تعلن هيئة الزكاة والضريبة والجمارك عن وظيفة أخصائي قيادي في تحليلات البيانات (Data Analytics Lead Specialist) في مدينة الرياض.
المهام والمسؤوليات
- الإشراف على إدارة التحليلات المتقدمة وتعزيز تبنيها في الهيئة من خلال اقتراح حالات الاستخدام والأدوات المناسبة لرفع الكفاءة التشغيلية.
- مراجعة وتحسين محفظة التحليلات المتقدمة الحالية وتقييم فعالية الحلول التحليلية المستخدمة في الوحدات الأخرى.
- مراجعة البنية التحتية الحالية لتطوير واستضافة المنتجات التحليلية واقتراح منصات تعاون جديدة (مثل Alteryx وSAS وData Robot) لضمان كفاءة التعاون وأرشفة المنتجات.
- زيادة الوعي بالتحليلات المتقدمة عبر عقد جلسات تدريبية وتحفيز الإدارات المختلفة على تحسين عملياتها باستخدام التحليلات.
- استكشاف حالات الاستخدام للتحليلات المتقدمة وترتيب أولوياتها لدعم تحقيق الأهداف الاستراتيجية للهيئة.
- تطوير حلول تحليلية نموذجية (Proof-of-Concept) للتحقق من فعالية حالات الاستخدام المقترحة.
- بناء نماذج وحلول تحليلية معقدة ومؤثرة باستخدام تقنيات التعلم الآلي والتعلم العميق لأصحاب المصلحة الداخليين والخارجيين.
- تحديد وتوثيق متطلبات تطوير المنتجات المبنية على التحليلات المتقدمة.
- إجراء تحليلات بيانات تفاعلية معقدة أو تطوير نماذج تحليلية للإجابة على أسئلة استراتيجية لأصحاب المصلحة.
- تعريف وثائق متطلبات الأعمال (BRD) واتفاقيات مستوى الخدمة (SLA) لمنتجات التحليلات المتقدمة بالتعاون مع الإدارات الأخرى.
- ترجمة وثائق متطلبات الأعمال واتفاقيات مستوى الخدمة إلى مهام لضمان تسليم المنتجات ضمن الإطار الزمني ومعايير الجودة.
- إدارة الطلبات الخارجية وتحسين توزيع عبء العمل والتواصل مع الإدارات الأخرى لضمان التوافق وتسليم المنتجات بكفاءة.
- التنسيق مع أصحاب المصلحة بشأن خطة التسليم والأهداف والنتائج المرجوة ومراقبة رضاهم واتخاذ إجراءات تصحيحية.
- اتباع السياسات والإجراءات المعيارية لضمان سير العمل بشكل منضبط ومتسق.
- المساعدة في حل المشكلات المعقدة ودعم الفريق المبتدئ لضمان كفاءة العمل وإحالة المشكلات المعقدة للشخص المعني.
- توجيه الموظفين المبتدئين وتدريبهم على الأنشطة الوظيفية المختلفة وتحديد الأولويات وتفويض المهام ومراقبة سير العمل.
الشروط والمتطلبات
- درجة البكالوريوس في علوم الحاسب أو علم البيانات أو ما يعادلها (مطلوب).
- يفضل درجة الماجستير أو الدكتوراه في علوم الحاسب أو علم البيانات أو إدارة الأعمال أو ما يعادلها.
- خبرة لا تقل عن 4 سنوات في مجال ذي صلة.

Advanced Analytics Management
- Grow the adoption of advanced analytics across ZATCA by proactively thinking of use cases and tools that could enhance operational effectiveness
- Review and enhance of the current advanced analytics portfolio
- Assess the utilization and effectiveness of advanced analytics solutions across other business units and potentially improve the effectiveness of these solutions
- Review current infrastructure used to develop and host analytical products and propose new collaboration platforms (Alteryx, SAS, Data Robot, etc.), to ensure efficient collaboration and archiving/utilization of products
- Increase awareness of advanced analytics across ZATCA by running educational session about analytical topics incentivizing various departments to think of ways to improve their operations through AA
- Explore and prioritize advanced analytics use cases to support in achieving ZATCA’s strategic objectives
- Develop Proof-of-Concept analytical solutions to validate the effectiveness and impact of ideated use cases
- Develop complex and impactful analytical models and solutions, leveraging machine learning and/or deep-learning techniques for internal or external stakeholders
- Define and scope the requirements to develop AA enabled products
- Perform complex reactive data analysis or develop analytical models to support external and/or internal stakeholders in answering strategic questions
- Define the BRDs and SLAs for a variety of AA products in collaboration with other departments and stakeholders
- Translate BRDs and SLAs into a set of actions and tasks to deliver products within the required timeframe and quality standards
- Manage external requests and optimize the workload allocation
- Manage communication with other departments and stakeholders to ensure alignment and efficient delivery of requests and AA products
- Align with stakeholders on delivery plan, objectives, and desired outcomes
- Monitor the satisfaction of external stakeholders and implement corrective measures to improve the delivery
- Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
- Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
- Escalate complex problems to the relevant person to ensure cases/issues are closed properly
- Perform other duties as requested
- Train junior staff on the different job activities to ensure transfer of know-how, when applicable
- Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff
- Support junior staff or direct reports in order to execute their duties according to set policies and processes
Education
- Bachelor’s degree in Computer Science, Data Science, or equivalent is required
- Master’s/PhD degree in Computer Science, Data Science, Business Administration, or equivalent is preferred
