC drawings.
- Review material submittals, ITPs, method statements and vendor factory test certificates for ICT materials and systems.
- Raise and track Non-Conformance Reports (NCRs) for ICT works, verifying root cause and corrective actions through to close-out.
- Review testing and commissioning procedures and witness Factory and Site Acceptance Tests (FAT/SAT) for ICT systems.
- Witness and sign off fibre optic (OTDR) testing, structured cabling certification and network performance testing.
- Lead commissioning of the digital backbone, including LAN/WAN, wireless, radio and telemetry networks.
- Coordinate telemetry and communications testing to PLC and SCADA systems with Instrumentation & Controls and System Integrators.
- Verify integration of security systems (CCTV, access control) and compliance with OT cybersecurity requirements.
- Lead fault finding and resolution of commissioning issues with Contractors and Vendors.
- Enforce site safety rules, permit-to-work and Lock-Out/Tag-Out (LOTO) procedures during testing activities.
- Manage the ICT master punch list through to closure.
