تعلن هيئة الزكاة والضريبة والجمارك عن حاجتها إلى مشرف هندسة أمن تقنية المعلومات (IT Security Architecture Supervisor) في مدينة الرياض.
نبذة عن الوظيفة
- يتولى شاغل الوظيفة قيادة أنشطة العمل والعمل باستقلالية مع توجيه بسيط نحو أهداف طويلة المدى محددة مسبقاً.
- يشرف على تنفيذ الخطط التشغيلية وإجراء تحسينات جوهرية على السياسات والإجراءات والمعايير والتقارير المعتمدة.
- يقدم الدعم الفني المتخصص في البحث ومقارنة أحدث توجهات ومعايير أمن تقنية المعلومات، ويشرف على تطوير أدلة وسياسات وإجراءات أمن تقنية المعلومات الخاصة بالهيئة للحفاظ على حماية كاملة لبيئة تقنية المعلومات، ويقدم التوصيات الفنية أثناء تطوير هندسة أمن تقنية المعلومات، ويدير تحليل وتشخيص حوادث أمن المعلومات والمخاطر الأمنية، ويشرف على إعداد تقييمات دورية لمخاطر تقنية المعلومات، ويقدم التوصيات أثناء إعداد وتنفيذ برنامج الامتثال لأمن تقنية المعلومات بما يحقق التوازن بين الاستثمارات وأهداف الامتثال.
- يتابع تنفيذ الإجراءات التصحيحية لمعالجة مخاطر أمن تقنية المعلومات.
المهام والمسؤوليات
- تطوير هندسة أمن تقنية المعلومات:
- إجراء البحث والمقارنة المرجعية في مجال أمن تقنية المعلومات، وجمع المعلومات اللازمة، وتطوير هندسة أمن تقنية المعلومات والأدلة والسياسات والإجراءات بما يضمن توافقها مع استراتيجية تقنية المعلومات.
- جمع المدخلات اللازمة لتحليل حوادث أمن تقنية المعلومات وتحديد مخاطره، وتصميم أدوات إدارة هذه المخاطر لضمان الاتساق في تحديد مخاطر أمن المعلومات ومعالجتها.
- جمع متطلبات إعداد تقييم دوري لمخاطر تقنية المعلومات، وتحديد الإعدادات المناسبة لتجهيز بيئة تقنية المعلومات، وتنفيذ التقييم بالتعاون مع الجهات المعنية، ومتابعة النتائج لتسجيل جميع مخاطر وتهديدات أمن تقنية المعلومات.
- فهم متطلبات برنامج الامتثال لأمن تقنية المعلومات، والتعاون مع جميع الجهات المعنية في الهيئة لتجهيز بيئة تقنية المعلومات وتنفيذ البرنامج مع الموازنة بين الاستثمارات وأهداف الامتثال.
- جمع معلومات أداء هندسة أمن تقنية المعلومات، وتحليل التحديات، وتحديث الهندسة لمعالجة المشكلات.
- التنظيم والعمليات:
- الالتزام بجميع السياسات والعمليات وإجراءات التشغيل المعتمدة لضمان تنفيذ العمل بطريقة منضبطة ومتسقة.
- المساعدة في حل المشكلات المصعّدة وتقديم الدعم اللازم للفريق الأقل خبرة لضمان تنفيذ العمل بكفاءة.
- تصعيد المشكلات المعقدة إلى الشخص المختص لضمان إغلاق الحالات والقضايا بشكل سليم.
- تنفيذ المهام الأخرى حسب الطلب.
- إدارة الأفراد:
- تدريب الموظفين الأقل خبرة على مختلف أنشطة العمل لضمان نقل المعرفة العملية، عند الاقتضاء.
- توفير التوجيه الواضح، وتحديد أولويات المهام، وإسناد المسؤوليات وتفويضها، ومتابعة سير العمل لدى المرؤوسين والموظفين الأقل خبرة.
- دعم الموظفين الأقل خبرة أو المرؤوسين المباشرين لتنفيذ مهامهم وفقاً للسياسات والإجراءات المعتمدة.
الشروط والمتطلبات
- المؤهل العلمي:
- بكالوريوس في علوم الحاسب، أو تقنية المعلومات، أو ما يعادلها (مطلوب).
- ماجستير في تقنية المعلومات، أو علوم الحاسب، أو إدارة الأعمال، أو ما يعادلها (مفضّل).
- الخبرة:
- لا تقل عن 5 سنوات من الخبرة ذات الصلة.

Purpose of Job
Jobholders at this level are responsible for leading work activities and working autonomously with minor direction towards predetermined long-term objectives.
Jobholders oversee the implementation of operational plans and the provision of significant improvements to set policies, procedures, standards and reports.
Their main operational role includes providing expert support to the research and benchmark on IT security new trends and standards. Supervise the development of ZATCA IT security guidelines, policies and procedures to maintain full protection of IT environment. Provide expert recommendations during the development of ZATCA IT security architecture. Manage the analysis and diagnoses of IT security incidents and security risks. Supervise the development of periodical IT risk assessments. Provide recommendations during the development, preparation and execution of IT security compliance program to balance between investments and compliance targets.
Follow up on the implementation of corrective actions to overcome IT security risks.

IT Security Architecture Development
- Conduct research and benchmark on IT security, collect needed information, and develop IT security architecture, guidelines, policies and procedures ensuring proper alignment with IT strategy to maintain full protection of IT environment
- Gather necessary inputs to analyze IT security incidents, identify IT security risks, and accordingly design IT security risks management tools in order to ensure consistency for identifying and addressing information security risks
- Collect the requirements to develop periodical IT risk assessment, define appropriate configurations to prepare the IT environment, perform the assessment in cooperation with stakeholders and monitor the results to register all IT security risks and threats
- Understand the requirements of IT security compliance program, collaborate with all ZATCA’s stakeholders to prepare the IT environment, and implement the program while balancing between investments and compliance targets
- Collect all information of IT security architecture performance, analyze the challenges and accordingly update the architecture to resolve issues
- Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
- Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
- Escalate complex problems to the relevant person to ensure cases/issues are closed properly
- Perform other duties as requested
- Train junior staff on the different job activities to ensure transfer of know-how, when applicable
- Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff
- Support junior staff or direct reports in order to execute their duties according to set policies and processes
Education
- Bachelor’s degree in Computer Science, Information Technology, or equivalent is required
- Master’s degree in Information Technology, Computer Science, Business Administration, or equivalent is preferred
Minimum 5 years of relevant experience.
