نبذة عن الوظيفة
كبير المهندسين الكهربائيين (محطات التحويل) مسؤول عن قيادة الإشراف على إدارة المشاريع (PMC) لمشروع تحديث محطة تحويل المطار وشبكة الجهد المتوسط، وضمان التنفيذ الناجح لجميع أنشطة الهندسة والمشتريات والبناء والاختبار والتشغيل. تشمل المسؤولية إدارة أداء المشروع والتنسيق مع أصحاب المصلحة والحوكمة الفنية والامتثال للمتطلبات التنظيمية والتشغيلية والسلامة مع الحفاظ على استمرارية عمليات المطار. يعمل كواجهة رئيسية بين العميل والمقاولين والجهات التنظيمية وأصحاب المصلحة لضمان تسليم البنية التحتية الكهربائية الحيوية بأمان وفي الوقت المحدد وبتكلفة فعالة.
المهام والمسؤوليات
- قيادة أنشطة PMC لتنفيذ عقد EPC/LSTK لإنشاء محطة تحويل جديدة للمطار (34.5/13.8kV) وتحديث شبكة الجهد المتوسط.
- إدارة نطاق المشروع والجدول الزمني والتكلفة والجودة والسلامة والتنسيق مع أصحاب المصلحة.
- مراجعة واعتماد خطط تنفيذ المشروع، وخطط تنفيذ التصميم، وخطط المشتريات، ومنهجيات البناء.
- مراقبة معالم المشروع، وتقارير التقدم، وإدارة المخاطر، والامتثال للعقد.
- التواصل مع عمليات المطار، والهندسة، وتقنية المعلومات، والأمن السيبراني، والصحة والسلامة والبيئة، والشركة السعودية للكهرباء (SEC)، ومطار، وأصحاب المصلحة الخارجيين.
- رئاسة اجتماعات مراجعة المشروع الأسبوعية والشهرية.
- الإلمام بسياسات وإجراءات الجودة والبيئة والسلامة والصحة المهنية المعمول بها في Hill International وضمان الامتثال المستمر لها.
- أداء مهام أخرى يكلف بها من مدير المشروع أو المدير المباشر.
- إدارة ومراجعة جميع المخرجات الهندسية التفصيلية في مراحل 60% و90% وإصدار IFC.
- مراجعة تقارير التحقق من دراسة FEED وضمان الامتثال لأهداف المشروع.
- ضمان الامتثال لمعايير SEC وكود البناء السعودي ومعايير IEC وIEEE وNFPA ومتطلبات تشغيل المطار.
- قيادة المراجعات الهندسية متعددة التخصصات (كهرباء، مدني، إنشاءات، ميكانيكي، تكييف، حماية من الحرائق، اتصالات، SCADA/ADMS، أنظمة الأمن السيبراني).
- مراجعة الاستفسارات الفنية (TQs)، والانحرافات التصميمية، ومقترحات القيمة الهندسية، ودراسات قابلية البناء.
- تقديم القيادة الفنية لأنظمة المحطات الفرعية، والمفاتيح الكهربائية المعدنية المغلقة 34.5kV و13.8kV، وأنظمة القضبان الناقلة، وأنظمة الحماية والتحكم، وأنظمة التيار المتردد/المستمر المساعدة، والبطاريات والشواحن، ومحولات خدمة المحطة، والمحولات (30/40MVA و20/26.6MVA)، والمحولات المغمورة بالزيت والجافة، وحلقات التوزيع 34.5kV و13.8kV، ووحدات RMU الذكية الآلية، وقنوات الكابلات تحت الأرض، ومسارات الكابلات في الأنفاق الخدمية، وتوصيلات الكابلات وتجنيطها، وأنظمة الجهد المنخفض، ولوحات التوزيع الرئيسية، وخطط النقل التلقائي، وأنظمة الطاقة الطارئة، وتكامل UPS.
