هيئة الزكاة والضريبة والجمارك تعلن عن وظيفة مدير تطوير رقمي في الرياض.
نبذة عن الوظيفة
يتولى شاغل الوظيفة مسؤولية قيادة وإدارة تطوير وتنفيذ الحلول والمنتجات الرقمية، من خلال الإشراف على فرق متعددة التخصصات وتطبيق أساليب العمل المرنة، وضمان تطوير حلول رقمية متكاملة وعالية الجودة تتوافق مع متطلبات العمل ومعايير التصميم المؤسسية، بهدف تحقيق كفاءة التنفيذ واستدامة الأنظمة وجودة المخرجات الرقمية وتعزيز تجربة المستخدم وتحقيق أهداف التحول الرقمي.
المهام والمسؤوليات
- تنفيذ الخطط وتقديم المدخلات اللازمة لتحقيق أهداف التطوير الرقمي الداعمة للأهداف الاستراتيجية العامة للهيئة.
- مناقشة متطلبات الميزانية للتطوير الرقمي مع الإدارة العليا وتقديم المدخلات المتعلقة بعملية إعداد الميزانية.
- ضمان الاستخدام الأمثل لميزانية التطوير الرقمي وتقديم تقرير دقيق عن التقدم والتحديات التي تواجهها.
- التحقق من المبادرات واقتراح تنفيذ تلك التي تحقق نتائج مالية إيجابية للتطوير الرقمي وتخفف من المخاطر المالية والتشغيلية.
- الإشراف على جاهزية بيئات الاختبار وتنفيذ اختبارات النظام واختبارات قبول المستخدم وفقاً للمعايير المعتمدة.
- الإشراف على مراجعات التصميم والتطوير والاختبار لضمان التكامل والجودة والاتساق في المخرجات الرقمية.
- قيادة وإدارة وتوجيه الفرق التقنية والرقمية لضمان تحقيق الأهداف التشغيلية والاستراتيجية.
- إدارة إطلاق المنتجات والخدمات الرقمية وضمان جاهزية الأنظمة والجهات ذات العلاقة وخطط التراجع والاستمرارية.
- إنشاء بيئة عمل عالية الأداء وتعزيز قيم الهيئة.
الشروط والمتطلبات
- درجة البكالوريوس في تقنية المعلومات أو ما يعادلها. يفضل درجة الماجستير في إدارة تقنية المعلومات أو إدارة الأعمال أو ما يعادلها.
- خبرة لا تقل عن 8 سنوات في مجال ذي صلة، مع تفضيل 3 سنوات منها في مستوى إداري.

Job Resposiblites
- Implement plans and provide the necessary inputs to be able to achieve digital development goals that support the Authority's overall strategic objectives
- Discuss budget requirements Digital development with senior management and provide input related to the budgeting process
- Ensure optimal use of the digital development budget and provide an accurate report on progress and challenges encountered
- Validate initiatives and propose the implementation of those that achieve positive financial results for digital development and mitigate financial and operational risks.
- Supervise the readiness of test environments and implement system tests and user acceptance tests in accordance with approved standards.
- Oversee design, development, and testing reviews to ensure integrity, quality, and consistency in digital outputs.
- Lead, manage and direct technical and digital teams to ensure the achievement of operational and strategic objectives.
- Manage the launches of digital products and services and ensure the readiness of the systems and related entities and the plans for retreat and continuity.
