تعلن شركة Parsons Corporation عن وظيفة مدير الصحة والسلامة والبيئة (HS&E Manager) بخبرة في مشاريع المترو والسكك الحديدية، في مدينة الرياض بالمملكة العربية السعودية.
نبذة عن الوظيفة
وظيفة قيادية عليا لإدارة الصحة والسلامة والبيئة في مشروع بنية تحتية رئيسي للسكك الحديدية، يرفع شاغلها تقاريره مباشرةً إلى مدير المشروع. يتطلب الدور قيادة وظيفة HS&E وتطبيق استراتيجية استباقية شاملة في جميع مراحل المشروع، مع الحضور الميداني والتأثير في المؤسسة متعددة المستويات وبناء علاقات قوية مع الإدارة العليا وفرق المشروع والمقاولين والعميل، والالتزام بفلسفة Zero Harm وتعزيز ثقافة التحسين المستمر.
المهام والمسؤوليات
- دعم فريق القيادة (مدير المشروع ونائبه ومديري الحزم) في قيادة وتنفيذ جهود HS&E في المشروع
- تنفيذ ومتابعة المبادرات التي تحسّن كفاءة وفعالية خدمات HSE وتقديمها
- تخطيط وتنسيق إجراءات التحسين المستمر في الصحة والسلامة لجميع مراحل المشروع، ومشاركة أفضل الممارسات عبر ورش العمل ومراجعات الدروس المستفادة
- إدارة فريق من مختصي HSE
- الإشراف على متطلبات HSE لمقاولي التصميم والتنفيذ (DB) ومراجعتها، ومنها الامتثال للعقد وتقييم المخاطر وإجراءات السلامة وتصاريح العمل (Permits to Work)
- تدقيق ومراقبة أداء HSE للمشروع ولمقاولي التصميم والتنفيذ، وإعداد التقارير عنه
- مراجعة أنظمة إدارة HSE وتطبيقها وصيانتها بما يتوافق مع المعايير التنظيمية
- ضمان التزام فريق المشروع بالتشريعات والكودات والمعايير الهندسية والإنشائية ذات الصلة
- قيادة إعداد السياسات والخطط والإجراءات الخاصة بـ HSE وتحديثها، بما يتوافق على الأقل مع معايير المشروع المشترك والمتطلبات القانونية المحلية والدولية
- تطوير وتنفيذ خطط الاستعداد للطوارئ (EPP) وإجراءات التشغيل في الطوارئ (EOP) وإجراءات التشغيل القياسية (SOP)
- تحديد المخاطر وتقييم مخاطر السلامة، ووضع استراتيجيات تضمن سلامة المنتجات والأنظمة والتطبيقات وموثوقيتها
- إعداد وثائق وعمليات HSE مثل تقييم المخاطر وأنظمة العمل الآمنة
- التحقيق في حالات عدم المطابقة المحتملة واتخاذ الإجراءات اللازمة للقضاء على أسبابها ومنع وقوعها
- الإبلاغ عن جميع حالات عدم المطابقة
- تحديد السبب الجذري والقضاء عليه ومنع تكراره
- قيادة فريق التحقيق في الحوادث الجسيمة والإصابات
- إعداد التقارير وتقديمها ومتابعة الإجراءات الوقائية والتصحيحية
الشروط والمتطلبات
- خبرة لا تقل عن 15 عامًا في مشروع هندسي مدني ثقيل
- خبرة في قيادة فريق من مختصي HS&E
- شهادة NEBOSH أو IOSH أو IEMA أو IRCA أو ما يعادلها
- مدقق رئيسي مسجّل (Registered Lead Auditor)
المهارات المطلوبة
- القدرة على تحقيق النتائج في بيئة عالية الضغط وسريعة الإيقاع
- القدرة على بناء علاقات مع مختلف مستويات المؤسسة

What You’ll Be Doing
- Responsibilities will include but are not limited to the following:
- Supporting the Leadership Team, comprising of the Project Manager, Deputy Project Manager and Package Managers in driving and implementing the HS&E efforts on the project
- Implementing and monitoring initiatives to improve efficiency and effectiveness in the HSE services and delivery
- Planning and coordinating continuous improvement HSE actions for all phases of the project to share good practice, feedback experiences and drive best practice, typically through continuous improvement workshops, lessons learnt reviews
- Managing a team of HSE professionals
- Overseeing and reviewing the HSE requirements of the design-build (DB) contactors in matters such as such as contract compliance, RAMS and permits to work
- Auditing, monitoring and reporting project and DB contractor HSE performance
- Reviewing, implementing and maintaining the management systems for HSE, in line with regulatory standards
- Ensuring the project team follows the relevant legislation, engineering and construction codes and standards
- Leading, developing and updating the HSE policies, plans and procedure to comply as a minimum with the joint venture standards, local and international legal requirements
- Developing and implementing Emergency Preparedness Plan (EPP’s), Emergency Operating Procedure (EOP’s) and Standard Operating Procedure (SOP’s)
- Identifying hazards and assessing safety risk, developing strategies to ensure products, system and applications are safe and reliable
- Preparing HSE documents and processes such as Risk Assessment and Safe Systems of Work
- Investigating and ensuring action to eliminate the cause of potential non-conformities to prevent their occurrence
- Reporting all cases of non-conformity
- Identifying then eliminating the root cause and prevent recurrences
- Leading the investigation team of serious incident and accident reports
- Preparing and submitting reports and follow-up in preventative and corrective actions
- Minimum of 15 years experience on a heavy civils engineering project
- Experience leading a team of HS&E professionals
- NEBOSH, IOSH, IEMA, IRCA or equivalent
- Registered Lead Auditor
- Ability to deliver in a highly pressurized & fast paced environment
- Ability to build relationships across all levels of the organization
- Effective communication skills including the ability to make persuasive presentations to small and large audiences
- Experience on metros, rail or related project
- Experience on tunneling projects
- Have obtained a suitable Environmental Management Qualification