- مراجعة واعتماد دراسات ETAP (تحليل تدفق الأحمال، وتحليل قصر الدائرة، ودراسات القوس الكهربائي، وتحليل التوافقيات، ودراسات تنسيق المرحلات، ودراسات بدء المحركات، ودراسات التأريض).
- التحقق من فلسفات الحماية وإعدادات المرحلات وضمان موثوقية النظام ومتطلبات التكرار N-1.
- مراجعة تكامل SCADA واستراتيجيات التحكم التشغيلي.
- الإشراف على أنشطة البناء في الموقع بما في ذلك مباني المحطات والمحولات ووحدات RMU وتركيب كابلات MV/LV وأعمال الأنفاق الخدمية وعبور HDD وقنوات الكابلات وأنظمة التأريض وأنظمة الحماية من الحرائق مع ضمان عدم تعطل عمليات المطار.
- إدارة تخطيط قطع التيار وبرامج التبديل وأنشطة التغذية وضمان الامتثال لرسومات IFD المعتمدة وبيانات الطرق.
- الإشراف على اختبارات القبول في المصنع (FAT) واختبارات القبول في الموقع (SAT) ومراجعة إجراءات التشغيل وخطط التغذية.
- قيادة الاختبار المتكامل للمحولات والمفاتيح الكهربائية ومرحلات الحماية ووحدات RMU وأنظمة SCADA وشبكات الاتصالات وضمان نجاح النقل والانتقال إلى الأنظمة التشغيلية.
- التنسيق مع SEC وعمليات المطار للحصول على موافقات التغذية.
- الحفاظ على سجل مخاطر المشروع وقيادة ورش العمل الشهرية للمخاطر.
- إدارة مراجعات قابلية البناء وخطط إدارة الواجهات بالتنسيق مع SEC والشبكة الوطنية وعمليات المطار وتقنية المعلومات والأمن السيبراني وعمليات الجانب الجوي وسلطات المرافق والاستشاريين والمقاولين.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة الكهربائية. يفضل درجة الماجستير في هندسة أنظمة الطاقة.
- خبرة لا تقل عن 15 عامًا في مشاريع البنية التحتية الكهربائية.
- خبرة لا تقل عن 10 سنوات في إدارة المشاريع أو أدوار PMC. خبرة 5 سنوات في مشاريع المطار الكبرى.
- شهادات مهنية مطلوبة: التسجيل في الهيئة السعودية للمهندسين. يفضل شهادة PMP. يفضل أن يكون مهندسًا محترفًا (PE) أو مهندسًا معتمدًا (Chartered Engineer).
- خبرة في محطات تحويل 69kV/34.5kV/13.8kV والبنية التحتية الكهربائية للمطارات ومشاريع مرافق SEC وأنظمة النقل والتوزيع وأنظمة SCADA والأتمتة.
- خبرة مثبتة في تسليم مشاريع محطات تحويل EPC/LSTK فوق 34.5kV.
المهارات المطلوبة
- إتقان برامج: ETAP، AutoCAD، BIM/Revit، Primavera P6، MS Project، Power BI.

- Review and approve project execution plans, design execution plans, procurement plans, and construction methodologies.
- Monitor project milestones, progress reporting, risk management, and contract compliance.
- Interface with Airport Operations, Engineering, IT, Cybersecurity, HSSE, SEC, Matarat, and external stakeholders.
- Chair weekly and monthly project review meetings.
- Informs themselves of the relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures in place within Hill International, and ensures continued compliance with these requirements while employed by Hill.
- Perform other duties as assigned by the Project Director or line manager.
- Manage and review all detailed engineering submissions at 60%, 90%, and IFC stages.
- Review FEED verification reports and ensure compliance with project objectives.
- Ensure compliance with SEC standards, Saudi Building Code, IEC, IEEE, NFPA, and airport operational requirements.

- Must have Professional certifications: Saudi Council of Engineers Registration. PMP Certification preferred. PE/Chartered Engineer preferred.
