هيئة الزكاة والضريبة والجمارك تعلن عن وظيفة "خبير تصميم أنظمة وبنية تحتية لتقنية المعلومات" في الرياض.
نبذة عن الوظيفة
يشغل شاغل الوظيفة مستوى قياديًا في تنفيذ أنشطة العمل والعمل بشكل مستقل مع توجيه بسيط نحو أهداف طويلة الأجل محددة مسبقًا. يعمل كمستشار داخلي وميسر من خلال تقديم التوجيه لتقديم وتنفيذ الأنشطة التشغيلية. يتمثل دوره التشغيلي الرئيسي في تقديم دعم خبير لتطوير البنية التحتية لتقنية المعلومات وتصميم الأنظمة وقدراتها، وقيادة إعداد طلبات العروض (RFPs) للبنية التحتية والأنظمة، والإشراف على تقييم طلبات التغيير المتعلقة بالبنية التحتية والأنظمة، ومراجعة الأداء الفعلي لمكونات البنية التحتية والأنظمة في الهيئة مقابل مجموعة من مؤشرات الأداء الرئيسية وتقديم توصيات للتحسين.
المهام والمسؤوليات
- تصميم البنية التحتية والأنظمة: متابعة أحدث الاتجاهات والتقنيات المتطورة، وجمع المتطلبات التجارية والفنية، وتقييم البنية التحتية والأنظمة الحالية في الهيئة، وتحديد فجوات التصميم والتحديات، ووضع تصميم جديد ومفصل للبنية التحتية والأنظمة يضمن تلبية جميع المتطلبات التجارية.
- إجراء جلسات جمع المتطلبات مع جميع أصحاب المصلحة، وتفسير المتطلبات لإنهاء إعداد طلبات العروض (RFPs) المتعلقة بالبنية التحتية والأنظمة، والمساهمة في تقييم واختيار الموردين بناءً على معايير محددة بالتعاون مع الوظائف المعنية.
- استلام طلبات التغيير المتعلقة بالبنية التحتية والأنظمة، وإجراء التحليل المناسب وتحديد أولويات طلبات التغيير المستلمة، وتقديم التوصيات ووضع جدول زمني للتنفيذ بالتعاون مع الوظائف المعنية.
- جمع المدخلات اللازمة لإجراء تقييم وتحليل مخاطر تقنية المعلومات التي قد تحدث من خلال إدخال تقنية جديدة، والتعاون مع إدارة تخطيط ومراقبة البنية التحتية والشبكات لتطوير خطة تخفيف المخاطر اللازمة.
- استلام التقارير الدورية عن الأداء الفعلي للبنية التحتية والأنظمة في الهيئة مقابل مجموعة مؤشرات الأداء الرئيسية، وتحليل تقارير الأداء، وتقديم توصيات لتحسين أداء البنية التحتية والأنظمة.
- التنظيم والعمليات: اتباع جميع السياسات والإجراءات ذات الصلة ومعايير التشغيل القياسية لضمان تنفيذ العمل بطريقة منضبطة ومتسقة.
- المساعدة في حل المشكلات المُصعّدة وتقديم الدعم اللازم للفريق الأصغر لضمان تنفيذ العمل بكفاءة.
- تصعيد المشكلات المعقدة إلى الشخص المعني لضمان إغلاق الحالات/القضايا بشكل صحيح.
- أداء واجبات أخرى حسب الطلب.
- إدارة الأفراد: تدريب الموظفين الأصغر على مختلف الأنشطة الوظيفية لضمان نقل المعرفة، عند الاقتضاء.
- تقديم توجيه واضح، وتحديد أولويات المهام، وتعيين المسؤوليات وتفويضها، ومراقبة سير عمل المرؤوسين/الموظفين الأصغر.
- دعم الموظفين الأصغر أو التقارير المباشرة لتنفيذ مهامهم وفقًا للسياسات والعمليات المحددة.
الشروط والمتطلبات
- درجة البكالوريوس في علوم الحاسب، تقنية المعلومات، أو ما يعادلها (إلزامي).
- يفضل درجة الماجستير في تقنية المعلومات، علوم الحاسب، إدارة الأعمال، أو ما يعادلها.
- خبرة لا تقل عن 5 سنوات في مجال ذي صلة.

Infrastructure and Systems Design
- Follow latest trends and cutting-edge technologies, collect business and technical requirements, assess current ZATCA IT infrastructure and systems, identify design gaps and challenges and develop new detailed IT infrastructure and systems design ensuring all business requirements are addressed
- Conduct requirement gathering sessions with all stakeholders, interpret the requirements to finalize the development of RFPs related to IT infrastructure and systems, and contribute in the evaluation and selection of vendors based on set criteria in cooperation with relevant functions
- Receive change requests related to IT infrastructure and systems, conduct proper analysis and prioritization of the received change requests, provide recommendations and set schedule for implementation in cooperation with relevant functions
- Collect needed inputs to conduct IT risks assessment and analysis that could occur through the introduction of new technology and accordingly collaborate with IT Infrastructure & Networks Planning & Monitoring to develop the needed risk mitigation plan
- Receive periodical reports on the actual performance of ZATCA IT Infrastructure and systems against set of KPIs, analyze the performance reports, and provide recommendations to improve the IT infrastructure and systems performance
- Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
- Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
- Escalate complex problems to the relevant person to ensure cases/issues are closed properly
- Perform other duties as requested
- Train junior staff on the different job activities to ensure transfer of know-how, when applicable
- Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff
- Support junior staff or direct reports in order to execute their duties according to set policies and processes
Education
- Bachelor’s degree in Computer Science, Information Technology, or equivalent is required
- Master’s degree in Information Technology, Computer Science, Business Administration, or equivalent is preferred
