نبذة عن الوظيفة
تتولى الوظيفة قيادة تخطيط وتنفيذ الجاهزية التشغيلية للأصول والبرامج المسندة، وتحويل الأهداف الاستراتيجية إلى خطط متكاملة وأطر حوكمة وأنشطة ضمان وتعبئة. كما تنسق الوظيفة بين الجهات المعنية متعددة التخصصات، وتعالج الاعتماديات، وتضمن جاهزية الأفراد والعمليات والأنظمة والمرافق والتصاريح والخدمات للتفعيل.
المهام والمسؤوليات
- قيادة تطوير وتنفيذ استراتيجيات الجاهزية التشغيلية المتكاملة وخططها وجداولها الزمنية وأطر حوكمتها
- تولي مسؤولية تقارير الجاهزية للنطاقات المسندة، بما يشمل المراحل المفصلية والاعتماديات والمخاطر والمشكلات والقرارات وأدلة الإنجاز
- تنسيق المتطلبات التشغيلية مع تنفيذ المشاريع، وضمان انعكاس احتياجات الجاهزية في التصميم والتشغيل التجريبي والتسليم
- قيادة تطوير وضمان نماذج التشغيل وإجراءات التشغيل القياسية وخطط القوى العاملة والتدريب ومعدات التشغيل والصيانة (OS&E) والتقنية والمرافق وتعبئة الخدمات
- قيادة مراجعات الجاهزية متعددة التخصصات وورش العمل والتفتيش والتدريبات التجريبية والتجارب وبوابات قرار التفعيل
- الإشراف على تخطيط جاهزية التصاريح والتراخيص والمتطلبات التنظيمية بالتنسيق مع الإدارات المسؤولة والجهات الخارجية
- وضع معايير القبول والتأكد من اكتمال أدلة الجاهزية ودقتها ومناسبتها لأغراض ضمان الإدارة
- تحديد الفجوات الحرجة وتوجيه خطط المعالجة لحماية السلامة والامتثال وتجربة العملاء وتواريخ الافتتاح
- إعداد التقارير التنفيذية والتوصيات، ورفع المعوقات الجوهرية التي تتطلب قرارات القيادة
- إدارة الاستشاريين ومقدمي الخدمات ضمن النطاق المسند، بما يشمل جودة المخرجات والجدول الزمني والأداء
- توجيه أعضاء فريق الجاهزية ومالكي مسارات العمل وتدريبهم ومراجعة جودة أعمالهم
- قيادة الدروس المستفادة والتحسين المستمر لعمليات الجاهزية التشغيلية وأدواتها ومعاييرها
الشروط والمتطلبات
- بكالوريوس في إدارة الأعمال أو الهندسة أو إدارة العمليات أو إدارة المشاريع أو تخصص ذو صلة
- درجة الماجستير مفضلة
- شهادات مهنية مفضلة: PMP أو PRINCE2 أو إدارة المرافق أو الجاهزية التشغيلية أو HSE أو إدارة المخاطر
- خبرة من 5 إلى 7 سنوات ذات صلة في الجاهزية التشغيلية أو التعبئة أو تسليم المشاريع أو تفعيل الأصول للبرامج المعقدة

General Summary

Essential Duties And Responsibilities
Qualifications
Bachelor's degree in business administration, engineering, operations management, project management or a related discipline. Master's degree is preferred.
Professional Certifications (if Required)
PMP, PRINCE2, facilities management, operational readiness, HSE or risk management certification is preferred.
Years Of Experience
5-7 years of relevant experience in operational readiness, mobilisation, project delivery or asset activation for complex programmes.

Essential Duties And Responsibilities
- Lead the development and implementation of integrated operational readiness strategies, plans, schedules and governance frameworks
- Own readiness reporting for assigned scopes, including milestones, dependencies, risks, issues, decisions and evidence of completion
- Coordinate operational requirements with project delivery and ensure readiness needs are reflected in design, commissioning and handover activities
- Drive development and assurance of operating models, SOPs, workforce, training, OS&E, technology, facilities and service mobilisation plans
- Lead cross-functional readiness reviews, workshops, inspections, rehearsals, trials and activation decision gates
- Oversee permit, licence and regulatory readiness planning in coordination with accountable functions and external authorities
- Establish acceptance criteria and ensure readiness evidence is complete, accurate and suitable for management assurance
- Identify critical gaps and direct mitigation plans to protect safety, compliance, customer experience and opening dates
- Prepare executive reports and recommendations, and escalate material blockers requiring leadership decisions
- Manage consultants and service providers within assigned scope, including deliverable quality, schedule and performance
- Provide direction, coaching and quality review to readiness team members and workstream owners
- Lead lessons learned and continuous improvement of operational readiness processes, tools and standards
