تعلن شركة KBR, Inc. عن وظيفة مدير تجاري (Commercial Director) في الرياض، المملكة العربية السعودية، ضمن برنامج بنية تحتية رئيسي لتطوير متعدد الاستخدامات يهدف إلى أن يكون معلمًا عالميًا.
المهام والمسؤوليات
- تطبيق وتطوير وإدارة تنسيق التقارير التجارية والتكاليف القياسية لاستخدامها من قبل شركات إدارة المشاريع (PMCs).
- إنشاء وصيانة قاعدة بيانات لجميع التأمينات والضمانات والكفالات.
- التنسيق مع شركات إدارة المشاريع لجمع والتحقق من البيانات التجارية التحليلية.
- إدارة تقارير المخاطر التنفيذية.
- تطوير تقرير تكلفة المشروع (PCR) والتقرير التجاري التنفيذي والتدفقات النقدية ضمن نظام Unifier ودمجها مع المنصات الأخرى لتناسق البيانات.
- مراجعة إرشادات المشتريات الحالية لجدول الكميات (BoQ) ووثائق المناقصات لتطوير معايير لشركات إدارة المشاريع.
- إعداد تقارير التكاليف الموحدة على مستوى البرنامج بما يتوافق مع متطلبات التقارير المعتمدة، بما في ذلك تقارير جهة التطوير ومجلس الإدارة واللجنة التنفيذية والخزانة وصندوق الاستثمارات العامة والجهات العليا.
- تجميع الميزانيات السنوية للبرنامج وإعداد تقارير التدفقات النقدية الشهرية لتقديمها للعميل للمراجعة والاعتماد.
- إعداد وتطوير تقارير معايير التكاليف لمؤشر أسعار المناقصات ومعايير الرسوم المهنية ومعايير تكاليف الإنشاء للأصول فوق الأرض والبنية التحتية، ومعايير الكفاءة بما في ذلك المساحة الإجمالية والمساحة الصالحة للاستخدام، وتحليل أسعار السوق الرئيسية في المملكة (شهريًا) وتحليل السوق السعودي (ربع سنوي).
- إعداد وإصدار قوالب معايير التكاليف ونموذج خطة التكاليف الأولية والمعلومات المطلوبة لشركات إدارة المشاريع.
- المشاركة في تطوير وتنفيذ إجراءات التحكم في تغييرات البرنامج.
- إعداد وإصدار تقارير التدفقات النقدية للمشروع على مستوى البرنامج.
- إعداد تقارير تكاليف المشروع على مستوى البرنامج، بما في ذلك تحليل الاتجاهات وتقارير التغيير.
- مراجعة مخاطر التكاليف والفرص المتعلقة بها.
- تقديم التقارير بشكل متكامل بين هيكل تقسيم التكاليف وهيكل تقسيم العمل، وربط التكاليف بالجدول الزمني بما في ذلك القيمة المكتسبة.
- إعداد التحديثات المتعلقة بالتغييرات في ميزانية البرنامج الأساسية.
- دعم تمرين خطة العمل.
- تقديم خدمات إدارة المخاطر على مستوى المحفظة لدعم الحوكمة الفعالة واتخاذ القرارات والضمان عبر المحفظة، بما يتماشى مع سياسات وأطر وأنظمة المخاطر المعتمدة.
- دمج سجلات مخاطر شركات إدارة المشاريع في سجلات المخاطر على مستوى البرنامج والإدارات للرفع والتقارير.
- مساعدة العميل في تطوير الاستراتيجية التجارية.
- قيادة وتوجيه أقسام العقود والمخاطر والخدمات المساندة الأخرى، وضمان الإنتاج في الوقت المناسب لجميع المخرجات التجارية المطلوبة من KBR.
- إنتاج التقارير التجارية طوال دورة حياة المشروع.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة أو المساحة الكمية (Quantity Surveying).
- خبرة لا تقل عن 20 عامًا بعد التخرج.
- شهادة MRICS أو CIOB أو ما يعادلها.
- خبرة سابقة كمدير تجاري (Commercial Director).
