Traffic Signal & ITS Field Support Engineer

شركة بارسونز كوربوريشن تبحث عن مهندس دعم ميداني في إشارات المرور وأنظمة النقل الذكية (ITS) للعمل في الرياض ضمن برنامج رئيسي لإدارة المرور. ستقوم بتطوير ومراجعة الإجراءات والمعايير الخاصة بتركيب وصيانة المعدات الميدانية، وتقديم الدعم الفني وإشراف الجودة على أنشطة المقاولين وفرق الصيانة.
المهام والمسؤوليات
- تطوير ومراجعة وصيانة الإجراءات وبيانات الأساليب وبروتوكولات الصيانة والاختبار وإجراءات التشغيل القياسية (SOPs) للمعدات الميدانية لإشارات المرور وأنظمة ITS، بما في ذلك وحدات التحكم والخزانات وأنظمة الكشف والمراقبة CCTV/ELV والاتصالات وأنظمة الطاقة والنسخ الاحتياطي.
- مراجعة أنشطة التركيب والصيانة والاختبار والتشغيل للتحقق من الامتثال للمعايير والتصاميم ووثائق طلب التغيير (RFCs) والوثائق حسب البناء، وتحديد الثغرات أو الانحرافات لتصحيحها.
- تقديم الدعم الفني والتوجيه لفرق الميدان والصيانة، والمساعدة في حل مشكلات التشغيل والتكامل دون القيام بالعمل اليدوي بشكل مباشر.
- مراجعة تكوينات وحدات التحكم وتوقيتات الإشارات ومراحل الإشارة وإعدادات الكاشفات ومعلمات وحدات التحكم، ودعم تحسين الأداء التشغيلي ومراقبة أداء الشبكة.
- مراجعة بيانات المراقبة والأداء من منصات الإدارة المركزية ولوحات المعلومات لتقييم الأداء الميداني والأعطال المتكررة وفعالية الصيانة.
- دعم تخطيط وتنسيق وتتبع الأنشطة الميدانية وأوامر العمل، ومتابعة البنود المعلقة حتى الإغلاق، وتقديم تقارير عن الحالة والجودة.
- مراجعة التقديمات الفنية للمقاولين والموردين والرسومات وسجلات الاختبار ووثائق التشغيل.
- إعداد الوثائق الإجرائية والمراجعات الفنية وتقارير التقدم والجودة، والمساهمة في تطوير المعايير والإرشادات للبرنامج.
- التنسيق مع مشغلي مركز التحكم في المرور والمقاولين والاستشاريين وموردي المعدات بشأن الإجراءات والمشكلات الميدانية والجاهزية التشغيلية، ودعم الامتثال لمراقبة الجودة والصحة والسلامة والبيئة (HSE) عبر الأنشطة الميدانية.
- أداء المهام الأخرى المرتبطة بهذا المنصب حسب الاقتضاء.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة الكهربائية أو الإلكترونية أو الاتصالات أو التحكم أو الميكاترونكس أو تخصص هندسي ذي صلة.
- خبرة لا تقل عن 7 سنوات في أنظمة ITS أو أنظمة المرور أو الاتصالات أو الطاقة أو هندسة الميدان/الصيانة، تتضمن مشاركة مثبتة في التركيب الميداني أو الصيانة أو الاختبار أو التشغيل بما يكفي لمراجعة وتطوير إجراءات هذا العمل.
- معرفة عملية بمعدات إشارات المرور الميدانية وأنظمة ITS، بما في ذلك وحدات التحكم والخزانات وأنظمة الكشف والاتصالات وأنظمة CCTV/ELV، كافية لتقييم وتحسين طرق تركيبها وصيانتها.
- القدرة على تطوير ومراجعة الإجراءات وبيانات الأساليب وبروتوكولات الصيانة والاختبار والوثائق الفنية.
- القدرة على مراجعة الأنشطة الميدانية والتقديمات الفنية للتحقق من الامتثال للمعايير والتصاميم وRFCs والوثائق حسب البناء، وتحديد الانحرافات.
- إلمام ببرامج الإدارة المركزية والمراقبة أو أنظمة ATMS/إدارة الشبكات ولوحات الأداء (مثل TransSuite أو SolarWinds أو منصات مماثلة).
- فهم عملي لأنظمة التيار المستمر/المتناوب (DC/AC) وأنظمة UPS/البطاريات والطاقة الشمسية الاحتياطية والتأريض للتركيبات الميدانية.