- معرفة قوية بالجوانب التجارية للمشاريع المدنية والبنية التحتية الكبرى بما في ذلك التطويرات الحضرية والطرق والجسور والمرافق، مع خبرة كبيرة في المشتريات وإدارة العقود لهذه المشاريع.
- خبرة في إدارة الموظفين المباشرين مع مسؤولية عامة عن فرق تضم أكثر من 20 شخصًا.
- مستخدم متمرس لبرامج Microsoft Office وفهم لبرامج إدارة المشاريع.
- عضوية هيئة مهنية دولية معترف بها مثل MRICS.

The project is a major infrastructure programme for a mixed-use development aiming to be a global landmark recognized for its unique vision and position as an authentic destination in Riyadh. The community will be a distinct, self-sustaining hub for Riyadh offering several iconic assets. KBR will provide PMO services, enterprise - level governance, assurance, integration and performance oversight across all projects and programs.
THE ROLE
Reporting to the Programme Director, the Commercial Director is responsible for coordinating with PMCs for management of executive commercial reporting, control, recommending the most appropriate commercial strategy, pre and post contract management, provision of accurate status reports that allow timely decisions to be made to prevent schedule slippage and cost overruns, and production of close out reports for each project.
MAIN RESPONSIBILITIES
- Develop, implement, and govern standard cost and commercial reporting formats for use by the PMCs.
- Develop and maintain a database of all Insurances, Guarantees, Warranties.
- Coordinates with PMCs to compile and validate analytical commercial data.
- Manages executive risk reporting.
- Develop the Project Cost Report (PCR), Commercial Executive Report and Cashflows within Unifier and integrate with other platforms for consistency of data.
- Review of existing procurement guidelines for BoQ and tender documents for development of standards for the PMCs.
- Prepare the programme-wide consolidated cost reports consistent with the agreed reporting requirements, including those of DevCo, BOD, Excom, Treasury, PIF, and HRH.
- Collate annual programme wide budgets and prepare monthly cashflow reports for submission to the client for review and approval.
- Prepare and develop t cost benchmark reports for Tender Price Index, Professional Fees Benchmark, Construction Cost Benchmark for above ground Assets and Infrastructure, efficiency benchmarks including GFA/ BUA, Floor/ Ceilings, KSA Key Input Market Price Analysis (monthly), and KSA Market Insight (quarterly).
- Prepare and issue the cost benchmarking templates, elemental cost plan format and required information to the PMCs.
- Participate in the development and implementation of programme change control
- procedure(s).
- Prepare and issue programme wide project Cash Flow reports,
- Prepare programme wide project cost reports, including trend analysis and change reporting.
- Review cost risks and opportunities.
- Reporting seamlessly between Cost Break Down Structure and Work Brown Structure linking Cost and Schedule including Earned Value.
- Prepare updates for changes on the Programme baseline budget
- Supporting the Business Plan exercise.
- Provide portfolio-wide risk management services to support effective governance, decision-making, and assurance across the portfolio, in alignment with approved risk policies, frameworks, and systems.
- Consolidate PMC risk registers into programme-level and departmental risk registers for escalation and reporting.
- Assist the Client with development of commercial strategy.
- Leads and direct contracts, risk, and other support service departments. In doing so, ensures timely production of all required commercial deliverables by KBR.
- Production of Commercial Reports throughout the project’s life cycle.
EXPERIENCE, SKILLS AND KNOWLEDGE
- Bachelor’s degree in engineering or quantity surveying
- Minimum 20 years post-graduation experience
- MRICS, CIOB, or equivalent
- Prior experience as Commercial Director
- Sound knowledge of commercial aspects of major civil & infrastructure projects including urban developments, roads, bridges, and utilities with significant experience in procurement and contract management of such projects.
- Experience in managing direct reports with overall responsibility for teams more than 20 people
- Experienced user of MS Office and understanding of project management software
- Membership of a recognized International Professional Body e.g. MRICS
- Experience in international contracting mechanisms including FIDIC and NEC
- Fluency in English language both written and spoken