- القدرة على التنسيق مع الفرق الميدانية ودعمها وإنتاج تقارير إجرائية وفنية وجودية واضحة.
- الالتزام بمراقبة الجودة والامتثال للصحة والسلامة والبيئة (HSE) في العمليات الميدانية.
- إجادة العمل باللغة الإنجليزية؛ ومعرفة اللغة العربية ميزة إضافية.
المهارات المطلوبة
- خبرة مع وحدات التحكم في إشارات المرور (مثل McCain أو Peek أو ما يماثلها) وأنظمة كشف المركبات (مثل الفيديو/الرادار مثل FLIR أو Dahua أو ما يماثلها).
- خبرة في برامج المرور/ITS في الرياض أو دعم مركز التحكم في المرور.
- خبرة في تطوير أو مراجعة أنظمة الصيانة وSOPs والمعايير أو الإرشادات لأنظمة المرور/ITS.
- عضوية الهيئة السعودية للمهندسين؛ رخصة قيادة سعودية سارية المفعول.
- خلفية في الألياف البصرية والبنية التحتية الخارجية/الداخلية (OSP/ISP) ومعدات الاتصالات (مثل Ericsson أو Huawei) أو الشبكات (مثل توجيه وتبديل Cisco/Huawei).

What You’ll Be Doing
- Develops, reviews, and maintains procedures, method statements, maintenance and testing protocols, and SOPs for traffic signal and ITS field equipment, including controllers and cabinets, vehicle detection, CCTV/ELV, communications, and power and backup systems.
- Reviews installation, maintenance, testing, and commissioning activities for compliance with approved standards, designs, RFCs, and as-built documentation, and identifies gaps or deviations for correction.
- Provides technical support and guidance to field and maintenance teams, helping resolve operational and integration issues without performing the hands-on work directly.
- Reviews controller configurations, signal phasing and timing, detector settings, and controller parameters, and supports operational improvement and network performance monitoring.
- Reviews monitoring and performance data from central management and dashboard platforms to assess field performance, recurring faults, and maintenance effectiveness.
- Supports planning, coordination, and tracking of field activities and work orders, following up outstanding items to closure and reporting on status and quality.
- Reviews contractor and supplier technical submittals, drawings, test records, and commissioning documentation.
- Prepares procedural documentation, technical reviews, and progress and quality reports, and contributes to standards and guideline development for the program.
- Coordinates with Traffic Control Center operators, contractors, consultants, and equipment suppliers on procedures, field issues, and operational readiness, and supports quality control and HSE compliance across field activities.
- Performs other responsibilities associated with this position as may be appropriate.
- Bachelor's degree in Electrical, Electronic, Telecommunications, Control, Mechatronics, or a related engineering discipline.
- Typically 7+ years of related experience in ITS, traffic systems, telecommunications, power, or field/maintenance engineering, including demonstrated involvement in field installation, maintenance, testing, or commissioning sufficient to review and develop procedures for that work.
- Working knowledge of traffic signal and ITS field equipment, including controllers and cabinets, detection systems, communications, and CCTV/ELV, sufficient to assess and improve how it is installed and maintained.
- Ability to develop and review procedures, method statements, maintenance and testing protocols, and technical documentation.
- Ability to review field activities and technical submittals for compliance with standards, designs, RFCs, and as-built documentation, and to identify deviations.
- Familiarity with central management, monitoring, or ATMS/network-management software and performance dashboards (e.g., TransSuite, SolarWinds, or comparable platforms).
- Practical understanding of DC/AC power, UPS/battery and solar backup, and grounding/earthing for field installations.
- Ability to coordinate and support field teams and produce clear procedural, technical, and quality reports.
- Commitment to quality control and HSE/safety compliance in field operations.
- Working proficiency in English; Arabic is an advantage.
- Experience with traffic signal controllers (e.g., McCain, Peek, or comparable) and vehicle-detection systems (e.g., video/radar such as FLIR, Dahua, or similar).
- Experience on Riyadh traffic/ITS programs or in support of a Traffic Control Center.
- Experience developing or reviewing maintenance regimes, SOPs, standards, or guidelines for traffic/ITS systems.
- Membership in the Saudi Council of Engineers; valid Saudi driving license.
- Background in fiber optics and OSP/ISP, telecommunications equipment (e.g., Ericsson, Huawei), or networking (e.g., Cisco/Huawei routing and switching).
- Relevant certifications in detection/CCTV, networking, or HSE (e.g., Dahua, Huawei/Cisco, OSHA, first aid).
